ADJOURNED REGULAR MEETING — NOVEMBER 8, 2018
1. Call to Order — The meeting was called to order at 6:36 p.m. by Mayor Haubert.
2. Pledge of Allegiance — The pledge of allegiance was recited by the City Council, Staff,
and those present at the meeting.
3. Public Hearing
3.1. Adjourned Deliberations on IKEA Retail Center Project (PLPA-2016-00016)
David H. Blackwell, Partner at Allen Matkins, made a presentation and
responded to questions posed by the City Council.
Joan Hooke, Project Manager for the Applicant, made a presentation and
responded to questions posed by the City Council.
Angele Robinson -Gaylord, President of US Property at IKEA Group, made a
presentation and responded to questions posed by the City Council.
By consensus, the City Council agreed to take Public Comment with a time limit
of one minute per speaker.

The Mayor closed Public Comment.
The City Council adopted the following resolution with an additional condition
which states that IKEA will construct a one -of -a -kind design feature in the area
designated as "The Lawn" in the plans that is iconic in the project; the feature
shall have a value of not less than $420,000.
