FINANCIAL STATEMENT:
No new recommendations were made as a result of this study. Items
that are noted as recommendations are already included in either the
Operating Budget or Capital Improvement Program.
DESCRIPTION: In 1987, the City Council directed Staff to prepare a Citywide Traffic
Safety Report which would identify locations that experienced a significant number of traffic accidents and
make recommendations for possible means of improving safety at these locations. Since that time, Staff,
through the City's traffic consultant TJKM, has prepared the Annual Traffic Safety Reports and presented
them to the City Council. This traffic safety report is combined with a "downtown intersection
monitoring" report per the Downtown Specific Plan recommendation. Because of the extensive consultant
and Staff time involved in preparing these reports each year, the City Council directed that these reports be
presented on a biannual basis in the future. Staff will continue to monitor accident patterns, and if safety-
related improvements appear to be warranted during the course of the two-year period, Staff will take
appropriate action at that time.
ANNUAL TRAFFIC SAFETY REPORT
Following is a summary of the information contained in TIKM's report.
A total of247 reported accidents occurred in 1996,50 of which were injury accidents. There was one
fatal accident. The total number of accidents in 1996 is slightly lower than the 1995 total of257 and also
slightly lower than the average of the three previous years, which was 254 accidents. The number of injury
accidents in 1996 (50) appears much higher than the previous average of22 as a result of some policy
changes in the way injury accidents are reported by Police Services. In the past, accidents were only

termed "injury" if the injured party was treated by medical personnel and/or transported in an ambulance.
The accidents are now termed "injury" accidents if there is a complaint of pain. Staff feels that the severity
of accidents has not increased over prior years.
The Institute of Transportation Engineers' Manual of Traffic Studies recommends that any accident within
100 feet of an intersection be classified as an intersection accident, while those further than 100 feet rrom
the intersection be classified as a roadway segment accident. This method has been used for the purposes
of this report with the exception that several rear-end accidents located further than 100 feet rrom an
intersection were classified as intersection accidents based on a review of the accident reports.
Intersections and street segments were selected which had incurred an average of more than three
accidents during the three years rrom 1994 through 1996, and accident rates were then calculated for these
locations. The accident rate is a function of the number of accidents and number of vehicles traveling the
road segment or entering the intersection per day. TJKM's report discusses the methods of calculation for
determining accident rates for intersections and major and minor roadway segments.
The resulting accident rates were compared with the State average, and those locations which exceeded the
State average were analyzed to see if changes could be made to improve the safety of the intersections or
street segments. Tables IT and III ofTJKMs report identify the locations for which calculations were
made and the comparative accident rates.
The philosophy behind using this method of accident rate comparison is that intersections and roadway
segments with high traffic volumes tend to incur more traffic accidents as a matter of course. An
intersection with a moderate number of accidents and high traffic volume would have a comparatively low
accident rate, while an intersection with few accidents but very low traffic volume could have a
comparatively high accident rate. For example, the Dougherty Road/I-580 Om-amp intersection had an
average of 6.7 accidents over the past three years, and 60,100 vehicles per day entering the intersection.
The accident rate at this intersection is considerably lower than the State of California accident rate.
However, the Dublin Boulevard/Hacienda Drive intersection had an average of only three accidents over
the past three years, with only 9,850 vehicles per day entering the intersection. The accident rate at this
intersection is 50% higher than the State of California accident rate. Such an intersection may need more
attention than a location with a higher number of accidents and a high Average Daily Traffic number
(ADT), depending on the types of accidents that occur. The Average Daily Traffic is the average number
of vehicles entering an intersection or street segment during a 24-hour period.
Seven intersections and eleven street segments were found to have accident rates higher than the State
average. Following is a discussion of the conditions and recommendations for these locations. Accident
diagrams are included as a part ofTJKM's report.
Intersections
Dublin Boulevard / Hacienda Drive: The two accidents that occurred here in 1996 were the result of
drivers failing to stop at the stop sign. A traffic signal is currently under construction at this location.
There are no further recommendations at this time.
Dublin Boulevard / Regional Street: Eleven accidents were reported here in 1996 which is consistent with
the number of reported accidents over the past three years. The 1996 accidents included five right-angle

accidents, one sideswipe, and five rear-enders. Rear-end accidents are fairly common at high-volume,
signalized intersections and are usually attributable to driver inattention. Most of the other accidents were
the result of an unsafe lane change or turn. Prior to construction of the Dublin Boulevard Widening
improvements, when the north-south traffic did not have a protected left turn phase, this intersection
incurred a number of "failure to yield on left turn" accidents. Now that a separate left turn phase is in
place, this type of accident has virtually been eliminated. There are no further recommendations.
San Ramon Road / Silvergate Drive: Two rear-end accidents occurred here in 1996. As noted above, this
type of accident is common at signalized intersections. There are no recommendations at this time.
Village Parkway / Lewis Avenue: This intersection incurred two rear-end accidents in 1996. A third
accident involved a vehicle striking a tree. There are no recommendations at this time.
Dougherty Road / Dublin Boulevard: Seven accidents occurred here in 1996, which is significantly less
than in prior years. There is no discernible accident pattern and no improvements are recommended at this
time.
Dublin Boulevard / San Ramon Road: Twenty accidents occurred at this intersection in 1996, which is a
higher number than in prior years. There is no discernible accident pattern; however, the intersection was
under construction during 1996, which may have influenced the number of accidents. Staff recommends
continuing to monitor the intersection in the future.
Amador Valley Boulevard / Donohue Drive: Three accidents occurred here in 1996. There is no
discernible accident pattern, and no recommendations are made at this time.
Roadway Segments
Regional Street (Amador Valley to Dublin Blvd.): Four accidents occurred in this segment in 1996.
There is no discernible accident pattern, and no recommendations are made at this time.
Shannon Avenue (San Ramon Road to Shannon Court): This segment is included because of the three-
year average; no accidents occurred in 1996. There are no recommendations at this time.
Amador Plaza Road (Amador Valley to Dublin Blvd.): This segment is primarily included because of the
three-year average; only one accident occurred in 1996. There is no discernible accident pattern, and no
recommendations are made at this time.
Village Parkway (Lewis Avenue to Dublin Blvd.): Four accidents occurred in this segment in 1996, three
of which were related to vehicles entering or leaving driveways. There is no discernible accident pattern,
and no recommendations are made at this time.
San Ramon Road (Bellina Street to Alcosta Blvd.): Three accidents occurred here in 1996. There is no
discernible accident pattern, and no recommendations are made at this time.
Dublin Boulevard (Village Parkway to Clark Avenue): Four accidents occurred here in 1996, which is
fewer than in prior years. There is no discernible accident pattern, and the only recommendation made at
this time is to continue monitoring the location.

Dublin Boulevard (Hansen Drive to Donlon Way): Three accidents of different types and with varying
causes occurred here in 1996. Staffis in the process of improving the striping along this roadway segment
so that the "trap" right turn lane for Hansen Drive is more apparent. In addition, the City Council recently
approved the installation of stop signs at the DublinlHansen intersection as an interim measure until a
traffic signal can be constructed.
Dublin Boulevard (Golden Gate to Amador Plaza): Four accidents occurred here in 1996, one related to a
driveway and the others related to driver inattention. No recommendations are made at this time except to
continue monitoring the location.
Village Parkway (Lewis Ave. to Amador Valley): Two accidents occurred here in 1996. There is no
discernible accident pattern, and no recommendations are made at this time.
Amador Valley Boulevard (Village Parkway to York Drive): Only one accident occurred here in 1996.
There is no discernib]e accident pattern, and no recommendations are made at this time.
Dublin Boulevard (Regional Street to Golden Gate Drive): Of the six accidents that occurred here in
1996, two involved buses pulling out rrom a bus stop, and others involved vehicles entering or exiting
driveways. With the opening of the BART station, the bus traffic on Dublin Boulevard has been greatly
reduced, and additionally, LA VT A is in the process of pursuing construction of bus turnouts in this
segment for their remaining route. There are numerous driveways in this segment, and the roadway has
been restriped rrom four to six lanes. Staff recommends continuing to monitor this location in the future.

INTRODUCTION
Each year the list of reported accidents witlùn the City of Dublin is reviewed to determine if there are
serious traffic safety problems that can be corrected. The following study provides a description of the
overall accident trends in the City, identifies locations where traffic safety is below average, and makes
recommendations to revise traffic control to enhance vehicle safety. The study analyzes accident reports
from the previous three-year period, 1994 through 1996. In summary, the 1996 traffic safety analysis has
found that:
· The total number of reported accidents has decreased slightly over 1995 levels, and has
increased 12 percent over the previous three-year average.
Six roadway segments and nine intersections were designated as high accident locations.
· Improvements were identified at several intersections (many are already planned). All
other high accident rate locations were found to have current and standard traffic control
measures, or are currently being improved.
Accident Trends
The reported accidents from 1996 were totalled by severity and compared to the previous accidents totals
for the years 1993 through 1995. The resulting accident trends are listed in Table I.
Property damage accidents have decreased over last year. Injury accidents have increased over last year.
The total number of accidents decreased 3 percent compared to the previous three-year average. Property
damage-only accidents are 16 percent lower than the three-year average, while recorded injury accidents
increased by 127 percent over the three-year average. (The increase in injury accidents is primarily
attributable to changes in reporting by the Police Department: many "complaint of injury" accidents were
listed as injury accidents in the 1996 police reports that would not have been so listed in previous years.)
There was one fatal accident.

Accident Rate Calculations
The recorded accidents can be categorized as either intersection accidents or roadway segment accidents.
The Institute of Transportation Engineers' Manual of Traffic Studies recommends that any accident within
100 feet of an intersection be considered an intersection accident and any accident further than 100 feet
of an intersection be considered a roadway segment accident Accidents were classified using this method
with one exception. Several rear-end accidents located further than 100 feet in advance of intersections
were classified as intersection accidents based on review of the accident reports.
The accident rates for roadway segments between intersections were calculated by Equation 1. The
roadway daily volumes were taken from the 1993 Traffic
Flow Map prepared by TJKM for the City. A number of
these daily volumes were updated with 1994, 1995 and
1996 traffic counts. The length of a roadway segment was
interpreted to be the distance (in miles) between adjoining

intersections. Typically, roadway segment calculations are
more appropriate for rural settings where there are longer
distances between major intersections. When applied to short segments, the resulting accident rates can
be artificially high compared to State averages.

For intersections, the accident rates were calculated using
Equation 2. The intersection daily volumes were taken as
the sum of each approach to the intersection. These
volumes were collected in 1993, 1994, 1995 and 1996.

The calculated accident rates were compared to the standard
rates published in Caltrans' 1995 Accident Data on
California State Highways. The Caltrans report contains standard rates based on roadway and intersection
characteristics such as geometrics, traffic control, and area type. One method of selecting study locations
for focused study is to analyze the ratio of the calculated accident rate to the Caltrans standard rate for
similar facility types.
Method of Selecting High Accident Locations
Given the small number of accidents that occur in a given year and the potential for statistical fluctuation,
a sample size of three years is generally considered to be a more reliable indication of accident trends.
Therefore, Dublin accident data was analyzed for the three-year period from 1994-1996. At each location,
the accident rate was calculated based on the average number of accidents per year for the three-year
period.
1 ntersections
Table II displays all intersections within the City at which three or more accidents occurred within a single
year between 1994 and 1996. The intersections are ranked by the ratio of the three-year average accident
rate to Caltrans standard accident rate. Seven intersections in this list are considered high accident
locations (at which the average actual accident rate exceeds the statewide average rate. Collision
diagrams, included in the "Recommendations" section of this report, were prepared for these seven
intersections.

Roadway Segments
Table III is similar to Table II except that it contains data for the roadway segments. Again, any segment
where three or more accidents occurred in any given year between 1994 and 1996 is included. Eleven
roadway segments were identified as having an actual accident rate higher than the statewide average rate.

The two accidents that occurred at this intersection in 1996 involved vehicles travelling
westbound on Dublin Boulevard failing to stop at the STOP sign. A traffic signal is planned to
be installed at this intersection in the near future.

2. Dublin Boulevard and Regional Street (Collision Diagram 2)
A total of eleven accidents were reported at this location in 1996. Five of these were right-angle
accidents, one was a sideswipe accident, and the remaining were rear-end collisions.
Of the five right-angle accidents reported at this intersection in 1996, one accident involved a
northbound left-turning vehicle striking a southbound through vehicle. This type of accident will
be virtually eliminated in the future as the intersection has been modified to provide protected
left-turn phasing on the northbound and southbound approaches. The remaining four reported
accidents were related either to unsafe lane changing or turns. During 1996 there were five rear-
end accidents reported at this intersection; rear-end accidents are not uncommon at signalized
intersections and are usually attributable to driver inattention. However, the intersection and
signal were under construction for a significant portion of 1996; it is expected that the accident
rate will decrease now that the intersection is no longer within a construction zone. Also, the
intersection has been widened to provide additional travel lanes, and, as mentioned above, the
signal phasing has been enhanced to improve safety.
Analysis of all of the accidents during the year 1996 reveals no discernible accident pattern.
Recommendations: Continue to monitor the intersection.

related to vehicles exiting the driveways.

Of the four accidents that occurred on this facility in 1996, three involved rear-end collisions by
speeding or inattentive motorists following too closely, and one involved a motorist exiting a
driveway striking a bicyclist who was riding on the wrong side of the road. Although three of
these accidents have the same cause, they all occurred at different locations with vehicles making
different movements, so no accident pattern is discernible. Historically, many of the accidents
on this segment have been related to vehicles rear-ending other vehicles that were slowing to
enter driveways or were stopped at the signal at Village Parkway. This four-lane segment has
numerous driveways and a two-way left-turn lane, and such accidents are not uncommon on
segments with similar characteristics. It should be noted that the number of accidents reported
in 1996 (4) was significantly lower than the number reported in 1995 (8) and 1994 (6).
It should be noted that a portion of Dublin Boulevard near Village Parkway was widened and
restriped during 1996. It does not appear that the construction wne contributed to any of the
reported accidents.

7. Dublin Boulevard between Hansen Drive and Donlon Way (Collision Diagram 13)
Of the three accidents that occurred on this facility in 1996. one involved unsafe lane changing,
one involved a parked motorist opening a car door in the traffic lane, and one involved a right-
angle collision with a vehicle exiting a driveway.
The right-angle collision was due to the blocking of sight distance by parked cars along curbside.
Recent restriping of this area of Dublin Boulevard has created an additional westbound lane on
this segment; the lane becomes a "trap" right-turn lane at Hansen Drive. Urisafe lane changes
have been occurring because motorists become aware of the "trap" lane and try to merge left in
advance of Hansen Drive. The City is in the process of providing additional advance warning
signs and painted arrows to warn motorists earlier.
TJKM has detelUlined that the intersection of Dublin Boulevard and Hansen Drive warrants
signalization. The City Council has authorized this signalization in addition to interim all-way
STOP control and sight distance improvements.
Recommendations: Provide additional warning of the "trap" lane for westbound motorists on
Dublin Boulevard. Pursue the installation of traffic signals and interim all-way STOP sign
control at Dublin Boulevard and Hansen Drive.

Of the four accidents that occurred on this facility in 1996, one involved a vehicle slowing to
enter a driveway getting rear-ended, and three were rear-end accidents caused by vehicles
following too closely. These last three were primarily related to driver inattention, and are not
likely to be correctable by any street improvements.
It should be noted that, during 1996, this segment of Dublin Boulevard was restriped from four
lanes to six.
Recommendations: Continue to monitor this segment under the new configuration.

by a motorist following too closely, and the other was caused by a vehicle pulling out of a
driveway directly in front of another vehicle. All driveways on this segment are right-in/right-
out only; the four-lane road is divided by a landscaped median. No discernible accident pattern
is evident.
The annual number of accidents on this segment decreased from 4 in 1994 to 2 in 1995 and 2
in 1996.

Of the six accidents that occurred on this facility in 1996, two involved buses pulling from a bus
stop striking another bus, two involved vehicles pulling from a driveway in front of oncoming
vehicles, one involved a rear-end collision by an inattentive driver, and one involved a vehicle -
turning into a driveway from the middle of three lanes - being struck by a vehicle in the curb
lane.
Because of the recent opening of the BART station in Dublin, certain bus lines have been
relocated from Dublin Boulevard. The remaining lines will soon be relocated to stops on other
streets such as Regional Street. The removal of bus stops from this segment will improve both
vehicular and pedestrian safety near the current stop locations.
Some of the 1995 accidents were also related to vehicles exiting driveways. There are several
driveways on this segment of Dublin Boulevard; such accidents are common on similar segments
with high traffic volumes.
It should be noted that, during 1996, this segment of Dublin Boulevard was restriped from four
lanes to six.
Recommendations: Continue to monitor this segment under the new configuration.
