1. Call to Order
A regular meeting of the Dublin City Council was held on Tuesday, December 3, 2019, in
the City Council Chambers of the Dublin Civic Center. The meeting was called to order
at 7:00 p.m. by Mayor Haubert.

City Manager Foss stated that Item 8.1 would be heard after Item 3.1.
3.1. Presentation of Banners to 2019 Military Banner Program Participants
The City Council presented the banners to 2019 Military Banner Program
participants.
3.2. Employee Introductions
The City Council welcomed the new and re-introduced Dublin Staff members.
3.3. Public Comment
Parvinder Thapar, representative of Tri-Valley Sikh Center, provided public
comment.
Harjinder Singh, representative of Tri-Valley Sikh Center, provided public
comment.

4. Consent Calendar
Item 4.2, Agreement for Pool Maintenance and Waterslide Services at the Wave, and
Item 4.3, 2020 Legislative Program were pulled for further commen t.
4.1. Approved the minutes of the November 19, 2019 Regular City Council meeting.
4.4. Waived the reading and INTRODUCED an Ordinance Amending Chapter 5.32 of the
Dublin Municipal Code Relating to Solid Waste Management.

Item 4.3 2020 Legislative Program
Cm. Kumagai stated because of the nature of his job with Assemblymember Rebecca
Bauer-Kahan, he would recuse himself from participating on this item.

On motion of Mayor Haubert, seconded by Cm. Josey and by unanimous vote (Cm.
Kumagai having recused himself), the City Council adopted

By consensus, the City Council agreed to have a study session to discuss details
and implications regarding CWAs, so they can make an informed decision.
8.3. Input on Climate Action Plan Update
By consensus, the City Council agreed to move this item to the next regular City
Council meeting on December 17, 2019.
8.4. Designation of Two Councilmembers to the Dublin Pride Week Committee
By consensus, the City Council designated Mayor Haubert and Cm. Josey to the
Dublin Price Week Committee.
8.5. Selection of Vice Mayor
On motion of Mayor Haubert, seconded by Cm. Josey and by majority vote (Vm.
Hernandez and Cm. Kumagai voting no), the City Council appointed Cm. Goel as
Vice Mayor for one year.
9. Other Business
Brief information only reports from City Council and/or Staff, including committee
reports and reports by City Council related to meetings attended at City expense
(AB1234).
By consensus, the City Council directed Staff to return with an item to increase the
budget to allow for all City Councilmembers the ability to attend the National League
of Cities Conferences.

The meeting was adjourned at 10:49 p.m.
