Foss, City Manager SUBJECT: LGBTQ Pride Month Proclamation and Flag Request Prepared by: Linda Smith, Assistant City Manager EXECUTIVE SUMMARY: The City Council will consider proclaiming June 2019 as LGBTQ Pride Month in Dublin as well as consider flying the rainbow flag at City Hall during the month of June 2019. STAFF RECOMMENDATION: Proclaim June 2019 as LGBTQ Pride Month in Dublin and provide direction on the flying of the rainbow flag at City Hall. FINANCIAL IMPACT: None. DESCRIPTION: The City Council, at its February 19, 2019 meeting, requested that Staff bring back two items - a proclamation for LGBTQ Pride Month and consideration of flying the rainbow flag at City Hall during the month of June. Staff has prepared the attached proclamation for the City Council's consideration. Additionally, Staff is seeking direction on the flying of the rainbow flag at City Ha ll for the month of June. The rainbow flag, if directed by the City Council, will fly under the City's flag on its flagpole. The City currently has no formal policy on flag requests and based on a search of existing City records, no such request has ever been made or granted. In addition, Staff conducted research on other cities in Alameda County and Contra Costa County and whether they have an existing flag policy and whether they have flown the rainbow flag at City Hall. LGBTQ Pride Month Proclamation A PROCLAMATION OF THE CITY OF DUBLIN, CALIFORNIA “LGBTQ Pride Month – June 2019” WHEREAS, the City of Dublin is a welcoming community and an exceptional place to live, learn, work, play, and raise a family; and WHEREAS, the nation was founded upon and is guided by a set of principles that includes that every person has been created equal, that each has rights to their life, liberty, and pursuit of happiness, and that each shall be afforded the full recognition and protection of the law; and WHEREAS, the City of Dublin recognizes the importance of equality and freedom, and is dedicated to fostering acceptance of all its citizens and preventing discrimination and bullying based on sexual orientation and gender identity; and WHEREAS, the City of Dublin is strengthened by and thrives upon the rich diversity of ethnic, cultural, racial, gender, and sexual identities of its residents; all of which contribute to the vibrant character of the City; and WHEREAS, many of the residents, students, city employees, and business owners within the City of Dublin who contribute to the enrichment of the City are a part of the lesbian, gay, bisexual, transgender, and questioning community; and WHEREAS, June has become a symbolic month in which lesbians, gay men, bisexual people, transgender, questioning, and supporters come together in various celebrations of pride. NOW, THEREFORE, BE IT RESOLVED, that we, the Dublin City Council, do hereby proclaim June 2019 as “LGBTQ Pride Month” in Dublin and encourage all residents to recognize the contributions made by members of the LBGTQ community and to actively promote the principles of equality and liberty.
