FINANCIAL STATEME~T: Estimated cost of the barrier is less than $16,000. Some additional cost will be incurred from MCE for trimming the trees so that the fen~e can be installed. That cost will be paid from the parks operating budget for Dublin Sports Grounds. DESCRIPTION: Caltrans is presently in the process of constructing auxiliary lanes on 1-580. The new westbound lane is located in what was formerly a shoulder area, making it much closer to the Dublin Sports Grounds than the travel lanes have been in .~ the past. The estimated date of completion for this lane is April 15th; however, traffic will be using this lane as a detour as early as the week of March 27th. Softball season begins the first week of April. A few weeks ago, Staff was put on notice by the Umpire's Association that there is a problem during the season with softballs being hit onto the freeway on a daily basis from the two fields that are nearest I-58~. Restricted- flight balls are already being used, but was found that the adult or teenage players still have been able to hit balls over the existing six-foot fence and onto 1-580, For fields I and 2, Staff is proposing to install an 18-fo~t-tall barrier of black-clad chain link in order to stop the balls from going onto the freeway. The pole supports would be 18 feet high with the fabric lo~ated on the upper 12 feet. The existing six foot fence will cover the lower area. In addition, a small extension to the batting cage for Field 6 is being proposed. Because of the iIT~inent opening of both the auxiliary lane and the softball season, Staff recommends that this barrier be installed as soon as possible. The fence is considered to be a Capital Improvement, for w~ich funds have not been budgeted for FY 1988-89. There will be sufficient funds available in the Street Maintenance Operating Budget (based on the recent bid opening) to transfer to ¡-he CIP Bur1D""'t for this project.
