DESCRIPTION : At the September 14, 1987 meeting of the
Dublin City Council, the Council approved a consultant services
agreement with Cardoza-DiLallo-Harrington to provide landscape
architectural services for Do!an Park, Phase II. As CDH prepared
the final design and construction documents for Phase I, staff
felt confident in their ability to complete the Phase II
improvements in a satisfactory and timely manner.
Phase II Improvements include the following:
Sports Court - Basketball and Volleyball
Fitness Course
Group Picnic Area
Day Camp Shelter
Tot Play Area
Completion of walkways, irrigation, lighting and landscaping
The Park and Recreation Commission considered the design of the
Phase II Improvements at their November 11, 1987 meeting.
The Commission and those members of the public present were in
approval of the design. However one member of the audience
pointed out the ommission of the multi-use backboard that was
shown in the original masterplan adopted by the Council in April
of 1986 (Exhibit A). The architect indicated that it would be
possible to include the backboard adjacent to the sports court,
but added that it may create an area where people can congregate
without being seen from the street, thus creating a survellience
problem for the police. The Commission was not in favor of
adding the backboard and deferred the final decision to the City
Council.

Exhibit B is the Dolan Park Landscape Plan prepared by Cardoza-
DiLallo-Harrington and approved by the Council in January of
1987. When comparing this plan with the one prepared by Singer
and Hodges, you will see that the elementS are the same, but the
locations have changed somewhat. Mr. Frank Dunbar from CDH will
be in attendance at the meeting to present the final design to
the City Council. Mr. Dunbar will have the Landscape Plan at a
much larger scale which will enable the City Council to see more
clearly the improvements planned. Exhibit C is the preliminary
cost estimate for the Phase II improvements which is within the
budgeted amount available in the Capital Improvement Program.
It is recommended that the Council take the following action:
Hear presentation from Cardoza-DiLallo-Harrington
Receive public input
Approve design of Phase II Improvements as shown or
direct architect to add Multi-Use Backboard
Authorize architect to proceed with preparation of
contruction documents based on approved design
