FINANCIAL STATEMENT:
If approved by Council, this project would become a Capital
Improvement Program (CIP) project for FY 2001-02. The cost is
estimated at either $149,000 or $115,000, depending on the alternate
chosen by Council.
DESCRIPTION: As part of the recent traffic signal installation at Village
Parkway/Davona Drive, the City had initially planned to prohibit southbound to northbound U-turn
movement at this intersection to prevent the potential for rear-end collisions during the green light for
southbound Village Parkway. This U-turn movement had been allowed when All-Way Stop signs
controlled traffic flow through this intersection prior to the installation of the traffic signal.
As the traffic signal was being installed at this intersection in February 2001, doctors from the medical
office building at 8265 Village Parkway contacted City Staff to indicate that many of their patients
originate from the north and use this U-turn to access the building site (located on the east side of Village
Parkway between Davona Drive and Wineberry Way). The doctors protested the decision to prohibit the
U-turn at Davona Drive, as this would force patients to drive much further along Village Parkway to make
a U-turn at Brighton Drive. In addition, members of the church located directly south of the medical
office building also use the U-turn at Davona Drive on a regular basis to access the church.
In response to these concerns, City Staff implemented a temporary measure to allow motorists to make a
safe U-turn using the available travel lanes on the southbound approach of this intersection. With the
introduction of the traffic signal at this location, the leftmost southbound lane could no longer be used

safely as a shared lane to accommodate simultaneous through and U-turn movements as southbound
motorists might not anticipate a vehicle in front of them slowing down to a near or complete stop to make
a U-turn, thus creating the potential for rear-end collisions. To prevent this potential for collisions, the
City temporarily re-striped the leftmost through lane to an exclusive U-turn lane to protect this movement.
Staff believes that a permanent solution should be effected on the southbound approach of this
intersection to allow full vehicle access to land uses on the east side of Village Parkway between Davona
Drive and Wineberry Way without reducing the number of through lanes to one lane. Based on field
observations of traffic and roadway conditions at this location, City Staff is proposing two design
alternatives to construct these permanent improvements, which are described below for the City Council' s
consideration.
Alternative 1 would replace approximately 190 feet of an existing median island on Village Parkway with
a southbound U-turn lane at Davona Drive. This improvement would include widening the east side of
the intersection opposite Davona Drive to allow larger vehicles to complete the U-tum maneuver without
interruption. Location Map Attachment 1 illustrates the Alternative 1 concept. As part of the project
work, the signal mast arm facing southbound traffic on Village Parkway would need to be replaced with a
longer mast arm due to the addition of the new U-turn lane. The southbound lanes would also be
reconfigured to two through-lanes approaching Davona Drive. The estimated cost for the Alternative 1
project is $149,000.
Alternative 2 would replace approximately 205 feet of an existing median island on Village Parkway with
a southbound left/U-tam lane at a mid-block location between Davona Drive and Wineberry Way. This
turn lane would provide a direct left-turn access into the northerly driveway of the church and also allow
U-turns for accessing the medical office building. Location Map Attachment 2 illustrates the Alternative
2 concept. Only minor traffic signal modifications would be required at Village Parkway/Davona Drive
as part of this improvement alternative. However, the church's northerly driveway would need to be
widened by approximately 10 feet to allow larger vehicles to complete the U-turn maneuver without
interruption. Similar to Altemative 1, the southbound lanes on Village Parkway would be reconfigured to
two through-lanes approaching Davona Drive. Estimated cost for the Alternative 2 project is $115,000.
Staff has informed the Church Bishop of the proposed driveway widening at the City's cost. Of the two
improvement alternatives being proposed, the Bishop indicated that the church would prefer Alternative 2
as mid-block southbound access to the northerly driveway would facilitate access and overall traffic
circulation within the church' s property by balancing the use of the two driveways into the church. At the
present time, the church's southe~y driveway tends to be over-utilized for traffic ingress compared to the
northerly driveway.
In comparing Alternatives 1 and 2, Staff believes that Alternative 1 would provide a more orderly, fully
protected (non-opposed) U-turn .movement through the signalized intersection at Village Parkway/Davona
Drive. The left/U-turn lane in Alternative 2 would provide a more direct access to the church and medical
office building (i.e., without stopping and waiting for the green light at the Davona Drive traffic signal),
but would be opposed by oncoming northbound traffic on Village Parkway. Regarding cost, Alternative 2
would save approximately $34,000 over Alternative 1. In summary, safety associated with southbound
access to the existing land uses on the east side of Village Parkway would be greater under Alternative 1,
while Alternative 2 would provide quicker access to these land uses at a lesser cost to the City.
Staff recommends that the City Council approve Alternative 1 or 2 to construct permanent street lane
improvements to allow southbound vehicle access to existing land uses on the east side of Village
Parkway between Davona Drive and Wineberry Way.
