Foss, City Manager SUBJECT: Introduction of Commander of Camp Parks, Lieutenant Colonel Jennifer L. Nolan Prepared by: Darla Murtaugh, Senior Office Assistant EXECUTIVE SUMMARY: The City Council will be introduced to the new Commander of Camp Parks, Lieutenant Colonel Jennifer L. Nolan STAFF RECOMMENDATION: Welcome Lieutenant Colonel Jennifer L. Nolan. FINANCIAL IMPACT: None. DESCRIPTION: The City Council will be introduced to the new Commander of Camp Parks, Lieutenant Colonel Jennifer L. Nolan, who started June 8, 2018. LTC Nolan will also provide the City Council with a brief report on the activities at Camp Parks. NOTICING REQUIREMENTS/PUBLIC OUTREACH: None. ATTACHMENTS: 1. Lieutenant Colonel Nolan's Biography LIEUTENANT COLONEL JENNIFER L. NOLAN, FA59 Strategist Lieutenant Colonel Jennifer L. Nolan enlisted in the United States Army Reserve in April of 1993. In 1997 she was commissioned through the Reserve Officers Training Corps at LaSalle University in Philadelphia, PA. She then attended the Engineer Officer Basic Course at Fort Leonard Wood, Missouri before assigned to the 92nd Engineer Battalion (Heavy) where she served as Equipment Platoon Leader. She was then selected as the first female Support Platoon Leader.in the 1 Otn Engineer Battalion (Mechanized) where she attended an NTC Rotation with the 3rd Infantry Division. LTC Nolan then deployed to Soto Cano Airbase in Honduras, Central America to serve as the Chief Project Officer, JTF-Bravo where she had oversight of "New Horizons" projects. She was awarded the Humanitarian Service Medal for response to the El Salvador Earthquake in January 2001. She deployed consecutively to Riyadh, Saudi Arabia where she served as both the Construction Officer and the Deputy Director of Public Works for ARCENT-SA during the initial phase of Operation Iraqi Freedom. She was then selected as the Company Commander for the 555th Engineer Company (TOPO), Ft. Hood, TX that deployed to Baghdad, Iraq in support of Operation Iraqi Freedom. Her next assignment took her to Ft. Jackson, SC where she served as a Comptroller Instructor and PPBES Course Director for the US Army Finance School. LTC Nolan then left Active Duty to join the U.S. Army Reserves as an Observer/Controller for the 75th Training Division in Arlington Heights, IL. LTC Nolan then transitioned to the Civil. Affairs branch, and deployed with the 490th Civil Affairs Battalion as a Project Officer to Combined Joint Task Force -Horn of Africa in Djibouti where she had oversight for projects in eight different African countries. She then transitioned to the Active Guard Reserve (AGR) program and served as the Executive Officer for the Chief of Staff, US Army Reserve. In this role, LTC Nolan was responsible for assisting in the synchronization and integration of the Army Reserve staff and leading its strategic and operational planning, activities and execution. Her next assignment took her to U.S. Africa Command (USAFRICOM) in Stuttgart, Germany where she served as the Deputy Branch Chief for North/West Africa. While at USAFRICOM LTC Nolan 5s branch led the planning for the successful evacuation of U.S. Embassy Libya and Operation United Assistance, the Ebola crisis in Liberia. She was then selected to attend the School of Advanced Military Studies in Fort Leavenworth where she transitioned to a Functional Area 59 Strategist. She most recently served as the Chief of Strategy for U.S. Southern Command in Miami, FL where she was responsible for the combatant commander's theater strategy in Latin America and the Caribbean. LTC Nolan's awards and decorations include the Bronze Star Medal, Meritorious Service Medal (4ch Award), Joint Service Commendation Medal (2nd Award), Army Commendation Medal, Joint Service Achievement Medal, Army Achievement Medal (2nd Award), Parachutist Badge, and Army Staff Identification Badge. LTC Nolan holds a BA in Biology from LaSalle University, an MBA in International Business from Trident University International and a Master of Military Art -and Science (MMAS) Degree from the School of Advanced Military Studies (SAMS). Her military education includes the Engineer Officer Basic and Advanced Courses, Command and General Staff College (ILE), Stability Security and Development in Complex Operations Course (Naval Postgraduate School), Joint and Combined Warfighting School (JPME41) and the Basic Strategic Arts Program (BSAP). LTC Nolan is a native of Philadelphia, PA. She is happily married to John R. Nolan, President and CEO of Verde Valuation Services, LLC, originally from Cleveland, OH.
