HomeMy WebLinkAboutReso 068-88 ACTA I580-680RampRESOLUTION NO. 68 - 88 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************** APPROVING CONTRIBUTION TO THE 1-580/I-680 INTERCHANGE WEST TO NORTH RAMP IMPROVEMENTS WHEREAS, the voters of Alameda County approved a 1/2 cent sales tax increase to fund specific street and freeway improvement projects; and WHEREAS, the Alameda County Transportation Authority has been given the responsibility of seeing that the funds raised from the increased sales tax are spent according to the terms approved by the voters; and WHEREAS, one of the projects to be constructed with the funds was improvement to the 1-580/I-680 interchange at a total estimated cost of $54 million, of which $10 million or 18.5 percent is to come from local sources; and WHEREAS, the first phase of the i-580/I-680 interchange could be constructed at this time in order to provide earlier usage of the west to north ramp from 1-580 to 1-680 at a substantial savings over later costs; and WHEREAS, the first phase of the 1-580/t-680 Interchange has an estimated cost of $2,054 million of which $380,000 must be paid from local funds; and WHEREAS, when the voters approved Measure B, they approved an allocation of monies to the cities and county for local transportation purposes as well as allotment of monies to specific projects and also approved a local share cost for certain projects including the 1-580]I-680 Interchange; and WHEREAS, it is generally not appropriate to take Measure B funds from the cities or county to help pay for the local share of Measure B specific projects since this is an additional allocation of Measure B funds above that contemplated by the voters; and WHEREAS, by advancing money for this first phase of the 1-580/1-680 Interchange, appreciable savings can be made in overall construction costs and earlier service achieved, thus making it a special case; and WHEREAS, the City of Dublin requests that the Alameda County Transportation Authority reconsider the existing policy which prohibits the use of federal and/or state funds to pay the local costs of future Measure B projects; and WHEREAS, the Cities of Dublin, Livermore, and Pleasanton and Alameda County have agreed to share the local 18.5 percent or approximately $380,000 cost of the first phase of the 1-580/1-680 improvement with Alameda County paying $45,000 and the three cities dividing the remaining local cost equally; and WHEREAS, this agreement to pay a portion of the first phase of the 1-580/I-680 project does not imply agreement to pay the same portion of the local share for subsequent phases of the 1-580/I-680 Interchange improvement or of other Measure B projects; and WHEREAS, the Cities of Dublin and Pleasanton, and Alameda County, agree to participate, which could include financial participation, in the same spirit of Valleywide cooperation by assisting the City of Livermore in seeking funding solutions to help finance the local share of the Route 84 Measure B project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby resolve to pay one-third of the local share less the County of Alameda's contribution, of the approximately $380,000 estimated cost of the project to the Alameda County Transportation Authority as a portion of the local cost of the west to north connection at the 1-580/1-680 Interchange . BE IT FURTHER RESOLVED that the City Manager is directed to develop the necessary financial arrangements. PASSED, APPROVED AND ADOPTED this 9th day of May, 1988.
