DESCRIPTION: At the City Council meeting of July 3, 2001, Vice Mayor Lockhart requested that staff place the proposed Alameda County Redistricting Plans for 2001 on the July 17,.2001 City Council agenda for discussion. As background, "redistricting" is alegally-required process (California Government Code Section 21500) in which the five-member Alameda County Board of Supervisors adjust the electoral districts every ten years following a national census to make them equal in population. In the ten years between the 1990 and 2000 census, Alameda County grew by nearly 165,000 residents. The redistricting process is a method to equalize the population in each district by re-drawing the district boundaries to meet the target district population of 288,748. During the redistricting process, Alameda County held thirteen (13) public hearings during the month of June, 2001 to receive community input on the proposed plans. The last available date to submit a Redistricting Plan to the Redistricting Committee was July 5, 2001. At the present time, there are twenty (20) separate redistricting proposals being considered by the County. The Board of Supervisors will meet on July 24, 2001 at 11:00 a.m. to begin consideration of the plans, and the Board hopes to make a final decision during August, 2001 as the Board of Supervisors must adopt a Redistricting Plan and Ordinance describing the boundaries of the new districts by August 21, 2001. Staff has attached a map and population figures for each of the twenty plans being considered by the Board of Supervisors (see Attachment 1). County staff has indicated that, if the City Council has an opinion on the plan(s), all communications should be submitted in writing prior to the July 24, 2001 Board of Supervisors meeting.
