Page 1 of 3 STAFF REPORT CITY COUNCIL DATE: June 2, 2020 TO: Honorable Mayor and City Councilmembers FROM: Linda Smith, City Manager SUBJECT: Utility Box Art Program Prepared by: Tyler Phillips, Recreation Coordinator EXECUTIVE SUMMARY: The City Council will consider a recommendation from the Heritage and Cultural Arts Commission for artwork to be painted on 10 utility boxes. STAFF RECOMMENDATION: Approve the Heritage and Cultural Arts Commission's recommendations for the Utility Box Art Program. FINANCIAL IMPACT: The cost for 10 utility boxes, including artist payments and miscellaneous supplies is estimated at $10,350. This project is funded by the Public Art Fund and is proposed in the Fiscal Year 2020-21 Budget. DESCRIPTION: The 2020 Utility Box Art Program will include 10 utility boxes in Dublin. Artwork must reflect the City’s diversity, historic heritage, or a key activity related to Dublin. The Utility Box Art Program began in 2017 and this will be the fourth round of utility boxes that will be painted. Twenty-four utility boxes have been painted over this time. These new submissions will bring the total to 34 decorated boxes. Staff issued a Call for Artists on January 27, 2020, (Attachment 11), publicizing the opportunity through normal City channels (website, social media, etc.), and direct email to a list of interested artists, past Dublin utility box artists, registrants in the Cultural Arts database, nearby cities with utility box art programs, and the California Cultural Arts Council website. The deadline to apply was March 18, 2020. The City received a total of 61 proposals submitted by 36 artists. On May 14, 2020, the Heritage and Cultural Arts Commission reviewed the artists’ proposals. Ten proposals from 10 artists have been recommended by the Heritage and Page 2 of 3 Cultural Arts Commission for City Council approval. These artists are: • Bill Russell – proposal: Flora and Fauna • Dawn Weickum – proposal: Flowers • Ekaterina Bazlakova – proposal: Poppies • Rhonda Chase – proposal: Dublin Kite Life and Culture • Sarah Lee – proposal: Sunflower with Birds • *Cindy Zhou – proposal: Spreading Love • Matt Wills – proposal: Crossroads of the Bay Area • Talavera Ballon – proposal: House Finch and Townsend’s Warbler • Rob Corder – proposal: Picket Fence • Yasemin Ezberci – proposal: The Wave * Student artist Under the City of Dublin’s current Public Art Master Plan, all public artwork must be produced by professional artists or under the direction of a professional artist. Student artists may work under the guidance of a visual arts teacher or practicing visual artist, so students applying for the utility box project have been asked to name an adult professional artist who will serve as their sponsor and who is capable of completing the work should the student artist be unable to do so. The student and their professional artist supervisor are Cindy Zhou, student artist and Yinghua (Sarah) Wang, professional artist. The artists’ resumes, statements and design proposals are attached to this Staff Report (Attachments 1-10). For 30+ years, Bill Russell’s creative life has included fine art, illustration, visual journalism, teaching and web design. Bill has shown his work in a variety of settings including Stanford University, SFMoMA Artists Gallery, Marin MoCA, the California College of the Arts in San Francisco, Sofie Contemporary in Calistoga and Reactor Gallery in Toronto, Canada. His paintings can be found in private collections throughout the Bay area and in Canada. Born and raised in Canada, he went on to earn his degree from Parsons School of Design in New York. For eight years Bill was an adjunct professor of Illustration at CCA. For seven years he was a staff artist at th4e San Francisco Chronicle. In 2010, he completed an Artist- in-Residence at Recology San Francisco and in 2017 a residency at the Kala Art Institute in Berkeley. Bill has had a number of solo exhibitions of his work, including at Stanford Art Spaces in Palo Alto in 2015. He has shown in juried group exhibitions around the Bay area, in Toronto and New York. Most recently his work was shown in exhibitions at Sofie Arts Contemporary in Calistoga and Sonoma State Library in Rohnert Park. Artist Statement: I find emotive notions in the natural world. With flower forms drifting in lyrical patterns against a dark field colliding in on themselves, I'm seeking to merge a psychological experience with an aesthetic one. This utility box art submission depicts local flora and fauna in a lyrical composition, including yarrow and milkweed, squirrels and rabbits and more. Artist statement With my piece, I designed a family-friendly design that can add to the community. The message in my peace is spreading love. The front panel with hands represents motherly love towards children, symbolizing family relationship and a feeling of being part of a family. The side panels are with clovers which symbolizes the city of Dublin. The symbol of clovers also reminded me of St. Patricks Day and the festivities that are in Dublin during this time of the season as well. I was inspired to create a fantasy panel on the backside, with a fairy and it is spreading the love with its power throughout the city. The rainbow flowing throughout the piece includes the love that is discriminated against and with this piece I hope it can represent Dublin is a safe community for everyone, and everybody is loved. CALL FOR ARTISTS Utility Box Art Project CALL ISSUE DATE: January 27, 2020 CALL DEADLINE: March 18, 2020, 5:00 p.m. PST The City of Dublin invites qualified professional artists and high school student artists working under the supervision of a professional artist or art teacher to submit designs for painted utility boxes. Utility Box Art is popular throughout the Bay Area as a cost-effective way to bring public art to City streets, define neighborhoods and deter graffiti. All the boxes are traffic signal cabinets owned by the City of Dublin. Boxes will be awarded to up to ten different artists based on design. The City will pay a stipend of $1,000 to each artist or, if the artist is a student or student team, to the supervising professional artist or art teacher. Artists are responsible prepping, painting and sealing the utility boxes The City will supply materials for prepping and sealing the boxes. Artists must supply their own supplies for painting. Artwork created under this program is considered temporary artwork and the property of the City of Dublin. As such, the City retains the right and sole discretion to remove, modify or replace the artwork. Situations in which the City may exercise this right include if the image or utility box is damaged, if the artist fails to complete the painting as shown on the approved design rendering or if the artist fails to complete the painting in a timely fashion. The artist’s name, artwork title, and photo of the artwork may be featured on the City of Dublin website and other promotional materials. Page 2 of 6 ARTWORK LOCATION: The City of Dublin, incorporated in 1982, is one of the fastest growing communities in California. Dublin is in the Tri-Valley region, about 30 miles east of San Francisco, and is bordered by the cities of Pleasanton, Livermore and San Ramon. All utility boxes are located at intersections within the City of Dublin. Please see Exhibit A for utility box locations, dimensions, and photos. Artists may specify which utility box they would like to paint, or if they have no preference. However, the City reserves the right to assign utility boxes at its discretion. DESIGN SPECIFICATIONS: • Artwork must be suitable for all ages and in keeping with community values. • Artwork must be an original design and the artwork of the applicant. • Artwork must reflect the City’s diversity, historic heritage, or a key activity through Dublin in some way. • Artwork must be painted in fade-resistant acrylic paint. • Artwork may include the artist’s signature, no larger than 5” x 7.” ART SELECTION PROCESS: Staff will review applications for completeness. The Heritage and Cultural Arts Commission will review designs at its April 9, 2020 meeting and make recommendations to the City Council. The City Council will review recommended designs and select artists at its regular meeting May 5, 2020. Selected artists will be asked to sign an art agreement, including standard Liability waiver and release. In the case of underage artists, the City will sign the agreement with the supervising professional artist or art teacher. Underage artists and underage painting assistants will be required to have a parent sign the liability waiver and release. ART INSTALLATION PROCESS: City Staff will coordinate with the artist, other City departments and neighboring businesses or homeowners to select a mutually agreeable three-week painting period between July 1 and September 30, 2020. Page 3 of 6 Artists are responsible for prepping the utility box, painting the design, and sealing with a clear anti-graffiti coating. The City will provide supplies for prepping and sealing, but artists are responsible for purchasing their own painting supplies. Artists are expected to paint the entire utility box including the side boxes and pipes. The cement base is optional. Artists may not paint over key holes, meters or numbers. For specific instructions, please see the Exhibit A-Box Dimensions. Artists may enlist painting assistants. All painting assistants must sign a liability waiver and release. Underage painting assistants must have a parent sign the liability waiver and release. Student artists must be supervised by a professional artist, who is ultimately responsible for the artwork of the student. Student artists must provide their professional artist’s qualifications with their application. Student artists and their teacher/professional artist will be required to meet with Staff prior to starting the project, to ensure they understand the City’s expectations. Upon completion of the box, City Staff will meet with the artist at the site to inspect/approve the artwork and take a publicity photo of the artist with their completed utility box. PROPOSAL SPECIFICATIONS: The proposal shall be submitted in written form. Provide one color printed copy, complete with all attachments, and one electronic copy (.pdf). For all renderings included in the proposal, please also provide a separate electronic version (.jpeg preferred). A complete proposal will include: a. Completed Coversheet: Use form provided at the end of this application. b. Artist Qualifications: Include the biography or professional resume of each artist involved. Student artists should include their own biographies/resumes, as well as that of the professional artist or art teacher who serves as the team’s supervisor. c.
