FINANCIAL STATEMENT:
The City is requesting $67,843 additional TDA funding \vhich will
cover the estimated costs for this project.
DESCRIPTION: City Staff has submitted the Alamo Canal Bicycle Path Capital
Improvement Project to the Audit Committee of the Alameda County Transportation Advisory Comm¡L~ee
(ACTAC) for consideration for Transportation Development Act (TDA) Article 3 funding. Alameda
County and the cities within Alameda County compete for TDA funding, which is available for certain
pedestrian and bicycle projects, on an annual basis. If approved, project funding for the current
application would be available in the 1997-98 fiscal year.
Within Dublin, the Alamo Canal Bicycle Path rW1S north from 1-580 at the City of Pleasant on city limit,
continuing north along Alameda County-Zone 7 rights-of-way, north to the San Ramon city limit.

Originally, the Cities of Dublin and Pleasanton had requested ISTEA and TDA funding for this project,
which includes extension of the bicycle path within the City of Pleasant on and Zone 7 right-of-way. The
City of P1easanton acted as lead agency on the Alan10 Canal Bicycle Path Project, which received
funding through ISTEA and TDA grants. The project was scheduled for completion in the 1996-97 fiscal
year: however, due to heavy rains, canal banks eroded. Notice was received from Alameda County-Zone
7 requesting deferral of path construction until erosion repairs could be completed. The Zone 7 request
did not affect construction of bridges and underpasses that was associated with the Alamo Canal Bicycle
Path.

As a result of the Zone 7 request, the project was divided into two phases. The first phase included
construction of the bridges and underpasses. The second phase will pave the path and install drainage
improvements, which will complete the project.
The first phase included two bridges and an underpass constructed within the City of Dublin's jurisdiction
and is complete. One bridge links the Alamo Canal Bicycle Path to Dublin High School, while the second
bridge provides a connection over Alamo Canal. The underpass is constructed under Dublin Boulevard.
As a result of deferring construction of the path, costs anticipated by Zone 7 and the City of Pleasanton
for tl1Îs j oint agency proj ect were exceeded. As a result, the City of Dublin is requesting an additional
$67,843 in TDA funding to complete the second phase of the bicycle path project. Dublin Staff plans to
complete the remaining design and construction of the bicycle path within Dublin, and Pleasanton will
complete their portion.
In addition to TDA funding, some of the ISTEA programmed funding is still available. The Cities of
Dublin and Pleasanton were originally awarded $630,000 in ISTEA funds for this project. Of the total
ISTEA funding, the City of Dublin has a balance of $57,300 remaining for this bicycle path project. The
$57,300 in ISTEA funding, together with the $67,843 in TDA funding, will complete Dublin's portion of
the project.
Staff recommends that the City Council adopt the Resolution directing Staff to apply to the Metropolitan
Transportation Commission for this TDA Article 3 funding for the Alamo Canal Bicycle Patl1 project.

APPROVING THE ALAMO CANAL BICYCLE PATH
CAP IT AL IMPROVEMENT PROJECT AND DIRECTING STAFF TO APPLY TO THE
METROPOLITAN TRANSPORTATION COMMISSION FOR TRANSPORTATION
DEVELOPMENT ACT ARTICLE 3 FUNDING
WHEREAS, the City Council of the City of Dublin advocates the safety of bicyclists and
pedestrians; and
WHEREAS, the City Council has reviewed the safety-related improvement as follows:
Alamo Canal Bicycle Path Capital Improvement Project, along the Zone 7 right-of-way,
from 1-580 at the City of Pleasant on city limit north to the San Ramon city limit
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the Alamo Canal Bicycle Path Capital Improvement Project and directs Staff to submit
an application to the metropolitan Transportation Commission for funding of the projects under Article 3
of the Transportation Development Act.
