As CDH prepared the final design and construction documents for Phase I, staff felt confident in their ability to complete the Phase II improvements in a satisfactory and timely manner. Phase II Improvements include the following: Sports Court - Basketball and Volleyball Fitness Course Group Picnic Area Day Camp Shelter Tot Play Area Completion of walkways, irrigation, lighting and landscaping The Park and Recreation Commission considered the design of the Phase II Improvements at their November 11, 1987 meeting. The Commission and those members of the public present were in approval of the design. However one member of the audience pointed out the ommission of the multi-use backboard that was shown in the original masterplan adopted by the Council in April of 1986 (Exhibit A). The architect indicated that it would be possible to include the backboard adjacent to the sports court, but added that it may create an area where people can congregate without being seen from the street, thus creating a survellience problem for the police. The Commission was not in favor of adding the backboard and deferred the final decision to the City Council.
