Call to Order and Pledge of Allegiance – The meeting was called to order at 7:00 p.m. by Mayor Haubert. The pledge was led by the Dublin 4-H Club and recited by the City Council, Staff, and those present at the meeting. Approved the minutes of the September 17, 2019 Regular City Council meeting. 4.2. Adopted RESOLUTION NO. 101 - 19 APPROVING THE EASEMENT DEED TO PACIFIC GAS AND ELECTRIC COMPANY FOR ELECTRIC FACILITES AT 7494 DONOHUE DRIVE DUBLIN CITY COUNCIL MINUTES 2 REGULAR MEETING OCTOBER 1, 2019 4.3. Approved Public Art designs and adopted: RESOLUTION NO. 102 - 19 APPROVING AN AGREEMENT WITH JOEY ROSE FOR A PUBLIC ART PROJECT AT BUTTERFLY KNOLL PARK RESOLUTION NO. 103 - 19 APPROVING AN AGREEMENT WITH YOSHIO TAYLOR FOR A PUBLIC ART PROJECT AT JORDAN RANCH PARK RESOLUTION NO. 103 - 19 APPROVING AN AGREEMENT WITH RIDE ART STUDIO FOR A PUBLIC ART PROJEC AT SEAN DIAMOND PARK 4.4. Public Hearing – None. 7. Unfinished Business – None. DUBLIN CITY COUNCIL MINUTES 3 REGULAR MEETING OCTOBER 1, 2019 8. New Business 8.1. Revisions to the Capital Improvement Program - Dublin Historic Park Master Plan Improvements and Establishing a New Memorial Program at the Current Historic Cemetery Steve Minniear, Heritage & Cultural Arts Commissioner, provided public comment. The City Council eliminated Phases 2 through 4 from the Dublin Historic Park Master Plan; removed Phases 2 through 4 from the Capital Improvement Program; and approved a Memorial Program for the current Historic Cemetery. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Melissa Hernandez, Vice Mayor AYES: Haubert, Hernandez, Goel, Josey, Kumagai 8.2. Overview of the City’s Inclusionary Zoning Regulations The City Council received the report and asked Staff to return with more detailed information regarding the City's Inclusionary Zoning Regulations. 8.3. Report on the City's Communication Efforts Steve Minniear, Dublin resident, provided public comment. The City Council received the report. 9. Other Business – Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). By consensus, the City Council asked Staff to meet with building trade leaders regarding community workforce agreements and bring back information to the City Council to discuss in a future study session. By consensus, the City Council directed Staff to bring back an agenda item on banning flavored tobacco. DUBLIN CITY COUNCIL MINUTES 4 REGULAR MEETING OCTOBER 1, 2019 10.
