HomeMy WebLinkAbout4.02 SafeNeighborCleanH2OCITY CLERK FILE # 920-90 AGENDA STATEMENT CITY COUNCIL MEETING DATE: August 21, 2001 SUBJECT: Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 Report by Diane Lowart, Parks & Community Service Director ATTACHMENTS: 1) Resolution Approving The Applicant To Apply For Grant Funds For the Per Capita Grant Program 2) Resolution Approving The Applicant To Apply For Grant Funds For the Roberti-Z'Berg~Harris Urban Open Space and Recreation Program RECOMMENDATION: dopt Resolutions · FINANCIAL STATEMENT: City of Dublin Allocation Per Capita Grant Program $295,000 Roberti-Z'Berg-Harris Grant Program $ 94,628 Total $389,628 DESCRIPTION: The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 was passed by the voters in March 2000 and provided funds for local assistance grants. The City of Dublin qualifies for funding under two of the grant programs funded by the Bond Act. The Per Capita Grant Program provides funding for park development projects for cities, counties, eligible districts and regional park districts. Funding is based on the population found within the boundaries of these jurisdictions. The allocation to the City of Dublin is $295,000. Eligible projects include acquisition, development, improvement, rehabilitation, ~restoration, enhancement and the development of interpretive facilities of local parks and recreational lands and facilities, including renovation of recreational facilities conveyed to local agencies resulting from the downsizing or decommissioning of federal military installations. Per Capita grant funds can only be used for capital outlay. The Roberti-Z'Berg-Harris Grant Program provides funding to high priority projects that satisfy the most urgent park and recreational needs in California. The funds are allocated on the basis of population and the allocation to the City of Dublin is $94,628. Eligible projects included acquisition, development, rehabilitation, special major maintenance and innovative recreation programs. The first step in the grant process is to submit a signed resolution from the Grantee's governing body. Although the resolution does not indicate the project that the grants funds are for, the City Council approved this year's budget which allocated these funds for' the renovation of the Dublin Sports Grounds. Following the submittal of the resolution a contract between the State Department of Parks and Recreation F:\Grants\cc 8-21-01 resolutions.doc COPIES TO: ITEM NO. and the City will be generated. A project application detailing the project that the funds are to be allocated to is the next step. The project application will be brought before the City Council for approval. Attachment 1 is a Resolution Approving The Applicant To Apply For Grant Funds For the Per Capita Grant Program and Attachment 2 is a Resolution Approving The Applicant To Apply For Grant Funds For the Roberti-Z'Berg-Harris Urban Open Space and Recreation Program. It is the recommendation of Staff that the City Council adopt the Resolutions -2- RESOLUTION NO. - 2001 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE APPLICANT TO APPLY FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 WHEREAS, the people of the State of California have enacted the Per Capita Grant Program which provides funds to meet the urgent need for safe, open and accessible local park and recreational facilities for increased recreational opportunities that provide positive alternatives to social problems; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Applicant to apply for the Per Capita Allocation; and WHEREAS, the Applicant will enter into a Contract with the State of California. NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council hereby: 1. Approves the filing of an Application for local assistance funds from the Per Capita Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000; and 2. Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and 3. Certifies that the Applicant has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 4. Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents including, but not limited to, AppliCations, agreements, payment requests and so on, which may be necessary for the completion of the Project. PASSED, APPROVED AND ADOPTED this 21 st day of August, 2001. AYE S: NOES: ABSENT: ABSTAIN: ATTEST: Mayor City Clerk ATTACHMENT 1 RESOLUTION NO. - 2001 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE APPLICANT TO APPLY FOR GRANT FUNDS FOR THE ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND RECREATION PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 WHEREAS, the people of the State of California have enacted the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 which provides funds for the Roberti- Z'Berg-Harris Open Space and Recreation Program; and WHEREAS, the Legislature of the State of California has enacted the Roberti-Z'Berg-Harris Open Space and Recreation Program, which provides funds to certain political subdivisions of the State of California for acquiring lands and for developing facilities to meet urban recreational needs; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant program, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Applicant to apply for the Roberti-Z'Berg-Harris allocation; and WHEREAS, the Applicant will enter into a Contract with the State of California.
