HomeMy WebLinkAboutItem 4.3 - 3111 Authorization to Purchase Unmarked Police V (2) Page 1 of 2 STAFF REPORT CITY COUNCIL DATE: March 3, 2020 TO: Honorable Mayor and City Councilmembers FROM: Linda Smith, City Manager SUBJECT: Authorization to Purchase Unmarked Police Vehicles Prepared by: Nate Schmidt, Captain Dublin Police Services EXECUTIVE SUMMARY: The City Council will consider authorizing the purchase of two 2020 Dodge Chargers for investigations personnel and one 2020 Chevrolet Blazer for special investigations personnel. Pricing has been obtained for all three vehicles by piggybacking on the current Alameda County General Services Agency contract for vehicle purchases. Three unmarked police vehicles were scheduled for replacement during Fiscal Year 2019-20 based upon general vehicle condition and history of maintenance a nd repair expenses. STAFF RECOMMENDATION: Adopt the Resolution Authorizing Staff to Purchase Two Unmarked Police Vehicles from My Jeep Chrysler Dodge Ram of Salinas and One Unmarked Police Vehicle from Dublin Chevrolet and Declaring Replaced Vehicles as Surplus Property. FINANCIAL IMPACT: The Fiscal Year 2019-20 Internal Service Fund Budget includes funding for the purchase of three unmarked police vehicles. Any revenue generated from the auction of the retired vehicles is also deposited into the fund to offset future replacement costs. DESCRIPTION: The City currently has 12 unmarked vehicles which are used by Dublin Police Services administration, the investigations unit, and the special investigations unit. In order to ensure reliability and to minimize repair expenses, the City reviews replacement of these vehicles after five years of service and/or 75,000 miles. Based upon general vehicle condition and the age of units currently in the fleet, Staff has identified three existing unmarked police vehicles for replacement during Fiscal Year 2019-20: a 2014 Ford Explorer with over 134,000 miles (Vehicle #14D32), a 2014 Page 2 of 2 Ford Taurus with over 89,000 miles (Vehicle #14D33) and a 2011 Ford Taurus with over 109,000 miles (Vehicle #11D34). On October 4, 2017, Alameda County General Services Agency approved a contract identifying My Jeep Chrysler Dodge Ram of Salinas and Dublin Chevrolet as approved vehicle vendors for Alameda County. The contract has an expiration date of September 24, 2020. Staff conducted research to determine which available unmarked police vehicles would best meet the needs of Dublin Police Services and is recommending the purchase of one 2020 Dodge Charger Unmarked Police Sedan, one 2020 Dodge Charger SXT, and one 2020 Chevrolet Blazer. Utilizing the aforementioned contract, Staff has obtained the following pricing: - 2020 Dodge Charger from My Jeep Chrysler Dodge Ram: $27,518.02 - 2020 Dodge Charger SXT from My Jeep Chrysler Dodge Ram: $28,995.67 - 2020 Chevrolet Blazer from Dublin Chevrolet: $35,116.45 The current Internal Service Fund Budget contains funding to purchase these vehicles. Staff is also requesting that the City Council authorize the disposal of the replaced vehicles by transferring them to a professional auction company for sale. Any revenue generated from the auction of the retired vehicles will be deposited into the fund to offset future replacement costs. STRATEGIC PLAN INITIATIVE: None. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby authorizes the City Manager, as Purchasing Agent, to procure two replacement unmarked police vehicles from My Jeep Chrysler Dodge Ram of Salinas and one replacement unmarked police vehicle from Dublin Chevrolet as described to the City Council on March 3, 2020. BE IT FURTHER RESOLVED that upon placing the new vehicles in service, the replaced vehicles are declared surplus property to be sold at auction. BE IT FURTHER RESOLVED that the City Manager and/or her designee shall be authorized to arrange for the auction of surplus City property in accordance with state and local laws and regulations. DISCUSSION/SUMMARY: Alameda County intends to purchase Model Yea1. 2017 vehicles and newer to replace or supplement its existing fleet of vehicles. These vehicles will be used on a daily basis by Alameda County officials and employees to conduct routine business throughout the County. The County estimates it will spend approximately $3,000,000 under the terms of the resulting contract(s). All vehicles shall be new and unused and delivered with the manufacturer's standard warranty. Contractors are required to submit a marls -up price, over their triple net price of the vehicle. T1•iple net price is the vehicle price after all discounts, rebates, and deductions are taken off. This includes deductions of dealer holdback and advertising monies. Triple net price is the dealer's actual cost of the purchase of each vehicle. SELECTION CRITERIA/PROCESS: The General Services Agency (GSA) -Motor Vehicles Division (MVD) has determined that the County does not currently have the resources to pi°ovide the required vehicles. Page 2 October 4, 2017 Vehicle Purchase (Chevrolet/Dodge) UQ No. 901563 GSA-MVD worked with GSA - Procurement to develop and issue a Request for Quotation (RFQ). The RFQ was issued on June 27, 2017; posted on the website for 31 days; sent to the 16 responders and 3,035 subscribers to the E-Gov Goods and Services -Current Contract Opportunities mailing service. Two networking/bidders conferences were held and were attended by zero vendors. Only those vendors who are p�°e-qualified through the pi°e-qualification process, Request for Pre -Qualification (RFPQ) No. 901234 — Vendor Pre -Qualification for Various Vehicles, and are deemed acceptable by the County, are eligible to submit a quotation response to the RFQ for the vehicle purchase. The following vendors for Chevrolet and Dodge were pre -qualified by the County and were eligible to submit a quotation. A. Dublin Chevrolet (Location: Dublin); B. Elk Grove Dodge (Location. Elk Grove); 1 C. Infinite Velocity Automotive Inc. dba F.H. Dailey Chevrolet (Location. San Leandro); D. My Chevrolet (Location: Salinas); E. On July 28, 2017, two responses to the RFQ wef•e received. The RFQ spec f ed that partial bids are acceptable. The RFQ required that the award go to the lowest mark-up over triple net price qualified bidders. Dublin Chevrolet and Salinas Lincoln Mercury Inc. dba My Jeep -Chrysler -Dodge -Ram met all the requirements of the RFQ, and the recommendation is to award this contract to them as lowestp°iced, qualified bidders. Vehicles can only be purchased from authorized vehicle dealerships. Currently, there are no certified Small Local Emerging Business (SLEB) vendors for Chevrolet and Dodge dealers. Therefore, the following SLEB waivers dated August 29, 2017 were granted by the Office of Acquisition Policy. A.
