FINANCIAL STATEMENT: Alamo Creek Park (Phase I) improvements were constructed by Rafanelli and Nahas as part of their park dedication requirement for the Villages at Willow Creek project. The original estimated cost of these improvements to Rafanelli and Nahas was $666,380. Rafanelli and Nahas has also paid for City-supplied design work and inspection. At the end of the last fiscal year, it was anticipated that the park would be finished by August of 1988, and only $3,898 was budgeted for inspection. There were several problems in completing this project, including obtaining electrical service and delivery of the bridge, which has delayed work on the project and acceptance. As a result of this delay, an additional appropriation in the amount of $7,767 is necessary. This appropriation will be offset by reimbursement revenue paid by the developer. DESCRIPTION: On April 14, 1986, the City Council approved the design for Alamo Creek Park (formerly East Dougherty Hills Park). On September 8, 1986, the City Council approved an agreement with Rafanelli and Nahas for construction of park improvements, and on November 10, 1986, accepted a grant deed for the approximately 5.6 acre park property. The first-phase improvements include the turf area, lighting, the parking lot, park furniture, fencing, and the bridge connecting the portions of the park that are separated by the creek. COPIES TO: Because the cost of the bridge caused the total cost of the park to exceed the dollar amount required to be constructed by Rafanelli and Nahas, certain other improvements were approved to be "traded" for the bridge. The major trade-off was to provide a gravel access road in lieu of the concrete road that was originally specified. The major factors contributing to the overrun of design and inspection are an error in the topographical survey from the developer which caused a grading redesign, a sight distance problem on Dougherty Road which required a redesign of improvements along Dougherty Road, and the stretching out of the work causing additional inspection time. The City Council also approved a licensing agreement between Zone 7 and the City for joint use of the Alamo Creek right-of-way through the park. The terms of this agreement provide that the City is responsible for maintaining additional landscaping improvements, while Zone 7 is responsible for flood control and water conservation. The work on the park has been inspected and determined to be complete and in accordance with the approved plans and specifications except for delivery of the sign face for the park sign structure. Therefore, Staff recommends that the City Council accept these improvements for maintenance by the City. -2-
