Foss, City Manager SUBJECT: Appointment to the Tri-Valley Water Liaison Committee Prepared by: Christopher L. Foss, City Manager EXECUTIVE SUMMARY: The City Council will consider selection of a City Council member to serve on the Tri - Valley Water Liaison Committee. STAFF RECOMMENDATION: Appoint a City Council member to serve on the Tri-Valley Water Liaison Committee. FINANCIAL IMPACT: None. DESCRIPTION: In the face of 2014’s drought, a number of public agencies of the Tri -Valley agreed to conduct a series of Water Policy Roundtables to discuss water policy issues of concern in the Tri-Valley. The Water Policy Roundtables consisted of elected (or corporate) officials of the following agencies (and investor owned utility): DSRSD, City of Dublin, City of Livermore, City of Pleasanton, City of San Ramon, Zone 7 Water Agency, and the California Water Service Company. The Water Policy Roundtables considered various high-level policy concepts on water policy issues, and collaborative action between the agencies. In 2016, the Water Policy Roundtable group focused on the detailed exploration of a Regional Potable Reuse project for the Tri-Valley, and the meetings were renamed the Tri-Valley Water Liaison meeting. Former Vice Mayor Don Biddle attended the meetings as Dublin’s representative since 2014. There have been nine joint Tri-Valley water meetings over the last four years. Most recently, on March 1, 2018, the Tri-Valley Water Liaison Committee met to receive a report on the Tri-Valley Joint Potable Reuse Feasibility Study. This study, which took over a year to complete, evaluated six different Regional Potable Reuse pro ject concepts, and found all of them to be feasible. The next collaborative step being Page 2 of 2 discussed is a Regional Potable Reuse Planning Study. On September 6, the Tri -Valley Water Liaison Committee is meeting again to consider proceeding with this next pha se of study. Staff is requesting that the City Council select a member to attend the meetings of the Tri-Valley Water Liaison Committee as the City of Dublin’s representative.
