Acceptance of Work – Project No. ST1012, Dublin Boulevard Rule 20A
Underground Utility District 2013-1 “Sierra Court to Dublin Court”

EXECUTIVE SUMMARY:
The City Council will consider the acceptance of the Dublin Boulevard Rule 20A
Underground Utility District 2013-1 “Sierra Court to Dublin Court” project, CIP No.
ST1012. The project included the placement of Pacific Gas and Electric (PG&E), AT&T,
and Comcast facilities in a joint utility trench and removing the overhead electrical and
communication cables and wooden utility poles along the Dublin Boulevard from Sierra
Court to Dublin Court ahead of widening Dublin Boulevard to six lanes.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting Dublin Boulevard Rule 20A Underground Utility District
2013-1 “Sierra Court to Dublin Court” (CIP No. ST1012).
FINANCIAL IMPACT:
The Dublin Boulevard Rule 20A Underground Utility District 2013 -1 “Sierra Court to
Dublin Court” project, CIP No. ST1012, is the first phase of the widening project and has
a total budget of $3,350,000. Fun ding for the Rule 20A portion of the project was
provided by PG&E Rule 20A credits, PG&E in-lieu credits, and reimbursements from
Comcast and AT&T. The project is now complete, with approximately $3,250,000 in
incurred costs. The remaining budget of approximately $1 00,000 will be retained in the
project to fund any final project closeout expenses relating to the Rule 20A portion of
the work. Any remaining PG&E credits will remain in the City’s account for the next
undergrounding project.
DESCRIPTION:
On May 2, 2017, the City Council awarded a contract to St. Francis Electric, LLC. in the
amount of $1,499,956.75 for the Dublin Boulevard Rule 20A Underground Utility District
2013-1 “Sierra Court to Dublin Court” project, CIP No. ST1012. The work consisted of
undergrounding existing overhead utilities for PG&E, Comcast, AT&T and Sprint. The

improvements eliminated overhead utility lines on wooden poles on both sides of Dublin
Boulevard between Sierra Court and Dublin Court, installing the utilities underground,
and reconnecting overhead services to customers with new underground service
connections. The Rule 20A portion of work had to be completed in advance of the
Dublin Boulevard widening project to clear the right -of-way for the installation of the new
roadway improvements from Sierra Court to Dublin Court.
Two change orders were issued on the project in the total amount of $138,418.70.
These two change orders included final quantity adjustments, installation of a
pedestrian button at Dublin Boulevard/Dublin Court, and adjustments to two PG&E
utility vaults.
Staff has determined that the project is complete and recommends that the City Council
accept the project and begin the warranty period for the Rule 20A portion of the work.

ACCEPTING DUBLIN BOULEVARD RULE 20A UNDERGROUND UTILITY DISTRICT 2013-1
“SIERRA COURT TO DUBLIN COURT” (CIP NO. ST1012)
WHEREAS, on May 2, 2017, the City of Dublin entered a contract with St. Francis
Electric, LLC to perform Project No. ST1012, Dublin Boulevard Rule 20A Underground Utility
District 2013-1 “Sierra Court to Dublin Court”; and
WHEREAS, said improvements have been completed in accordance with pl ans and
specification, and any approved modifications thereof, to the satisfaction of the City Engineer of
the City of Dublin.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby accept the improvements, Project No. ST1012, Dublin Boulevard Rule 20A
Underground Utility District 2013-1 “Sierra Court to Dublin Court” and authorize Staff to file a
Notice of Completion with Alameda County.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or his designee to release the retention, if after 35 days of filing the
Notice of Completion there are no subcontractor claims.
