Approval of City of Dublin's Two-Year Strategic Plan for Fiscal Years
2020-21 and 2021-22

EXECUTIVE SUMMARY:
The City Council will consider approval of the City’s Two-Year Strategic Plan for Fiscal
Years 2020-21 and 2021-22. The Strategic Plan includes the City’s Mission, Vision,
Values, and Strategic Plan Strategies and Objectives which will guide the City’s work for
the next two years. The City Council discussed modifications to these items at the
March 5, 2020 Strategic Planning Session.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the City of Dublin’s Two-Year Strategic Plan for Fiscal
Years 2020-21 and 2021-22.
FINANCIAL IMPACT:
The Proposed Budget for Fiscal Years 2020-21 and 2021-22 will include the allocation
of resources to fund the activities the Two-Year Strategic Plan identifies.
DESCRIPTION:
The City of Dublin’s Two-Year Strategic Plan (Plan) to sets the overall direction for the
City, guiding resources and setting specific objectives to drive City action. The Plan also
includes the City’s Mission, Vision, and Values.
The City Council discussed modifications to these items at the March 5, 2020 Strategic
Planning Session. The final versions from that session are reflected below. These all
were contemplated prior to the COVID-19 Pandemic Emergency. As such, these may
be revisited as a part of the City’s COVID-19 response.

Mission
The City’s Mission sets the City’s purpose, what the City achieves as a municipal
corporation. The Mission of the City for this two-year period is the same as the previous
Mission:
The City of Dublin promotes and supports a high quality of life, ensures a safe and
secure environment, and fosters new opportunities.
Vision
The City’s Vision defines the aspirations of the City, aligning the Mission statement with
what the municipal corporation strives to be and become. The Vision for the City during
this two-year period is the same as the previous Vision:
Dublin is a great community to live, work, and raise a family.
Values
The City’s Values define what the City believes. These values set the stand ard by which
all City employees will act while in service to the community. The Values of the City for
this two-year period include a new Value of “Inclusivity” and are the following:
Safety-We are dedicated to excellent public safety resources, including police
and fire.
Finances-We will strive to be fiscally transparent and balance our budgets
annually.
Inclusivity-We will advocate for programs and policies that support inclusive
access to housing, and cultural opportunities.
Innovation-We will continue to innovate in every aspect of government and
promote innovation within the business community.
Customer Service-We will provide welcoming, excellent customer services to our
residents and businesses at all times.
Living an Active Lifestyle-We will continuously promote an active lifestyle through
our parks and facilities and encourage participation in local sports.
History-We will honor our history through places and programs that remind
people of our beginnings.
Business-We will provide a full spectrum of opportunity by supporting current and
prospective businesses through ongoing economic development efforts and
helping them grow and thrive locally.
Environmental Sustainability-We will continue to lead in building a well-planned
sustainable community and protecting our natural resources.
Strategies and Objectives
The Mission, Vision, and Values guide the Strategic Plan’s Strategies and Objectives.
The Strategies and Objectives provide a workplan for the City during the two -year
period.
For Fiscal Years 2020-21 and 2021-22, the Strategies and Objectives are:
Strategy
1. Implement the City’s Adopted Preferred Vision for Downtown Dublin.

Objectives
A. Make necessary land use changes.
B. Work with private property owners on acquisitions that result in the creation of a
future town square.
C. Establish the proposed street grid network, including study of right-of-way
acquisition and the appropriate funding mechanism for construction and
maintenance.
D. Conduct a parking analysis of the Transit Oriented District and the Retail District
and proposed changes.
E. Create certainty and provide development rights that result in achieving the City
Council’s Preferred Vision.
F. Develop implementation measures for the adopted Do wntown Streetscape Master
Plan and updated Bike and Pedestrian Master Plan for the next Capital Improvement
Program.
G. Market, in conjunction with Property owners, the opportunity sites.
H. Work with Downtown property owners on updating the CC&Rs to facilitate retail
transition.
I. Work with Downtown property owners on building/site improvements.
J. Refine and provide specificity on City development goals in the Downtown Plan
and East Transit Center Area Plan.
Strategy
2. Explore New City Revenue Streams for Long Term Financial Stability.
Objectives
A. Explore the feasibility of increasing the City’s current Transient Occupancy Tax.
B. Evaluate the establishment of other fees and/or taxes that could offset City costs in
providing services to the community.
C. Explore operational efficiencies in delivering services with other public agencies.
D. Continue to maintain strong fiscal policies.
Strategy
3. Create More Affordable Housing Opportunities.
Objectives
A. Facilitate production of affordable housing for lower income seniors, workforce and
special needs households by leveraging the Alameda County Measure A -1 Bond
funds and the City’s Affordable Housing Fund.
B. Look for additional opportunities to facilitate the acquisition of sites, at low or no
cost, to build housing that is affordable to lower income households.
C. Facilitate the production of accessory dwelling units throughout the community.
D. Seek opportunities to preserve the stock of housing that is affordable to mode rate-
and middle-income households.
E. Update the City’s General Plan Housing Element in accordance with state law and

to ensure an adequate supply of sites to accommodate the City’s Regional Housing
Needs Allocation for the period 2022-23.
Strategy
4. Become a 24/7 City Hall to Enhance Resident and Business Engagement.
Objectives
A. Reduce/eliminate the need for paper transactions where feasible.
B. Provide more opportunities for residents to complete transactions with the City
online, with appropriate security measures.
C. Enhance citizen online interaction via reporting of issues and transparent data.
D. Continue to utilize all appropriate methods to share and exchange information with
the public, including social media, at events and at the City’s website.
E. Explore additional social media platforms and expanding use of Facebook to other
departments.
F. Explore more exciting and user-friendly presentation of information, and a periodic
report from the City Manager’s Office.
Strategy
5. Large Land Tract Development and Open Space.
Objectives
A. Look to establish an Economic Development Zone to prioritize commercial and
industrial development east of Fallon Road.
B. Work with the area property owners in conjunction with the Dublin Boulevard
extension project on issues such as road and project mitigation, entitlements, as well
as supporting infrastructure.
C. Begin discussions regarding required reporting under the Open Space Initiative of
2014 for the provisions of commercial and industrial development in the
unincorporated area.
NEXT STEPS
Following City Council adoption, the Two-Year Strategic Plan will be incorporated in the
Proposed Budget Fiscal Years 2020-21 and 2021-22.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING THE CITY OF DUBLIN’S TWO-YEAR STRATEGIC PLAN FOR FISCAL YEARS
2020-21 AND 2021-22
WHEREAS, the City Council adopts a Strategic Plan every two years to set the overall
direction for the City, guiding resources and setting specific objectives to drive City action; and
WHEREAS, on March 5, 2020 the City Council held a Strategic Planning Session to
review, discuss, and identify additions or changes to the City’s Mission, Vision, Values and
Strategic Plan Strategies and Objectives; and
WHEREAS, at the aforementioned Strategic Planning Session, the City Council
identified a new value of “Inclusivity” as well as the following new Strategies for Fiscal Years
2020-21 and 2021-22; (1) Implement the City’s Adopted Preferred Vision for Downtown Dublin,
(2) Explore New City Revenue Streams for Long Term Financial Stability, (3) Create More
Affordable Housing Opportunities, (4) Become a 24/7 City Hall to Enhance Resident and
Business Engagement, (5) Large Land Tract Development and Open Space.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the City of Dublin Two-Year Strategic Plan, as attached hereto as Exhibit A to
this Resolution; and,
FURTHER BE IT RESOLVED the approved Two-Year Strategic Plan shall be
incorporated in the Proposed Budget for Fiscal Years 2020-21 and 2021-22.
