DUBLI N ECONOMIC DEVELOPMENT COMMITTEE

Friday, December 6, 2019
A special meeting of the Economic Development Committee was held on December 6, 2019, in the
Administrative Services Conference Room of the Dublin Civic Center. The meeting was called to order at
2:09 p.m. by Mayor David Flaubert.
1. Call to Order
PRESENT: Mayor David Haubert and Councilmember Melissa Hernandez
ABSENT: None
2. Public Comment
None.
3. Approval of the Minutes of the Special Meeting of July 8, 2019
ACTION: By consensus, the Committee approved the minutes of the Economic Development Committee
special meeting of July 8, 2019.
4. Extension of Business Incentive Programs
Staff presented information about several business incentive programs that are set to expire in 2020 and
requested the Committee consider recommending the time period for the programs be extended for an
additional five years to 2025.
ACTION: By consensus, the Committee recommended that the City Council extend the time period for
the programs to June 30, 2025.
5. Update on the Electronic Sign located at 6015 Scarlett Court
Staff provided an update on options to allow off -site advertising on the electronic sign at 6015 Scarlett
Court. Staff is still in conversation with the Property Owners.
6. Downtown Work Plan Update
Staff provided an update on the progress of the Downtown Work Plan including continued work on the
CC&Rs with stakeholders of the Dublin Plaza Center; City Council adoption of the Downtown Preferred
Vision; amendments to the Downtown Dublin Specific Plan; and the City's partnership with American
Realty Advisors for the acquisition of 7300 Amador Plaza Road, which closed escrow at the end of
November.
7. Key Development Projects and Proposals Update
Staff provided an update on current proposed developments including Grafton Plaza Daycare & Retail,
Quarry Lane Preschool, Tru Hotel & Element Hotel, Westin Hotel, former Corrie Center, AT Dublin and
ACE Hardware. Staff also provided an update on recent business openings, expansions, approvals and
closures.
8. Economic Development Program and Events Update
Staff provided an update on the success of the Business Anniversary Recognition reception and Tri-
Valley Manufacturing Day, as well as the efforts underway for the Discover Dublin Shop Local Campaign,
including the Decorate Dublin for Businesses contest.
9. Update on Regional Organizations
Staff provided an update on the City's participation and collaboration with regional organizations
including:
• Innovation Tri-Valley's new job board Tri-Valley Connect and City staff's participation in the 2040
Vision Plan;
• i-GATE's efforts to re -name Switch Labs; and
• East Bay EDA's Innovation Awards; Staff has submitted three nominations (Innovasonic,
iTradeNetwork & Wavelength Global).
10. Request for Future Agenda Items (Next Meeting — 2/18120 at 5:30 pm)
The Committee's next meeting will be an adjourned regular meeting on February 18, 2020 at 5:30 p.m.
11. Adjournment
The meeting adjourned at 2:50 pm.
