Proclamation in Recognition of Small Business Saturday (November 30,
2019) and Report on Holiday Decorating Contests

EXECUTIVE SUMMARY:
The City Council will consider proclaiming November 30, 2019 as Small Business
Saturday. Additionally, the City Council will receive an update on the Decorate Dublin
Contest for businesses and the Holiday Home Decorating Contest.
STAFF RECOMMENDATION:
Proclaim November 30, 2019 as Small Business Saturday in Dublin, and receive the
report on holiday decorating contests.
FINANCIAL IMPACT:
Costs associated with the Holiday Home Decorating Contest (estimated under $750)
will be absorbed within the current Parks and Community Services Department
operating budget.
Costs associated with the Decorate Dublin Contest for businesses are covered by the
Dublin Chamber of Commerce.
DESCRIPTION:
Small Business Saturday Proclamation
The national Small Business Saturday campaign was founded by American Express in
2010 to encourage people to support small, local businesses. The event traditionally
takes place on the Saturday following Thanksgiving and “Black Friday,” known as the
first day of the busy holiday shopping season. There are 100 businesses in Dublin
included on the Shop Small map by American Express this holiday season.
Small Business Saturday messages will be shared by the City and the Dublin Chamber
of Commerce (Chamber) on social media.

Representative(s) for the Chamber are available to accept the proclamation on behalf of
all local small businesses.
Decorate Dublin Contest for Businesses
Since 2016, the City has partnered with the Chamber to host the “Decorate Dublin”
holiday contest as part of the year-round “Discover Dublin” effort to promote local
shopping. The Decorate Dublin contest continues to be a joint effort by the Chamber
and the City, led by Economic Development Staff. The contest is open to Dublin
businesses and last year, 16 businesses participated. The Decorate Dublin categories
are:
Most Festive/Creative
Best Use of Light
Best Interior
People's Choice
Once again, this year the Chamber will:
Advertise the contest including to mail postcards to approximately 1,000
businesses and promote the contest on social media
Handle registration
Take photos of the displays
Provide prizes to the winner in each category
City staff will assist with outreach, including updating the postcard design, promoting the
contest on social media, and hosting the online survey for the People's Choice award.
A panel of judges, comprised of representatives from both the Chamber and City, will
judge the entries December 13 through 16, 2019. During the same period, the public will
be invited to vote online for the People’s Choice award.
Holiday Home Decorating Contest
In 2018, the City Council expanded the holiday activities to include a residential
decorating contest. The residential contest is coordinated by the Parks and Community
Services Department. Last year, 21 households participated.
Staff in the Parks and Community Services Department will promote the res idential
contest through social media, the City's website and press releases. The deadline to
enter the Holiday Home Decorating Contest is Friday, December 6, 2019.
Parks and Community Services Commissioners will individually judge the entries
December 9 through 12, 2019 and then vote on the winners at their December 16, 2019
meeting. All winners will receive a special Best Holiday Decoration yard sign.

Best Use of Lights
Best Lawn Display
Best Holiday Theme
Best Apartment/Condo
Best Neighborhood (for blocks with three or more decorated homes)

Contest Registration Deadline
The deadline for businesses to enter Decorate Dublin and residents to enter the Holiday
Home Decorating Contest is Friday, December 6, 2019. Winners of both contests will be
recognized at a City Council meeting in January 2020.

the Downtown, through public investment and economic development.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
Small Business Saturday – November 30, 2019
WHEREAS, the City of Dublin believes that small businesses are the backbone of our economy and the
glue that holds communities together. According to the United States Small Business Administration, there are
over 30 million small businesses in the United States; and
WHEREAS, small businesses create nearly two out of three jobs in our national economy; and
WHEREAS, the City of Dublin supports our local businesses that create jobs, spur economic growth,
boost our local economy, and preserve our neighborhoods; and
WHEREAS, advocacy groups and public and private organizations across the country have endorsed
the Saturday after Thanksgiving as Small Business Saturday; and
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim November
30, 2019, as “Small Business Saturday” and urges the residents of this community, and communities across
the country to support small businesses and merchants on Small Business Saturday and throughout the year.
