City Proclamations for the Months of March and April 2020

EXECUTIVE SUMMARY:
The City Council will present the following proclamations for the months of March and
April in the City of Dublin: Census Week, National Women’s History Month, American
Red Cross Month, Prescription Drug Abuse Awareness Month, National Crime Victims'
Rights Week, and Arbor Day.
STAFF RECOMMENDATION:
Present the proclamations.

DESCRIPTION:
The City Council will present the following proclamations for the City of Dublin:
Census Week – March 22-28, 2020
The attached proclamation designates the week of March 22-28, 2020, as “Census
Week" in Dublin as a reminder for everyone to complete the census questionnaire
online, over the phone, or by mail, and to ensure that every baby, child, and adult at
their address is counted. The proclamation is championed by the Dublin Library and the
Tri-Valley Career Center, which are both helping to support a complete, fair, and
accurate count of our community in the census.
National Women's History Month – March 2020
The attached proclamation recognizes women for their invaluable work and their role
not only in our community but around the country.

American Red Cross – March 2020
The attached proclamation recognizes the American Red Cross and those who support
the Red Cross in helping people in need down the street, across the country and around
the world through the donation of time, money, and/or blood.
Prescription Drug Abuse Awareness Month – March 2020
The attached proclamation formalizes the City’s participation in the s tatewide effort to
draw attention to an epidemic that causes thousands of deaths nationwide every year,
and to encourage people to participate in prescription drug-related prevention
programs and activities. The proclamation also encourages all community members to
pledge, "Spread the Word...One Pill Can Kill".
National Crime Victims’ Rights Week – April 19-25, 2020
The attached proclamation recognizes the efforts being made to assist crime victim
survivors and affirms the City’s support of the Alameda County District Attorney’s Office
Victim/Witness Assistance Division as a leader in outreach and service provi sion to
victims of crime.
Arbor Day – April 24, 2020
The attached proclamation celebrates the role of trees in our lives and promotes tree
planting and care. In its commitment to the urban forest, the City maintains over 12,000
trees. With annual maintenance programs of both pruning (1/5 of all City trees annually)
and planting (over 140 trees planted in 2019), the City is an active partner in promoting
the well-being of trees and all the benefits they provide to those who live in or visit
the community.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“Census 2020 week”
WHEREAS, participating in the 2020 Census is a civic duty and good for our community; and
WHEREAS, since the last census in 2010, the San Francisco Bay Area, including the City of Dublin, has seen significant growth and population change
making a complete and accurate census count in 2020 vital to our community’s future; and
WHEREAS, California receives nearly $77 billion in federal funding that relies, in part, on census data; and
WHEREAS, census data is used to determine where to locate schools, public transportation, hospitals and other facilities, determine the number of seats
each state has in the U.S. House of Representatives and is used in the redistricting of the state legislature; and
WHEREAS, there are multiple ways to be counted including taking the census online, over the phone, by mail or with a Census Taker; and
WHEREAS, personally identifiable information is protected by law and cannot be shared outside of the Census Bureau; further, data security is the
highest priority for the Census Bureau and extensive protections are in place to protect the integrity of the 2020 Census; and
WHEREAS, this year, for the first time, the census questionnaire is available online and over the phone in twelve languages other than English; Paper
forms will be printed in English and Spanish. Additionally, language guides are available in 59 non-English languages plus Braille; and
WHEREAS, the Dublin Library (at 200 Civic Plaza) and the Tri-Valley Career Center (at 6300 Village Parkway, Suite 100) will be offering census questionnaire
assistance and secure computer access during their normal business hours; and
WHEREAS, in April 2019, the City of Dublin passed Resolution 30-19 recognizing the importance of Census 2020 and supporting a complete, fair, and
accurate count of all Californians. The City has compiled information and resources online at Dublin.ca.gov/census2020.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin proclaimed the week of March 22 through 28, 2020, as
“Census Week" in Dublin and urges everyone in Dublin to complete the census questionnaire online, over the phone or by mail and ensure that every baby, child
and adult at their address is counted.

CITY OF DUBLIN, CALIFORNIA
“National Women’s History Month – March 2020”
WHEREAS, American women of every race, class, and ethnic background have made historic contributions to the growth
and strength of our Nation in countless recorded and unrecorded ways; and
WHEREAS, American women have played and continue to play critical economic, cultural, and social role in every sphere of
life in the City of Dublin and the Nation by constituting a significant portion of the labor force working inside and outside of
the home; and
WHEREAS, American women have played a unique role throughout the history of Dublin and the Nation by providing the
majority of the volunteer labor force; and
WHEREAS, American women have been leaders, not only in securing their own rights of suffrage and equal opportunity, but
also in the abolitionist movement, the emancipation movement, the industrial labor movement, the civil rights movement, and
other movements, especially the peace movement, which create a more fair and just society for all; and
WHEREAS, American women of every race, class, and ethnic background have served as early leaders in the forefront of
every major progressive social change movement; and
WHEREAS, American women have served our country courageously in the military; and
WHEREAS, despite these contributions, the role of American women in history has been consistently overlooked and
undervalued, in the literature, teaching, and study of American history.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin proclaimed March 2020 as National
Women’s History Month in the City of Dublin to recognize women for their invaluable work and their role not only in our
community but around the country.

CITY OF DUBLIN, CALIFORNIA
“American Red Cross Month – March 2020”
WHEREAS, The American Red Cross Bay Area was founded in 1898; and The American Red Cross, a leading voluntary
agency chartered and authorized by Congress to act in times of need, provides compassionate assistance to people afflicted by
personal, local or national disasters; and
WHEREAS, The lifeblood of the American Red Cross is its volunteers; and
WHEREAS, The American Red Cross helped 1,563 families with temporary housing, clothing, food and mental health
counseling during 824 local disasters last year alone; and
WHEREAS, People have counted on the Red Cross for the information and skills they need to be safe at home, work, school
and at play, and last year The American Red Cross trained 98,898 people in lifesaving CPR, First Aid, and water safety; and
WHEREAS, Through the Pillowcase Project and the Home Fires Campaign , 20,629 local individuals and famili es received
fire prevention training, supplies and/or smoke alarms; and
WHEREAS, The Red Cross staff deployed with the U.S. Military to provide emergency communications, counseling, financial
assistance and a caring presence to 4,107 local military families; and
WHEREAS, American Red Cross Blood Services supports Bay Area hospitals, providing them with more than 7 4,228 units of
red cells, platelets and plasma annually to patients in need .
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin proclaimed March 2020 as American
Red Cross Month in the City of Dublin for their invaluable work and efforts not only in our community but around the country.

CITY OF DUBLIN, CALIFORNIA
“2020 Prescription Drug Abuse Awareness Month – March 2020”
WHEREAS, anyone who takes prescription opioids can become addicted to them. In fact, as many as one in four patients receiving
long-term opioid therapy in a primary care setting struggles with opioid addiction. Once addicted, it can be hard to stop; and
WHEREAS, most teenagers who abuse prescription opioids get them for free from a friend or relative – but those at highest risk of
overdose are as likely to get them from a doctor’s prescription; and
WHEREAS, young adults aged 18 to 25 have the highest annual and monthly rates of nonmedical use of prescription medications of
any age group in the US, with notable consequences from using opioid, stimulant, tranquilizer, and sedative medication; and
WHEREAS, in 2018 in Alameda County there were 676,436 prescriptions given to patients for opioids which is an age-adjusted rate of
365.2 prescriptions per 1,000 residents, which is lower than the state rate of 456.9; and
WHEREAS, according to provisional Center for Disease Control and Prevention (CDC) data, among the more than 68,557 drug overdose
deaths nationally in 2018, 47,590 deaths involved an opioid and 82 opioid related overdose deaths occurred in Alameda County; and
WHEREAS, in 2018, a total of 8,832 emergency department visits occurred in California that were related to any opioid overdose and
285 of those visits occurred in Alameda County; and
WHEREAS, local prevention coalitions engage youth and adult stakeholders from across the county to participate in Prescription Drug
Abuse Awareness Month activities to raise awareness about prescription drug dangers, promote safe medication storage and disp osal
and ensure naloxone is available for those at high risk of overdose; and
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin proclaimed March 2020 as Prescription Drug
Abuse Awareness Month, and encourages all citizens to participate in prescription drug related prevention programs and activities
BE IT FURTHER RESOLVED that the City Council encourages all community members to pledge, “Spread the Word… One Pill Can
Kill”.

“National Victims’ Rights Week”
April 19-25, 2020
WHEREAS, more than 26 million people become victims of crime each year, and these crimes also affect family members,
friends, neighbors, and co-workers; and the Alameda County Victim/Witness Division is dedicated to ensuring the rights of
crime victims and their families by providing services to aid in their recovery from the emotional, psychological, social and
economic impact of crime as they reclaim their sense of safety, well – being and dignity; and
WHEREAS, victims are faced with many challenges as a result of crime; often times, victims enter systems that fail to meet
their needs, provide appropriate services and fail to treat them with the dignity and respect they deserve; and involving
survivors helps victim service providers and criminal justice professionals understand the culture, values, and expectations of
underserved and unserved victims who seek assistance and justice; and
WHEREAS, the Alameda County District Attorney’s Office Victim/Witness Assistance Program was the first such program
established in 1974. The Alameda County District Attorney’s Office continues to join forces with the victim service providers,
criminal justice agencies, and concerned citizens throughout Alameda County and America to raise awareness of victim’s rights
and observe National Crime Victims’ Rights Week; and
WHEREAS, in 1984, the Crime Victims Fund was established by the Victims of Crime Act (VOCA) to provide a permanent
source of support for crime victim services and compensation. Alameda County District Attorney’s Office was the first in the
nation to create a Victim/Witness Assistance Division.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin does hereby proclaim April 19-25,
2020 as Alameda County Victims’ Rights Week and reaffirms the commitment to respect and enforce victims’ rights and
addressing their needs during Victims’ Rights Weeks and throughout the year.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“Arbor Day – April 24, 2020”
WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for
the planting of trees and the holiday, called Arbor Day, was first observed with the planting of more than a million trees in
Nebraska. Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can reduce the erosion of precious topsoil by wind and w ater, lower heating and cooling costs, moderate
the temperature, clean the air, produce oxygen and provide habitat for wildlife; and
WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other
wood products; and
WHEREAS, trees in the City of Dublin increase property values, enhance the economic vitality of business areas, and
beautify the community. Trees, wherever they are planted, are a source of joy and spiritual renewal.
NOW, THEREFORE, BE IT RESOLVED, that City Council of the City of Dublin does hereby proclaim April 24, 2020, as
Arbor Day in the City of Dublin and urge all citizens to support efforts to protect our trees and woodlands.
