1. Call to Order – The meeting was called to order at 6:36 p.m. by Mayor Haubert.

3.1. Adjourned Deliberations on IKEA Retail Center Project (PLPA-2016-00016)
David H. Blackwell, Partner at Allen Matkins, made a presentation and
responded to questions posed by the City Council.
Joan Hooke, Project Manager for the Applicant, made a presentation and
responded to questions posed by the City Council.
Angele Robinson-Gaylord, President of US Property at IKEA Group, made a
presentation and responded to questions posed by the City Council.
By consensus, the City Council agreed to take Public Comment with a time limit
of one minute per speaker.

The City Council adopted the following resolution with an additional condition
which states that IKEA will construct a one-of-a-kind design feature in the area
designated as “The Lawn” in the plans that is iconic in the project; the feature
shall have a value of not less than $420,000.

Guy Houston, Dublin resident, asked that the Valley Christian project be re-
agendized.
By consensus, the City Council agreed to hold a Special Meeting on Monday,
December 3, 2018, at 6:00 p.m. in order to hear the Valley Christian project.
4. Consent Calendar
Cm. Thalblum asked that Item 4.4 be pulled.
4.1. Approved the minutes of the October 16, 2018 Regular City Council meeting.
4.2. Approved the Preferred Conceptual Design for the one-acre park site located in the
Tassajara Hills Development.
4.3. Receive the notification of the City Engineer’s receipt of the Final Map for Tract
8370, Boulevard Neighborhood 19 for review.

The City Council Waived the first reading and INTRODUCED an Ordinance
Approving an Amended and Restated Development Agreement between the City
of Dublin and Dublin Crossing LLC relating to the Dublin Crossing Project.

By consensus, the City Council directed Staff to immediately begin negotiations a
contract extension with Amador Valley Industries.
