FINANCIAL STATEMENT: Sufficient funds have been included in the Fiscal Year 1999-2000 Budget to cover the costs associated with the creation of the Engineering Technician II position. DESCRIPTION: As part of the Fiscal Year 1999-2000 adopted Budget, the City Council authorized funding for the position of Engineering Technician II. The City Manager requested that the Personnel Officer develop a classification description and conduct a salary survey for inclusion of the position into the City's Classification and Salary Plans. Pursuant to the City's Personnel System Rules, a job description and salary range must be adopted for each classification in the organization. The job description typically includes general purpose, essential duties and responsibilities, knowledge, skills, abilities and requirements of the position. I. CLASSIFICATION PLAN Staff has prepared the job description for the new Engineering Technician II which will, perform advanced, technical office, and sub-professional civil engineering in the areas of design, construction, surveying, traffic, land development and field engineering functions in connection with public works activities. This position may be assigned office or field duties which encompass drafting, public works construction inspection, surveying, materials testing, traffic counts and investigations, plan checking and performs other related duties as assigned. The recruitment for an Engineering Technician II will commence immediately and report to the Senior Civil Engineer under the leadership of the City's Public Works Director Department Head. Staff recommends that the City Council adopt the attached Resolution amending the Classification Plan, which adds the position of Engineering Technician II. (Attachment 1). K2/G/cc-mtgs/forms/form-as.doc COPIES TO: ITEM NO. II. SALARY PLAN Included in the City's Personnel System are Resolutions, which address salary ranges for both part-time and full-time personnel. The salary range provides a minimum and maximum salary to be paid for each position. The proposed salary range is based on market conditions determined by a survey of comparable positions in similar agencies. The recommended salary range value for the Engineering Technician II position is $3,626 - $4,532 per month or $20.92 to $26.15 per .hour. This salary range represents a 10% benchmark above the Engineering Technician I position which staff surveyed. Staff recommends that the City Council adopt the attached Resolution amending the Salary Plan, adding the position of Engineering Technician II (Attachment 2). RESOLUTION NO. XX- 00 Attachment 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions to the adopted Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include new job description for the position of Engineering Technician II (Exhibit BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective February 15, 2000. Position may be assigned office or field duties which encompass drafting, public works construction inspection, surveying, materials testing, traffic counts and investigations, plan checking and performs other related duties as assigned. Distinguishing Characteristics: With general supervision from the Senior Civil Engineer and/or Associate Civil Engineer, is responsible for conducting field inspections of all public works projects and residential, commercial and industrial development; assisting with traffic, engineering and similar studies for public works construction projects; preparation of designs for traffic engineering projects; checking development plans; issuing permits; calculating public works fees; and performing other assigned engineering tasks. Essential Duties and Responsibilities: Prepares engineering, designs, plans, specifications and cost estimates for the construction, repair, or maintenance of various public works projects involving streets, parks and recreation facilities, drainage structures, traffic signals, street lights, traffic signing and paving markings, irrigation systems. Designs and drafts plans and specifications for landscaping projects, playgrounds, parks, and recreation facilities including irrigation design, plan materials, selection site layout and grading, plan transplanting details, and related projects. Reviews development plans for conformance with engineering requirements; writes property descriptions; calculates development fees and monitors trust accounts; updates City maps; and evaluates applications and issues encroachment permits. Collects, summarizes, and presents traffic data; conducts traffic surveys; conducts studies to determine the need for traffic controls; prepares signing and marking plans and traffic signal designs; reviews construction zone traffic control plans; reviews traffic accident reports and prepares collision diagrams; meets with the public and other City department to receive requests 'and explain City policies and traffic engineering procedures. Uses drafting techniques and procedures to draw complex engineering drawings; prepares graphs, charts, and exhibits for presentation; prepared project design, specifications, and cost estimates for city projects such as streets, sewers, storm drains, water lines, and traffic signals. Coordinates engineering and design efforts with contractors; inspects sites, and checks designs and plans for compliance with existing codes and engineering and traffic safety principles; participated in reconstruction review meetings and coordinated proposed and existing, grades and traverses; participates in final project inspections. Operates blueprint machine and various other office machines; operates a personal computer to perform Computer Aided Drafting (CAD), work processing and spreadsheet functions; organizes and maintains files, records, and base maps; assists contractors and the public in interpreting and complying with construction requirements; prepares monthly progress payment records; issues stop work orders when .necessary; checks compliance of contractors with regulations governing wages and payroll; and investigates and resolves citizens complaints regarding construction work of City facilities; and enforces safety regulations. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Minimum Qualifications: Knowledge of: Principles and practices of engineering related to design, construction, and maintenance of street, sidewalks, drainage, and related public works projects. Materials, methods, and equipment used in the testing of construction materials. Civil engineering design and drafting techniques and procedures. Methods'of conducting various surveys and studies. Mathematics including survey techniques and practices utilizing algebra, geometry, and trigonometry. City engineering policies, ordinances, standards, and specifications. Principles and practices of traffic engineering. Local, state and federal laws pertaining to vehicular travel. Modem office practices, procedures, methods and equipment. Customer service skills. Abili~ To: Prepare designs for capital improvement projects following pre-determined standards and criteria. Analyze construction methods to determine conformance with accepted standards and enforce corrective actions when necessary. Read, evaluate and interpret, and explain complex construction drawings, specification, change orders, survey data and technical reports. Prepare and maintain required records and correspondence. Interpret appropriate rules, regulations, contracts, laws and ordinances. Draft ,and prepare legal property descriptions. Assist in the inspection of public works projects for compliance with standards and specifications. Correctly read and interpret field construction staking survey controls, construction plans, profiles, cross-sections, topographic maps, and plats. Utilize personal computers and computer software to perform calculations such as traverses, closures, profiles, grades, areas, vertical curves, and quantities. Establish and maintain effective working relationships with those contacted in the course of work. Communicate effective both orally and in writing. Prepare clear and concise reports. Physical Standards: The physical standards described are representative of those that must be met by employees to successfully perform the essential functions of this class. An employee is regularly required to sit for long periods of time; intermittently stand, walk, bend, and twist to reach equipment around desk; drive a motor vehicle; move across rough terrain and bridge scaffolding; climb into and out of sewer holes and trenches, up 25 foot ladders, and several flight of stairs; use drafting instruments, read fine print on blue prints and VDT's; converse in person, over the telephone, two-way radio, and around the noise of heavy construction equipment, write and use keyboard to communicate; operate a calculator; intermittently lift and carry files and maps weighing up to 30 pounds. Read and interpret complex data, information and documents; analyze and solve problems; interact with City management, other governmental officials, contractors, vendors, employees and the public. Education, Experience, and Training: Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: Education: Completion of two-year college course leading to an associate of arts degree with coursework in land surveying, engineering design, technical drafting, and civil or traffic engineering. Experience: Two to three years experience in professional or sub-professional civil engineering work that includes civil engineering design, construction engineering/inspection, land survey, and/or traffic engineering. Training: Any recent training such as, academic courses and certification programs, which are relevant to this job classification. Licenses; Certificates; Special Requirements: Possession of a valid California Class C Drivers' License and Certificate of Automobile Insurance for Personal Liability. RESOLUTION NO. XX- 00 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN Attachment 2 WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 64-97 and subsequent resolutions which comprise the Salary Plan. NOW, THEREFORE, BE IT RESOLVED that the position of Engineering Technician II shall be covered under Article I, Section B of the Salary Plan; and BE IT FURTHER RESOLVED that the position of Engineering Technician II shall be paid an hourly rate within the following monthly salary range with the exclusion of any Performance Pay Adjustment granted in accordance with the adopted Personnel Rules: Engineering Technician II: $3,626- $4,532 BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan for the City of Dublin; and that the changes contained herein shall be effective February 15, 2000.
