Application Resolution Approving the Application for Grant Funds RECOMMENDATION ~fI1l Approve Grant Application and Authorize Mayor to Execute Resolution FINANCIAL STATEMENT Phase I Allocation $473,487 Phase II Allocation - $157,829 TOTAL ALLOCATION - $631,316 DESCRIPTION On November 8, 1989 the voters of Alameda and Contra Costa Counties approved the passage of Measure AA, the Regional Open Space, Wildlife, Shoreline and Parks Bond Act of 1 988 sponsored by the East Bay Regional Park District. The $225 million bond issue provides funding for acquisition and development of regional and local parks and open space as follows: 75% - East Bay Regional Park District (75%-land purchase, 25%-land development) 25% - Local Park and Recreation Agencies on a per capita basis Dublin's allocation under this grant program is $631,316. The funds will be available in two phases as shown below: Phase I (1989-1992) - 5473,487 Phase II (1992-1995) - $157,829 Applications :tvla y 1, 1 9 8 9 criteria: for and Phase will I be projects evaluated are due utilizing no later tha~ the following 1. Likelihood of completion in three years Based on the aforementioned criteria, staff recommends that these funds be utilized for the renovation of Shannon Park. Design of the project is currently underway and construction is tentatively scheduled to start in early Fall. This coincides with the timeline for distribution of Phase I monies as prepared by East Bay Regional Park District. By applying these funds towards the Shannon Park renovation project, this will free up general fund monies that could be used for other capital improvement projects. They concurred with staffs recommendation to apply these funds towards the Shannon Park Renovation. Therefore it is recommended that the City Council take the following action: 1 . Approve application for grant funds as shown in Exhibit A. 2. Authorize the Mayor to execute the resolution as shown in Exhibit B. PROJECT NO. Signed Representative of Grant Applicant's Planning Agency Date Form B RESOLUTION NO. -89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ----------------------------------------------------------------- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING APPLICATION TO THE LOCAL GRANT PROGRAM UNDER THE EBRPD REGIONAL OPEN SPACE, WILDLIFE, SHORELINE, AND PARKS BOND ORDINANCE PHASE I FOR THE FOLLOWING PROJECT Shannon Park Renovation WHEREAS, the voters of Alameda and Contra Costa Counties have authorized the issuance of the Regional Open Space, Wildlife, Shoreline, and Park Bond Ordinance, which provides funds to the East Bay Regional Park District for acquiring and/or developing facilities for public recreational and open space purposes; and WHEREAS, the East Bay Regional Park District has the responsibility for the administration of the Local Grant Program within the two counties, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the East Bay Regional Park District require the applicant to certify by resolution the approval of applications before submission of said applications to the district; and WHEREAS, the applicant will enter into an agreement with the East Bay Regional Park District for acquisition or development of the project; NOW THEREFORE, BE IT RESOLVED THAT THE City Council of the city of Dublin does hereby: 1 . Approves the filing of an application for the Local Grant Program under the Regional Open Space, Wildlife, Shoreline, and Parks Bond Ordinance for the above project; and 2. Certifies that said agency understands the assurances and certification in the application form; and 3. Certifies that said agency shall perform all acts obligations of the agency under the application and instruments and documents delivered pursuant thereto. and the 4. Certifies that said agency has or will have sufficient funds to (.perate and maintain the prolect~ and 5. Certifies that said agency shall use the funds from the Local Grant Program to acquire and develop the project in accordance with the application; and Resolution - EBRPD Page Two 6. Certif ies that said agency reasonably expects to complete the project within three years from the agreement date; and 7. Appoints the City Manager as agent of the City of Dublin to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project in such form and pursuant to such provisions as EBRPD and this agency shall agree.
