Foss, City Manager SUBJECT: Don Biddle Community Park Project Update Prepared by: Janet Coles, Parks and Facilities Development Coordinator EXECUTIVE SUMMARY: The City Council will receive an update on the Don Biddle Community Park and provide Staff with its order of priority on the add alternates for use of the $600,000 community benefit funds from the UDR project. Additionally, the City Council will consider the proposed location of a specimen tree within the Park. STAFF RECOMMENDATION: Receive the report on Don Biddle Community Park and provide direction on the order of priority for the Project's add alternates. FINANCIAL IMPACT: The Don Biddle Community Park is included in the 2018-2023 Capital Improvement Program with a budget of $21.6 million. In accordance with the Dublin Crossing Development Agreement, the Developer is responsible for project costs up to $12,857,142. The City is responsible for reimbursing the Developer for the costs that exceed that amount. City funding will come from Public Facility Fee Funds. DESCRIPTION: On January 9, 2018, the City Council approved the Final Conceptual Plan for the Don Biddle Community Park. The approval included the incorporation of the Kinder Morgan pump station site and the add alternate for the decomposed granite and concrete Civic Plaza option in the future location of the Valley Children’s Museum. At the meeting , the City Council also requested that a specimen tree be considered in the park as an add alternate bid item. Staff has worked with the Developer on the addition of a large specimen tree, with bench seating, and is asking for City Council input on the add ition of this park feature. The location for the proposed 84” box specimen tree is an area along the Chabot Creek Trail where community comes together at the intersection of the Adventure Playground Page 2 of 4 and the Parent Paddock. The Developer’s Team is proposing tree species based on design criteria including compatibility with recycled water, tolerance of alkaline pH soils, compatibility with clay soil, and a place making specimen either standard or multi -trunk. The following species are being considered: Coast Live Oak, Valley Oak, Cork Oak, Southern Live Oak, Western Sycamore and London Plane Tree. Four larger trees (4-48” box Coast Live Oaks) will be planted in the Parent Paddock near the picnic and bbq area as a part of the Developer’s tree mitigation p lan for the Boulevard project. In addition to a specimen tree, there have been a few other changes to the park design due to both project budget and due to long-term operational needs of the park. The following table lists the elements that were included with the approved Conceptual Plan and the proposed changes to those elements. These items have been identified as Add Alternates to keep the project within the current, established budget. However, the City recently reached a settlement agreement with UDR resulting in a $600,000 community benefit payment to be directed towards Don Biddle Community Park. Staff would like the City Council to prioritize these items for the application of these funds. Currently, the add alternate options total $529,000, but because construction costs are rising, the base cost of the project may also rise, and Staff can’t guarantee that the additional $600,000 in funding will cover all of these items. These items will be included in the project as funding permits in the order established by the City Council. Page 4 of 4 Add Alternate Summary Alternate 1: Large Exercise Trail Station – National Fitness Campaign: The Fitness Court Outdoor bodyweight circuit training system (32’ wide x 32’ long) with pour -in-place surfacing. Estimated Cost: $192,000. Alternate 2: Civic Plaza and Off the Grid – Stabilized decomposed granite and concrete with picnic tables. Estimated Cost $112,000. (City Council authorized 1/9/18) Alternate 3: Globe Play Area – Berliner The Globe from the Joe Brown Collection, with GrassTex non-infill synthetic turf climbing mounds. Estimated Cost: $193,000. The park will be located between Dublin Boulevard, Scarlett Drive, Horizon Parkway, and Columbus Street. The park will be built by the Boulevard Developer in two phases. The conceptual plan was approved by the City Council on January 9, 2018. The plan includes tennis courts, basketball courts, a picnic and BBQ area, a great lawn (multi-use lawn area), playgrounds, parent paddock, community garden, and other amenities.
