Backzround:
The General Plan for the City of Dublin was adopted on February 11, 1985. The document contained all
of the mandatory elements of a General Plan, including text, goals, policies, and a Land Use and
Circulation Map (for the Primary Planning Area) that indicated the approved land use designations for all
properties in the City, as well as the street circulation network. Since the General Plan's approval in 1985,
there have been a number of amendments, including the Eastern Dublin General Plan Amendment and

Specific Plan, adopted May 10, 1993. The land use map for the Eastern Dublin General Plan Amendment,
the General Plan - Eastern Extended Planning Area Land Use Map (Figure B), was added as a separate
map to the Appendix portion of the General Plan, resulting in a total of three General Plan reference maps
(Figure 1-1, Figure 1-2, and Figure 2B). The Land Use Map approved for the Eastern Extended Planning
Area is included as Attachment 3. The Eastern Dublin Specific Plan's Land Use Map is included as
Attachment 4.
Since its adoption, significant changes to the Eastern Extended Planning Area map have been approved.
On April 16, 2002, the City Council adopted the Planned Development (PD) Prezoning and Annexation
for the project entitled the Eastern Dublin Property Owners (ED PO) project. In approving the EDPO
project, City Council established the base land uses and densities for the easternmost portion of the
Eastern Dublin General Plan Amendment Area, and found the project consistent with the General Plan's
policies (the Stage 1 Development Plan is included as Attachment 7). In addition, on May 21, 2002, the
City Council approved a General Plan Amendment to adjust the Eastern Extended Planning Area
boundary, to remove the Future Study Area designation (including the Doolan Canyon area), and to make
minor modifications to the Western Extended Planning Area (Schaefer Ranch).
On November 5, 2002, the City Council approved the current General Plan Land Use Map, which
expanded the General Plan Land Use Map to show all of the City of Dublin on one map, instead of the
three maps described above (see Attachment 2 for the existing General Plan Land Use Map approved in
2002). Several other General Plan Amendments have been approved, which further modified the land
uses shown on the General Plan Land Use Map, since November 5, 2002.
Most recently, on September 28,2004, the Planning Commission approved a resolution recommending the
City Council consider a General Plan and Eastern Dublin Specific Plan Amendment to reflect the
approved Parks and Recreation Master Plan 2004 Update and the Semi-Public Facilities Policy. This item
will be scheduled before the City Council in November of 2004.
With aU of the changes in land use maps that have occurred over the years, the City has contracted with
various parties to prepare the modifications to the land use map. As various consultants updated the map,
the media and physical appearance of the modifications to the map differed. Often, the physical
application of the land use location and/or form varied slightly.
The item before the Planning Commission is the consideration of modifications to the General Plan Land
Use Map to restore information that is not accurately represented currently. During analysis of the General
Plan Amendment for the Parks and Recreation Master Plan and Semi-Public Facilities Policy, it became
apparent that a few significant features of the original Eastern Dublin General Plan Amendment map had
been altered when the three maps were merged together. The intent of the November 5, 2002 Amendment
was to capture all of the information of the three maps in one map, however, City Staffs ability to produce
maps in-house was limited. With the creation of a new staff position, the GIS Coordinator, mapping of
geographic areas has improved, and now the City has the ability to more precisely follow the original
Eastern Dublin General Plan Amendment map.
The current General Plan Amendment would restore the accurate land use locations on the General Plan
Land Use Map. No changes are proposed to the text of the General Plan at this time.

ANAL YSIS:
General Plan Amendment:
The General Plan Amendment would modify the existing General Plan Land Use Map (Figure l-la
included as Exhibit A to Attachment 1) to reflect the Eastern Dublin General Plan Amendment (1993) as
was the intended when the General Plan was amended in November 5, 2002. As the related projects were
previously approved, the changes are informational only. The following section briefly describes the
revisions to the General Plan Land Use Map that would be made if the Amendment were adopted. The
following updates are proposed to the General Plan Land Use Map (Figure 1-1 a), as shown in Exhibit A to
Attachment 1:
. Correction of the location of the neighborhood parks within the EDPO area of the General Plan
Land Use Map in the vicinity of the Croak properties (APN 905-0002-002 and APN 905-0002-
001-01).
. Correction of the configuration and shape of the General Plan land uses in locations in the Eastern
Extended Planning Area. In particular, the Amendment would restore the original land use
configurations in the general vicinity of the following properties:

Consistency with Prior Apvrovals:
This proposed General Plan Amendment is consistent with the land use approvals in the Eastern Extended
Planning Area. For example, the proposed modifications would be consistent with the land uses approved
in the EDPO Prezoning and Annexation project described above. The EDPO project was approved by
City Council prior to the adoption of the current General Plan Land Use Map in 2002; therefore, the
EDPO map reflects the original Eastern Extended Planning Area Map. No amendment to the EDPO
Planned Development District or any other approved Development Plan would be required if the current
General Plan Amendment were approved.

Public Noticinz:
In accordance with State law, a public notice was published in the Valley Times and posted at several
locations throughout the City, to advertise the project and the upcoming public hearing. In addition, a
public notice was mailed as a courtesy to all primary property owners of the Eastern Extended Planning
Area. To date, the City has received no contact or objections from surrounding property owners regarding
the current proposal.
ENVIRONMENT AL REVIEW:
The Environmental Impact Report (EIR) for the original General Plan was prepared and adopted in 1984.
The EIR for the Eastern Dublin General Plan Amendment was adopted May 10, 1993 (a copy of which is
available at the Community Development Department's public counter). As amendments have been
approved over the years, each has received individual environmental review under the California
Environmental Quality Act (CEQA). The current proposed Amendment to the General Plan was reviewed
in the Environmental Impact Report for the 1993 Eastern Dublin General Plan Amendment in which the
proposed Amendment modifications were part of the EIR's "Reduced Project Area" plan. The current
modification would not create environmental impacts beyond those identified in the EIR. As it has
occurred in the past, specific development plans proposed under the General Plan and Eastern Dublin
Specific Plan, such as the EDPO Annexation and Prezoning project, will be reviewed for project-specific
environmental impacts.
CONCLUSION:
This proposed General Plan Amendment would ensure that locations of various land uses shown in the
General Plan Land Use Map in the undeveloped portions of the Eastern Extended Planning Area are
consistent with the original locations reflected in the Eastern Dublin General Plan Amendment Land Use
Map, the Eastern Extended Planning Area Land Use Map (Figure 2B). The proposed General Plan
Amendment would benefit the City by providing internal consistency between the current map, future
maps, and the original Eastern Dublin General Plan Amendment (1993). No changes to existing Planned
Development Districts, or other previous land use approvals, would be required if this Amendment were
approved.
RECOMMENDATION:
Staff recommends that the Planning Commission (1) open the public hearing and hear Staffs
presentation; (2) take Public testimony; (3) question Staff and the Public; (4) close public hearing and
deliberate; and, (5) adopt the Resolution (Attachment 1) recommending City Council approval of a
General Plan Amendment to revise the General Plan Land Use Map to reflect the original information
included in the 1993 Eastern Dublin General Plan Amendment Land Use Map, as shown attached in
Exhibit A to Attachment 1.

The City is proposing amendments to the General Plan to modify the
Land Use Map (Figure 1-1 a) to reflect original information included
in the Eastern Extended Planning Area Land Use Map. The original
map was merged with other General Plan maps in 2002 and some
land use locations were inadvertently misplaced. No changes are
proposed to the General Plan text at this time.
The Environmental Impact Report (EIR) for the original General
Plan was prepared and adopted in 1984. The EIR for the Eastern
Dublin General Plan Amendment was adopted May 10, 1993 (a copy
of which is available at the Community Development Department's
public counter). As amendments have been approved over the years,
each has received individual environmental review under the
California Environmental Quality Act (CEQA). The current
proposed Amendment to the General Plan was reviewed in the
Environmental Impact Report for the 1993 Eastern Dublin General
Plan Amendment in which the proposed Amendment modifications
