Soto, City Clerk/Records Manager EXECUTIVE SUMMARY: The City Council will consider approval of the minutes of the March 3, 2020 Regular City Council Meeting, the March 4 and 5, 2020 Special Meetings, and the March 18, 2020 Emergency Meeting. STAFF RECOMMENDATION: Approve the minutes of the March 3, 2020 Regular City Council Meeting, the March 4 and 5, 2020 Special Meetings, and the March 18, 2020 Emergency Meeting. FINANCIAL IMPACT: None. The meeting was called to order at 5:30 PM., by Mayor Haubert. 1. March for Meals Month Proclamation The City Council presented the March for Meals Month proclamation. 3.3. Certificate Recognizing Christine Gouig, Executive Director of the Alameda County Housing Authority The City Council recognized Christine Gouig for her dedicated service to t he City of Dublin. 3.4. Approved the minutes of the February 18, 2020 regular City Council meeting. 4.2. Adopted RESOLUTION NO. 14-20 ACCEPTING THE PARK WAYFINDING SIGNS IMPROVEMENTS PROJECT AS PART OF CIP PROJECT NOS. PK0414 AND PK0215 4.3. Adopted RESOLUTION NO. 15 – 20 AUTHORIZING THE PURCHASE OF TWO UNMARKED POLICE VEHICLES FROM MY JEEP CHRYSLER DODGE RAM OF SALINAS AND ONE UNMARKED POLICE VEHICLE FROM DUBLIN CHEVROLET AND DECLARING REPLACED VEHICLES AS SURPLUS PROPERTY 4.4. Inge Houston, CEO and President of Dublin Chamber of Commerce, provided public comment. Mayor Haubert closed the public hearing. On motion of Vice Mayor Goel, seconded by Councilmember Josey, and by unanimous vote, the City Council waived the reading and introduced an Ordinance Approving Amendments to Chapte r 8.84 (Sign Regulations) of the Zoning Ordinance Related to Off-Site Advertising Signs. Establish Right-Of-Way Lines for Tassajara Road Alignment Project The City Council considered the Initial Study and California Environmental Quality Act (CEQA) Addendum for the project, and adopted: RESOLUTION NO. 17-20 RESOLUTION OF INTENTION TO ESTABLISH PRECISE ALIGNMENT FOR THE FUTURE RIGHT-OF-WAY LINES FOR TASSAJARA ROAD BETWEEN PALISADES DRIVE AND ALAMEDA-CONTRA COSTA COUNTY LIMIT LINE RESULT: ADOPTED [UNANIMOUS] MOVED BY: Arun Goel, Vice Mayor SECOND: Melissa Hernandez, Councilmember AYES: Josey, Kumagai, Goel, Haubert, Hernandez DUBLIN CITY COUNCIL MINUTES 4 REGULAR MEETING MARCH 3, 2020 8. New Business 8.1. Designation of Two City Councilmembers as City Representatives to Discuss the Contract and Compensation with the City Attorney By consensus, the City Council designated Councilmember Hernandez and Councilmember Kumagai to represent the City and discuss the contract and compensation with the City Attorney. Other Business Brief information only reports from City Council a nd/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). By consensus, the City Council asked Staff to return with a proclamation for LGBTQ Month and to raise the pride flag for the month of June as well as bring back a report regarding the Municipal Equality Index (MEI) for the City of Dublin. The City Council would also like to recognize the U.S. Naval Sea Cadet Corp award recipients at a future City Council meeting, and asked Staff to bring back a proclamation for Women's History month. The City Council requested that Staff provide a list of proclamations that were previously given on an annual basis, which recognize a national appreciation day or month. 10. Adjournment The meeting was adjourned at 6:37 p.m. in honor of Sean Diamond and all of our fallen troops. DISCUSSION OF CITY ACTIONS TO COMPLY WITH THE ‘SHELTER IN PLACE’ ORDER By consensus, the City Council asked Staff to seek guidance from the City Attorney, local courts, and neighboring cities, regarding evictions during the ‘Shelter in Place’ order, and asked Staff to bring back a Draft Ordinance for their consideration at a future Minutes of the March 18, 2020 City Council Emergency Meeting Page 2 of 2 Special Meeting. The City Attorney will provide the City Manager and Councilmembers with a privileged and confidential memorandum that provides more information and outlines any potential risks. It was noted that currently, the Alameda County Sheriff’s office is not actively enforcing evictions. 5.
