Call to Order and Pledge of Allegiance Mayor Haubert called the meeting to order at 5:05 p.m. Councilmember Arun Goel participated via teleconference from N-13/10, DLF City, Phase 2, Gurgaon, 122002, Haryana, India. The pledge of allegiance was recited by the City Council, Staff, and those present at the meeting. Public Comment -None 3. Work Session with Urban Field Studio Assistant City Manager Linda Smith provided an overview of the process to date. Jane Lin, with Urban Field Studio, led the work session on the preferred vision for Downtown Dublin's Retail District, including the three principles of the vision, which are the town square, new street grid and downtown character. Sub -consultant David Masenten (ELS Architecture + Urban Design) also presented during the work session. The envisioned town square along the proposed extension of Golden Gate Drive (one block north of Dublin Blvd.) is envisioned to be approximately 300' by 200' from building face to building face. The preferred vision includes a new street grid which will include new east/west streets and the extension of Golden Gate Drive north from Dublin Boulevard to Amador Valley Boulevard. The Downtown Character which includes density and massing, would permit what is currently allowed in the Downtown Dublin Specific Plan (i.e. up to six story buildings), and land uses for office, hotel, retail and residential. Minutes of the October 1, 2019 City Council Special Meeting Pagel of 2 If approved by the City Council at a future meeting, year two of the Downtown Preferred Vision would include: • Continued engagement with private stakeholders using the Preferred Vision. • Development of a Master Plan with private stakeholders. • Amendment of the Downtown Dublin Specific Plan (DDSP) to align with the Preferred Vision. • Move forward with development of the town square. • Continued Community Outreach. There was consensus from the City Council for City Staff and the consultants to present the Preferred Vision for the City Council's consideration and adoption at the November 5, 2019 regular City Council meeting. 4.
