Presentation of Banners to 2019 Military Banner Program Participants

EXECUTIVE SUMMARY:
The City Council will present 2019 Military Banner Program participants with their
individual banners. The Military Banner Program honors active duty military personnel
and veterans that reside or have immediate family in the City of Dublin.
STAFF RECOMMENDATION:
Present individual banners to Military Banner Program participants (honoree or banner
sponsor).
FINANCIAL IMPACT:
There is no financial impact associated with the presentation of the banners.
DESCRIPTION:
On January 9, 2018, the City Council adopted Resolution No. 07-18 approving the
creation of a Military Banner Program (Program). The Program honors active duty
military personnel and military veterans that reside or have immediate family in the City
of Dublin. The Program allows for someone to sponsor a banner (for a fee) to honor an
active duty member or veteran. The banners feature a photo of the honoree, along with
their name, rank, and branch of service.
In this second year of the Program, 11 military personnel were honored. The banners
were located on City street light poles along Dougherty Road between Scarlett Drive
and Amador Valley Boulevard - in the vicinity of the Parks Reserve Forces Training
Area - between Memorial Day and Veterans Day (May through November) 2019.
This year’s honorees were:
• Chief Petty Officer Kyle Chronister - U.S. Coast Guard
• Senior Master Sergeant Russell Downie - U.S. Air Force

• Sergeant Camille Edward - U.S. Army
• Retired Master Sergeant Norbert James Felix - U.S. Marine Corps (Veteran)
• Staff Sergeant Joshua J. Jensen - U.S. Army
• Retired Lieutenant Commander Terry Lane - U.S. Navy (Veteran)
• Leann Nobida, Sergeant - U.S. Army (Veteran)
• Master Sergeant Sevier - Army National Guard
• Chris W. Smith, Specialist 4th Class - U.S. Army (Veteran)
• Lance Corporal Daniel Van Bonn - U.S. Marine Corps
• Captain Benjamin Young - U.S. Army
Banner sponsors and some honorees will attend the City Council meeting to receive
their banners.
STRATEGIC PLAN INITIATIVE:
None.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Program participants have been invited to attend the meeting.

In 2018, the Dublin City Council
created an annual street banner
program to honor local veterans and
active duty members of the U.S.
Armed Forces.
Community members may sponsor an
individual banner honoring a service
member with a connection to Dublin.
In 2019, the banners will be on display
along Dougherty Road between
Memorial Day and Veterans Day.
