HomeMy WebLinkAboutItem 7.3 - 3306 Report on Alternate Commissioners (2) Page 1 of 2 STAFF REPORT CITY COUNCIL DATE: July 21, 2020 TO: Honorable Mayor and City Councilmembers FROM: Linda Smith, City Manager SUBJECT: Report on Commission and Committee Alternates Prepared by: Colleen Tribby, Assistant City Manager EXECUTIVE SUMMARY: The City Council will receive a report on the status of alternate members of City commissions and committees. STAFF RECOMMENDATION: Receive the report and provide direction on whether to continue utilizing alternates for the next round of appointments to commissions and committees. FINANCIAL IMPACT: None. DESCRIPTION: At the March 19, 2019 meeting, the City Council approved the creation of alternate positions for City commissions and committees. The duty of the alternates was defined as attending and actively participating in meetings and filling in as voting member s if regular members are absent. During the discussion, the City Council directed Staff to return to the City Council after the first year of service by the alternates with a report on the efficacy of these positions. The alternates were appointed by the City Council at the meeting of May 21, 2019. Two alternates were appointed to the Planning Commission, one to the Parks and Community Services Commission, one to the Heritage and Cultural Arts Commission, and two to the Human Services Commission. No alternates were appointed to the Senior Center Advisory Committee, as the entire applicant pool filled all vacant positions. The alternates began their service on July 1, 2019. Overall, between July 2019 and July 2020, commission alternates had a good attendance rate, and one alternate on three of the four Commissions filled in and voted at least twice for an absent regular member.
