City Proclamations for the Month of May

EXECUTIVE SUMMARY:
The City Council will present the following proclamations for the month of May in the
City of Dublin: Mental Health Awareness Month and Asian Pacific American Heritage
Month.
STAFF RECOMMENDATION:
Approve the proclamations.

DESCRIPTION:
The City Council will present the following proclamations for May 2020:
Mental Health Awareness Month - May 2020
Mental Health Awareness Month represents a time to help educate citizens on mental
illness. While one in five people will experience a mental illness during their lifetime,
everyone faces challenges in life that can impact their mental health. This proclamation
recognizes the importance of public education and the provision of practical tools that
everyone can use to improve their mental health and increase resiliency during difficult
times.
Asian Pacific American Heritage Month - May 2020
Asian Americans and Pacific Islanders have a rich heritage thousands of years old and
have both contributed to the history, culture, and achievements of the United States,
and had their lives dramatically impacted by events in its history. This proclamation
encourages citizens in the City of Dublin to join in learning more about those of Asian

Pacific American descent and in recognizing the many c ontributions to our community,
California, and the United States.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“Mental Health Awareness Month”
WHEREAS, mental health is part of overall health; and
WHEREAS, one in five adults experiences a mental health problem in any given year; and
WHEREAS, approximately one-half of chronic mental illness begins by the age of 14 and three-quarters by age 24; and
WHEREAS, suicide is the 10th leading cause of death in the United States and the 2nd leading cause among young audlts, and 90% of people who die by
suicide had shown symptoms of a mental health condition, according to interviews with family, friends and medical professionals; and
WHEREAS, long delays, sometimes decades, often occur between the time symptoms first appear and when individuals get help; and
WHEREAS, early indentification and treatment can make a difference in successful management of mental illness and recovery; and
WHEREAS, it is important to maintain mental health and learn the symptoms of mental illness in order to get help when it is needed; and
WHEREAS, every citizen and community can make a difference in helping end the silence and stigma that for too long has surrounded mental illness
and discouraged people from getting help; and
WHEREAS, public education and civic activities can encourage mental health and help improve the lives of individuals and families affected by mental
illness.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim May as Mental Health Awareness month
and encourages citizens in the City of Dublin to join in shining a light on mental illness and fight the stigma by providing education and support in our
community.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“Asian Pacific American Heritage Month”
WHEREAS, Asian Pacific American Heritage Month was established in 1978 and is observed in May because of two important milestones, the arrival
of Manjiro, the first Japanese citizen to settle in our country and the completion of the Transcontinental Railroad, using a largely Chinese labor force;
and
WHEREAS, we recognize the tremendous contributions, which have helped strengthen our communities, industries, Armed Forces, national security,
and institutions of governance; and
WHEREAS, Asian Pacific Americans have a rich heritage thousands of years old and have both shaped the history of the United States and our local
communities; and
WHEREAS, we achnowledge a darker aspect of the Asian and Pacific Islander experience in America-structural discrimination, prejudice and
injustice that lasted far too long; and
WHEREAS, in the wake of COVID-19 Asian Pacific Americans and communities are experiencing fear and anxiety as more and more hate crimes in
their communities are reported; and
WHEREAS, together we will make a difference by educating our communities of the achievements, culture, traditions and history of Asian Americans
and Pacific Islanders; and
WHEREAS, there are more than 20 million Asian Americans and Pacific Islanders in the United States. Each day, through their actions, they make
America a more vibrant, prosperous, and secure nation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim May as Asian Pacific American Heritage
month and encourages citizens in the City of Dublin to join in learning more about those of Asian Pacific American descent and in recognizing the many
contributions to our community, California and the United States.
