A RESOLUTION OF THE GITY GOUNGIL
OF THE GITY OF DUBLIN
APPROVING A CLARIFICATION TO THE REVISED
ALAMEDA COUNTY SOLID WASTE MANAGEMENT PLAN
WHEREAS, on September 28, 1987, the Dublin City Council adopted the
Alameda County Solid Waste Management Plan (dated July 29, 1987, as revised)
and Negative Declaration for said Plan; and
WHEREAS, said Plan,' having been approved by the Alameda County
Waste Management Authority and adopted by each City in Alameda County and by
the Alameda County Board of Supervisors, was submitted to the California Waste
Management Board; and
WHEREAS, on April 6, 1988, the California Waste Management Board
approved said Plan with the exception of the California Waste Management
Board's finding that s~id Plan does not contain a discussion of asbestos that
meets the requirements of California Government Code Section 66780o5(e); and
WHEREAS, on June 22, 1988, the Alameda County Waste Management
Authority approved a clarification to said Plan relating to asbestos and found
that said clarification is covered by the original Negative Declaration; and
WHEREAS, the Dublin City Council has received and reviewed the
clarification to the Alameda County Solid Waste Management Plan relating to
asbestos shown below in this resolution; and
WHEREAS, the Initial Study and Negative Declaration for said Plan
(State Clearinghouse No. 87042818) were adopted July 29, 1987 in accord with
the California Environmental Quality Act and State and local guidelines and
transmitted to all concerned parties; and
WHEREAS, said Negative Declaration covers said clarification
relating to asbestos;
NOW, THEREFORE, BE IT RESOLVED THAT the Dublin City Council hereby
approves the clarification to the revised Alameda County Solid Waste Management
Plan relating to asbestos contained in this resolution.
The following discussion shall be incorporated into the Hazardous Waste Element
of the Alameda County Solid Waste Management Plan ('July 29, 1987) at Chapter V,
page V-7 after Table V-2.
ASBESTOS QUANTITY AND DISPOSAL
Asbestos has been used commercially in a variety of
products up until the early 1970s. Because of the recognized
health risk, the manufacture and use of asbestos products has
been rapidly reduced. However, much of the+material installed
in the past (especially in buildings) may still be present, and
must be encapsulated or removed and properly disposed.
The quantity of asbestos-containing waste generated is
included under the miscellaneous category in Table V-2 of the
Solid Waste Management Plan, adopted July 29, 1987. Alameda
County generated 5,313 tons (6,303 cubic yards) of asbestos-
containing waste which was disposed in Alameda County or out of
county. Oakland Scavenger Company offers disposal of

asbestos-containing waste in accordance with DOHS regulations
at Durham Road and Altamont Landfills in Alameda County. In
1987, these landfills received for disposal 1,710 cubic yards
of asbestos-containing waste.
