A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING LEHR AUTO AS A SOLE SOURCE VENDOR FOR AUTOMATED LICENSE PLATE
RECOGNITION CAMERAS (ALPR)
WHEREAS, the use of technology in law enforcement in the form of Automated License Plate
Recognition (ALPR) is on the rise and have shown to enhance enforcement and investigation
capabilities; and
WHEREAS, the use of ALPR by Dublin Police Services has been a valuable asset for criminal
investigations; and
WHEREAS, Staff conducted research and determined the purchase of an additional thirty (30)
ALPRs would greatly increase investigation success rate; and
WHEREAS, Staff has obtained a quote from Lehr Auto, a police equipment vendor for Vigilant
Solutions to purchase and install thirty (30) fixed ALPR cameras; and
WHERAS, Staff has obtained an estimate of $70,520 from Continental Electric, a sub-
contractor for Lehr Auto to mount and access power for the ALPR Systems.
WHEREAS, the procurement of this technology will be funded through the use of the General
Fund Reserve Committed for One Time Initiative; and
WHEREAS, sufficient funding exists in the General Fund Reserve for One Time Initiative; and
WHEREAS, Staff has determined that Lehr Auto is qualified to be a Sole Source Vendor as
per the City of Dublin Municipal Code Section 2.36.100; and
WHEREAS, the vendor will be compensated for the purchase of ALPR cameras for a not-to-
exceed amount of$451,240.21.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve Lehr Auto as a sole source vendor for the ALPR cameras for a not-to-exceed amount
of $451,240.21, with funds that have been approved and appropriated in the General Fund Reserve
for One-Time Initiative.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute purchase
agreements with Lehr Auto as long as the purchase amount individually or collectively is within the
not-to-exceed amount and take any other actions as may be necessary or appropriate to carry out the
intent of this Resolution.
