FINANCIAL STATEMENT:
Cost of the passenger loading zone only (white curb
and signing) is approximately $300. Sufficient funds
are budgeted in the Street Maintenance Operating
Budget to cover this cost.
DESCRIPTION:
At the December 10, 1990, meeting, the City Council
held a public hearing regarding proposed improvements along Amarillo Road in
front of Nielsen School. A resolution was adopted establishing short no-
parking zones adjacent to the school driveways for visibility, and
establishing an on-street handicapped parking space in front of the school.
The City Council also introduced an ordinance which would establish a
passenger loading zone along the frontage of the school.
At the January 14, 1991, meeting, it was brought to Staff's attention that
Nielsen School plans to begin a daycare program in the near future, and that
parents dropping off children at the daycare center would be required to
escort the children to the door of the facility. Vehicle Code regulations
pertaining the passenger loading zones do not permit a driver to leave the
vehicle. The City Council continued the discussion of this item to the
meeting of January 28th in order to allow time to contact the school for
further information on the daycare program.
Staff contacted Diane Griffiths, Principal, who felt that the majority of
parents using the daycare center would drop off children between 7:00 and 8:00
a.m. and pick them up between 5:00 and 6:00 p.m., and that the parents would
be able to use the parking lot at those times of day. However, Ms. Griffiths
also stated that the passenger loading zones would only be needed during peak
periods, and that after-school sports groups would benefit from being allowed
to park along the curb. Ms. Griffiths suggested that the time specified on
the passenger loading zone signing be 8:00 a.m. to 3:30 p.m. on school days
only.
The existing passenger loading zone north of the driveway specifies an 8:00
a.m. to 5:00 p.m. time frame. In order to avoid confusion and enforcement
problems, Staff recommends that both the new and existing passenger loading
zones reflect the same times. Therefore, the draft ordinance has been revised
to indicate the 8:00 a.m. to 3:30 p.m. time for both locations. This revision
is significant enough to require that the ordinance be re-introduced.
Staff recommends that the City Council conduct a public hearing, deliberate,
waive the reading, and INTRODUCE the ordinance establishing passenger loading
zones on Amarillo Road.

ORDINANCE NO. -91
AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING PASSENGER LOADING ZONES ON AMARILLO ROAD
The City Council of the City of Dublin does ORDAIN as follows:
Section 1.
In accordance with the provlslons of City of Dublin Municipal Code
Section 6.04.290(C), a passenger loading zone indicated by white curb shall be
established on the easterly curbline of Amarillo Drive extending from a point
25 feet north of the southerly driveway into Nielsen School northerly to a
point 20 feet southerly of the northerly driveway into Nielsen School, a
distance of approximately 100 feet. This passenger loading zone shall be in
effect on school days only between the hours of 8:00 a.m. and 3:30 p.m.
Section 2.
The existing passenger loading zone on the easterly curbline, from a
point 20 feet southerly of the southerly curbline of the southerly driveway of
Nielsen School, extending southerly a distance of 115 feet, shall be modified
to be in effect on school days only between the hours of 8:00 a.m. and 3:30
p.m.
Section 3.
The provisions of Sections 1 and 2 shall be added to Chapter 8 of the
City of Dublin Traffic Code.
Section 4.
This Ordinance shall take effect and be in force 30 days following its
adoption. The City Clerk of the City of Dublin shall cause this Ordinance to
be posted in at least three (3) public places in the City of Dublin in
accordance with Section 36933 of the Government Code of the State of
California.
