A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING IMMEDIATE PASSAGE OF
A GASOLINE TAX INCREASE
WHEREAS, an earthquake measuring 7.1 on the Richter
Scale struck the San Andreas fault in the Santa Cruz
mountains at 5:04 p.m., on October 17, 1989; and
WHEREAS, this earthquake caused many deaths and
inflicted widespread damage to property throughout Northern
California, in particular, crippling vital transportation
links in the region; and
WHEREAS, a state of disaster has been declared and
exists in the Counties of Alameda, Monterey, San Benito, San
Francisco, San Mateo, Santa Clara and Santa Cruz; and
WHEREAS, such major transportation facilities as the
San Francisco Bay Bridge, the Embarcadero Freeway, and
important portions of Interstate Route 880 and 280 have been
severely damaged and will remain closed to traffic until
expensive repairs have been completed; and
WHEREAS, the total damage to the transportation systems
in the region is well in excess of one billion dollars, and
the loss of these key transportation facilities threatens
the economic engine of the Bay Area and the productive
capacity of much of Northern California; and
WHEREAS, if sufficient revenues have been previously
earmarked for corrective maintenance on suspected
earthquake-vulnerable transportation structures, the
terrible loss of life which occurred on the Nimitz Freeway
may have been avoided; and
WHEREAS, in a time of such extensive and profound
disaster, there is an urgent need for clear, decisive
leadership on the part of the Governor and the State
Legislature to take action that will restore the economic
well-being and bolster the self-confidence of the people of
these stricken communities.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin calls for immediate passage by the
Legislature and Governor of the gas tax component of the
transportation programs approved this last summer which will
provide revenues for the rebuilding and repair of essential
transportation facilities in the region and, at the same
time, direct on-going resources to address the significant
shortcomings which existed in the State's transportation
infrastructure prior to this natural disaster; and
BE IT FURTHER RESOLVED that the City of Dublin also
supports a modification of the Gann Limit which would enable
immediate use of SCA-1 funds, and calls for the preservation
of this resolution to the Governor, the Secretary of State,
the Legislative Authors of SCA-1, and the Alameda County
representatives in the State Legislature.
