DESCRIPTION: A letter jointly signed by Alameda County Supervisor Scott
Haggerty and BART Director Peter Synder dated July 11,2001, was sent to Mayor Houston and the
memb.ers of the City Council requesting that the Council adopt a resolution supporting tBART rail service
in the Tri-Valley.
In April of this year, BART staff made a presentation to Council of the options for BART services from
the Dublin/Pleasanton BART station to Livermore, including tBART - a lightweight, self-propelled diesel
multiple-unit rail vehicle system. The concept for tBART is to supply a comparatively affordable interim
service that will provide near-term interregional connections while preserving the opportunity for a future
BART extension to Livermore. Three alignment options were presented with the tBART service: 1) via
Dublin Boulevard north of 1-580; 2) via the 1-580 median; and 3) via E1 Charro Road/Stanley Boulevard
south of 1-580 toward downtown Livermore. On July 30, 2001, the 1-580 Corridor/BART to Livermore
PoliCy Advisory Committee met and discussed the various tBART alignment options and has agreed to
the technical advisory committee's recommendation to drop the Dublin Boulevard alignment from
further study. Staff concurred with this recommendation, as this alignment would have caused major
environmental impacts to Dublin Boulevard and existing development situated in this corridor. The
Policy Committee has agreed to pursue further study oftBART alignments via the 1-580 median and via '
E1 Charro Road/Stanley Boulevard.
Staff recommends that the Council adopt the resolution supporting the proposed tBART rail service in
the Tri-Valley region, including further study of the 1-580 median and E1 Charro/Stanley Boulevard
alignments.

RESOLUTION NO. - 01
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SUPPORTING THE PROPOSED tBART RAIL SERVICE
IN THE TRI-VALLEY REGION
WHEREAS, the existing 95-mile BART system currently provides more than 90 million
passenger trips, serving 3 million residents of the three-county BART District, and there is a significant
need to meet the growing demand for transit in the Tri-Valley region; and
WHEREAS, the Tri-Valley roadways are becoming more and more congested; and
WHEREAS, operating rail service on existing lightly-used freight lines is an attractive
transportation alternative that delivers high-quality transit; and
WHEREAS, tBART is an appropriate match for travel demand along Tri-Valley corridors; and
WHEREAS, tBART would use lightweight, self-propelled diesel multiple-unit rail vehicles with a
135-person seating capacity and up to 75-miles per hour maximum speed; and
WHEREAS, service frequency could be 15-20 minutes during peak periods and will be timed to
meet BART trains, and there will be supplemental off-peak service; and
WHEREAS, in keeping with BART's 1999 Strategic Plan, Policy Framework for System
Expansion and Policy Framework for Station Area Planning, BART and local jurisdictions should
promote both residential and employment-based Transit-Oriented Development (TOD) around stations;
and
WHEREAS, it will take approximately 3 to 5 years after funding has been secured to implement
tBART; and
WHEREAS, tBART will provide local economic benefits by potentially attracting employers
to the Tri-Valley, as well as providing employment opportunities for Tri-Valley residents in train
maintenance and operations; and
WHEREAS, tBART is an interim step towards the ultimate extension of the existing BART
system in the Tri-Valley; and
WHEREAS, no investment in or development of tBART shall preclude the ability to eventually
extend the existing BART system in the Livermore Valley to Greenville Road; and
WHEREAS, tBART would connect at the Dublin/Pleasanton BART, via either E1 Charro Road,
Stanley Boulevard, and Downtown Livermore, or connect to Greenville Road via the 1-580 median;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin expresses
strong support for further study of the tBART 1-580 median and E1 Charro/Stanley Boulevard alignments
and implementation of the tBART project as a rapid, integrated, cost-effective and reliable transit option
for the Tri-Valley.

Dear Mayor Houston and Members of the City Council:
As the Supervisor. and BART Director representing the Tri-Vatley area, we are writing to
request that you consider adopting the enclosed resolution supporting tBART rail service
in the Th-Valley. The Alameda County Board of Supervisors will be adopting the
resolution in July.
We are very excited about this proposal which provides the opportunity for Livermore to
have a reliable, cost-effective, integrated rapid transit alternative. The entire Th-Valley
will benefit as well as commuters traveling from the Central Valley into and through the
region. Extending the existing BART system to Livermore at Greenville Road is our
ultimate goal. However, we also believe that tBART provides a relatively affordable
option that we must consider while pursuing our long-term goals. If we can all come
together in support of tBART, it is possible that it could become operational in as little as
three to five years, once funding is secured.
We would very much appreciate it if you would consider adopt, ing the enclosed
