The meeting was called to order at 7:00 PM, by Commission Chair Wright. 1. Overview of Policy to include Alternates on the Planning Commission Jeff Baker, Community Development Director, provided information on the Planning Commission alternates policy that was recently adopted by the City Council. 2.2. Public Comment Michelle Lawton, Dublin resident, provided public comment. 3. Consent Calendar 3.1. Approve the Minutes of the March 26, 2019 Planning Commission Meeting with the following correction to Item 5.1 Public Hearing: Commission Chair Wright closed the Public Hearing. Public Hearing 5.1 Dublin Boulevard - North Canyons Parkway Extension Project Obaid Khan, Transportation and Operations Manager, made a presentation and responded to questions posed by the Commission. Brianna Bohonok, Senior Project Manager with Circlepoint, responded to questions posed by the Commission. Jeff Baker, Community Development Director, responded to questions posed by the Commission. Commission Chair Wright opened the public hearing. Matthew Righetti, Property owner, provided public comment. Kristi Marleau, Dublin resident, provided public comment. Commission Chair Wright closed the public hearing and deliberations began. Obaid Khan, Transportation and Operations Manager, responded to questions posed by the Commission. On a motion by Commissioner Thalblum and seconded by Commissioner Benson, the Planning Commission took the following action: RESOLUTION NO. 19-03 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL CERTIFY AN ENVIRONMENTAL IMPACT REPORT AND ADOPT REQUIRED ENVIRONMENTAL FINDINGS FOR THE DUBLIN BOULEVARD — NORTH CANYONS PARKWAY EXTENSION PROJECT RESOLUTION NO. 19-04 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN RECOMMENDING THAT THE CITY COUNCIL ADOPT A RESOLUTION AMENDING THE GENERAL PLAN AND THE EASTERN DUBLIN SPECIFIC PLAN RELATED TO THE DUBLIN BOULEVARD — NORTH CANYONS PARKWAY EXTENSION PROJECT Planning Commission 9day 28, 2019 2Z?gtdor 54eehng T a g e 12 RESULT: ADOPTED [UNANIMOUS] MOVED BY: Janine Thalblum, Commissioner SECOND: Dawn Benson, Commissioner AYES: Dawn Benson, Amit Kothari, Janine Thalblum, Stephen Wright, Scott Mittan 6. Unfinished Business - None. 7. New Business - None. 8. Other Business Commission Chair Wright and Commissioner Mittan expressed concern that the upcoming City Council Study Session for the proposed At Dublin project on June 4, 2019 is not a joint meeting with the Planning Commission. Jeff Baker, Community Development Director, reminded the Commission that the Study Session is a public meeting and welcomed the Commissioners and the public to attend the Study Session and provide public comment. 9. Adiournment The meeting was adjourned by Commission Chair Wright at 8:32 PM.
