SUBJECT: Minor Amendment to Planned Development(PD)Zoning(Ordinance 9-
14)for Dublin Ranch Subarea 3 (PLPA-2013-00033)
Background
A Planned Development Rezone with a Stage 1 and Stage 2 Development Plan were
approved in June 2014(Ordinance 09-14).
In October 2015, the City Council approved a GPA/SPA (Resolution No. 165-15) to
change the land use designation and a Planned Development Rezoning with a Stage 1
Development Plan (Ordinance No. 09-15) for 10.4 acres within the Subarea 3
development from Rural Residential/Agriculture to Parks/Public Recreation. This
Parks/Public Recreation designation was used to offset the loss of parkland within
Jordan Ranch.
Per the agreement between Lennar and the City of Dublin, Parks/Public Recreation
land was to be dedicated to the City for a future park. Following initial mapping and
preparation of landscape plans, an overlap between parcel mapping and the private
landscape improvements was identified. This overlap included portions of the
intended park land granted to the City and the ultimate HOA constructed facilities.To
clearly delineate City maintained park land from HOA maintained facilities a minor PD
amendment and Lot Line Adjustment is required.Without modification,the City would

Economic Development (PLPA-2017-00030). Per the Lot Line Adjustment, minor modifications to Parcel G,

A minor amendment to an adopted PD may be approved administratively by the
Parks&Community Services Community Development Director upon a finding that the amendment substantially

District.The Director hereby approves a Minor Amendment to PD Zoning District PLPA-2017-00042 for minor changes to
the boundary lines as shown in the approved Lot Line Adjustment (PLPA-2017-00030) with no changes to allowable uses
or development regulations.

Lennar Homes is submitting to the Community Development Department the enclosed Minor
PD Planning Application form.This application is in regards to Dublin Irongate—Subarea 3
Phase 1, Tract 8171 and accompanies the Lot Line Adjustment (LLA 2017-00030)currently
under review.
Per the agreement between Lennar and the City of Dublin, 10.75 Acres (Parcel C) is to be
dedicated to the City and set aside for Open Space. Following initial mapping and preparation
of landscape plans, overlap between parcel mapping and the ultimate community construction
was identified.This overlap includes portions of the intended Open Space granted to the City
and the ultimate HOA constructed facilities.To clearly delineate City maintained open space
from HOA maintained facilities a minor PD amendment and Lot Line Adjustment is required.
Without modification,the City will be responsible for maintenance of facilities dedicated to the
residents and property owners in Dublin Irongate Tract 8171.This includes portions of HOA
private walkways (Parcel H) and a portion of the children's play area (Parcel G).
For ease of management and to mitigate future confusion, modifications to the parcels by way
of a Lot Line Adjustment was determined as the optimal solution. In addition, a PD Amendment
to correct zoning is also required. Per the Lot Line Adjustment, minor modifications to Parcel G,
Parcel C, Parcel H and Parcel D are required to maintain a net zero change in land ownership
and the City retains a continuous 10.75 Acres of land for Open Space use.Those portions of
Parcel C which overlap HOA facilities (Parcel G-children's play area and Parcel H - resident
walkways)will be transferred to the HOA. In return, the HOA will exchange an equal amount of
land within Parcel D to the City for Open Space utilization.
