City Proclamations for the Month of September

EXECUTIVE SUMMARY:
The City Council will consider the following proclamations for the month of September in
the City of Dublin: Constitution Week, National Suicide Prevention and Awareness
Month, National Hispanic Heritage Month, National Childhood Cancer Awareness
Month, National Wilderness Month, National Prostate Cancer Awareness Month,
National Preparedness Month, National Ovarian Cancer Awareness Month, National
Childhood Obesity Awareness Month, and National Alcohol and Drug Addiction
Recovery Month.
STAFF RECOMMENDATION:
Approve the proclamations.

DESCRIPTION:
The City Council will consider the following proclamations for the month of September:
1. Constitution Week
Constitution week is the commemoration of America’s most important document.
It is celebrated annually during the week of September 17-23.
The aims of the Constitution Week celebration are to:
• Emphasize citizens’ responsibilities to protect and defend the Constitution.
• Inform people that the Constitution is the basis for America’s great
heritage and the foundation for our way of life.
• Encourage the study of the historical events which led to the framing of
the Constitution in September 1787.

2. National Suicide Prevention and Awareness Month
According to the National Alliance on Mental Illness, National Suicide Prevention
Awareness Month is a time to share resources and stories that shed light on this
highly taboo and stigmatized topic.
Every year, thousands of individuals die by suicide, leaving behind their friends
and family members to navigate the tragedy of loss. In many cases, people
affected by a suicide loss (often called “suicide loss survivors”) are left in the dark
with feelings of shame and stigma preventing them from talking openly.
3. National Hispanic Heritage Month
Federal and local governments observe National Hispanic Heritage Month from
September 15 to October 15 annually by recognizing and celebrating the
histories, cultures, and contributions of American citizens whose ancestors came
from Spain, Mexico, the Caribbean, and Central and South America.
September 15 is significant as a starting date for Latino Heritage month because
it is the anniversary of independence of the Latin American countries of Costa
Rica, El Salvador, Guatemala, Honduras and Nicaragua.
4. National Childhood Cancer Awareness Month
September is designated as Childhood Cancer Awareness Month to bring
awareness to childhood cancer, which remains the leading cause of death by
disease for children under the age of 15.
5. National Wilderness Month
National Wilderness Month celebrates the American spirit of exploration and
discovery that has led us to experience the majesty of the Nation’s wilderness.
According to the U.S. Census Bureau, the Wilderness Act was passed in 1964,
and 54 areas (9.1 million acres) in 13 states were designated as wilderness.
Now, more than ever, celebration of National Wilderness Month recognizes the
great importance of continuing to preserve the wilderness.
6. National Prostate Cancer Awareness Month
National Prostate Cancer Awareness Month is observed every September in the
United States to raise awareness of the disease and encourage men to discuss
prostate cancer with their healthcare provider. Early detection is the key to
successful treatment.
7. National Preparedness Month
According to Ready.gov, National Preparedness Month is recognized each
September to promote family and community disaster planning now and
throughout the year.
8. National Ovarian Cancer Awareness Month
According to the National Ovarian Cancer Coalition, National Ovarian Cancer
Awareness Month is recognized each September to focus on early awareness of
symptoms, genetic predisposition, and the need for an early detection test.

9. National Childhood Obesity Awareness Month
The American Academy of Pediatrics (AAP) recognizes National Childhood
Obesity Awareness Month during the month of September. According to the
AAP, one in five children in the United States are obese. Childhood obesity puts
youth at risk for health problems that were once seen in only adults, like type 2
diabetes, high blood pressure, and heart disease.
10. National Alcohol and Drug Addiction Recovery Month
Every September, the Substance Abuse and Mental Health Services
Administration (SAMHSA) sponsors Recovery Month to increase awareness and
understanding of mental and substance use disorders and celebrates the gains
made by those in recovery. Recovery Month also serves to help reduce the
stigma and misconceptions that cloud public understanding of mental and
substance use disorders that would discourage people from seeking help.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“Constitution Week 2020”
WHEREAS, September 17, 2020 marks the two hundred thirty-third anniversary of the drafting of the Constitution
of the United States of America by the Constitutional Convention; and
WHEREAS, it is fitting and proper to accord official recognition to this magnificent document and its memorable
anniversary; and to the patriotic celebrations which will commemorate the occasion; and
WHEREAS, the National Society of the Daughters of the American Revolution (NSDAR) upholds the goals of
Constitution Week, supporting Dublin libraries, schools and civic organizations in teaching all citizens, especially
youth and newly naturalized citizen, about our founding documents; and
WHEREAS, Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States
of America designating September 17 through 23 as Constitution Week.
NOW, THEREFORE, BE IT RESOLVED, that the Dublin City Council does hereby proclaim September 17, 2020
through September 23, 2020, as Constitution Week, and encourage our citizens to reaffirm the ideals of the Framers of
the constitution had in 1787 by vigilantly protecting the freedom guaranteed to us through this guardian of o ur
liberties, remembering that lost rights may never be regained.

CITY OF DUBLIN, CALIFORNIA
“National Suicide Prevention Awareness Month – September 2020”
WHEREAS, September is known around the United States as National Suicide Prevention Awareness Month to help promote awareness
surrounding each of the Suicide Prevention resources available to us and our community. The simple goal is to learn how to help those around us
and how to talk about suicide without increasing the risk of harm; and
WHEREAS, suicidal thoughts can affect anyone regardless of age, gender, race, orientation, income level, religion, or background. According
to the CDC, each year more than 41,000 people die by suicide; and
WHEREAS, infectious disease outbreaks such as COVID-19, as well as other public health events, can cause emotional distress and anxiety.
Feeling anxious, confused, overwhelmed or powerless is common during an infectious disease outbreak, especially in the face of a virus with
which the general public may be unfamiliar; and
WHEREAS, local organizations like Suicide Prevention Services (SPS) and national organizations like the National Alliance on Mental Illness
(NAMI) are on the front lines helping support many people that are feeling this emotional distress with coping tips; and
WHEREAS, the City of Dublin encourages citizens to take the time to inquire about the wellbeing of their family, friends, and neighbors over the
next few weeks and to genuinely convey their appreciation for their existence by any gesture they deem appropriate. A simple phone call,
message, handshake, or hug can go a long way towards helping someone realize that suicide is not the answer.
NOW, THEREFORE, BE IT RESOLVED, that the Dublin City Council does hereby proclaim the month of September 2020 as National
Suicide Prevention Awareness Month and encourage citizens to check in on friends and family members they may not see due to COVID-19.

CITY OF DUBLIN, CALIFORNIA
“National Hispanic Heritage Month”
WHEREAS, each year, the federal and local governments observe National Hispanic Heritage Month from September 15 to October 15, by recognizing
and celebrating the histories, cultures, and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and
South America; and
WHEREAS, September 15th is significant as a starting date for Latino Heritage month because it is the anniversary of independence for the Latin
American countries of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. In addition, Mexico and Chile celebrate their independence on
September 16th and September 18th respectively. Moreover, Columbus Day or Dia de La Raza, which is October 12th, falls within this 30-day period; and
WHEREAS, Latinos are the largest ethnic group in the State of California and at 16.9% of the United States population, make up the largest ethnic or
race minority group in America; and
WHEREAS, the values expressed by labor leader and civil rights activist Cesar Chavez—a service to others, non-violence, acceptance of all people,
respect for life and the environment, and celebrating community—are America’s values; and
WHEREAS, Hispanics and Latinos continue to enrich our Nation’s character, shape our common future, and affirm the narrative of American unity
and progress; and
WHEREAS, during National Hispanic Heritage Month, we celebrate Hispanic culture, honor the invaluable ways Hispanics contribute to our common
goals, and work toward a stronger, more inclusive, and more prosperous society for all.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim September 2020 as National Hispanic Heritage Month in
the City of Dublin and encourage all citizens to recognize the significance of Hispanic Heritage and history in our nation and City.

“National Childhood Cancer Awareness Month”
WHEREAS, according to the American Childhood Cancer Organization, one in 285 children in the United States will be diagnosed with
cancer by their 20th birthday; and
WHEREAS, each year, worldwide, more than 300,000 children and youth under the age of 19 are diagnosed with cancer; and
WHEREAS, childhood cancer causes chronic health conditions from the toxic effects of cancer treatment, including secondary cancers
and other life-threatening illnesses; and
WHEREAS, the causes of childhood cancer are largely unknown, and more study is needed to understand which treatments work best
for children; and
WHEREAS, researchers and healthcare professionals work diligently, dedicating their expertise to treat and cure children with cancer;
and
WHEREAS, children who are diagnosed with cancer battle the disease with fierce determination and bravery every day.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim September 2020 as Childhood Cancer
Awareness Month in the City of Dublin and encourage all citizens to learn more about childhood cancers, vigorously support childhood
cancer research, and do everything possible to support children with cancer and their families.

CITY OF DUBLIN, CALIFORNIA
“National Wilderness Month”
WHEREAS, National Wilderness Month celebrates the American spirit of exploration and discovery that has led us to experience the
majesty of the Nation’s wilderness; and
WHEREAS, the Wilderness Act was passed in 1964, and 54 areas (9.1 million acres) in 13 states were designated as wilderness; and
WHEREAS, this law established these areas as part of the National Wilderness Preservation System (NWPS). Since 1964, the NWPS has
grown almost every year and now includes 803 areas (111,368,221) in 44 states and Puerto Rico; and
WHEREAS, in 1980, the passage of the Alaska National Interest Lands Conservation Act (ANILCA) added over 56 million acres of
wilderness to the system, the largest addition in a single year; and
WHEREAS, recent fires across California and the United States show us just how important wilderness is, and how precious it has
become.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim September 2020 as Wilderness Month in
the City of Dublin and encourage all citizens to become more aware of the significance of wilderness in our nation and County.

CITY OF DUBLIN, CALIFORNIA
“National Prostate Cancer Awareness Month”
WHEREAS, according to the American Cancer Society, prostate cancer is the most frequently diagnosed cancer in men and the second leading cause of
cancer deaths in men; and
WHEREAS, the American Cancer Society estimates there will be 191,930 new cases of prostate cancer in the United States in 2020, resulting in an
estimated 33,330 deaths; and
WHEREAS, prostate cancer not only affects men, but also affects their family and friends; and
WHEREAS, prostate cancer is usually treatable if detected early and early stage prostate cancer usually has no symptoms; and
WHEREAS, education regarding prostate cancer and early detection strategies are critical to savings lives and protecting our families and friends;
and
WHEREAS, all men are at risk for prostate cancer and any treatment decisions should be based on clinician recommendations and patient values and
preferences.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim September 2020 as National Prostate Cancer Awareness
Month in the City of Dublin and encourage all citizens to increase awareness about the importance for men to make an informed decision with their
health care provider about early detection and testing for prostate cancer.

“National Preparedness Month”
WHEREAS, National Preparedness Month, occurring annually in September since 9/11, creates an opportunity for residents of the City
of Dublin, California to join citizens across the United States in preparing their homes, businesses, and communities for any type of
emergency, including natural, technological, and human-caused; and
WHEREAS, as our nation continues to respond to COVID-19, there is no better time to be involved in preparing for any disaster; and
WHEREAS, according to Alameda County emergency preparedness guidelines, citizens should have a plan, make a kit, be informed,
and get involved in helping the community do the same; and
WHEREAS, planning before a disaster is the best way to improve community resiliency from disaster; and
WHEREAS, each year, we face situations that could change our lives forever. The best protection is knowing and practicing what to do
in the event of an emergency; and
WHEREAS, every eight minutes, the Red Cross responds to a disaster, and the vast majority of these are home fires. By having an
emergency plan and kit, families can react quickly when a disaster strikes.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim September 2020 as National
Preparedness Month in the City of Dublin and encourage all citizens to make a plan, build a kit, prepare for disasters, and talk to friends
and family about preparedness.

CITY OF DUBLIN, CALIFORNIA
“National Ovarian Cancer Awareness Month”
WHEREAS, according to the American Cancer Society, ovarian cancer causes more deaths than any cancer of the female reproductive system; and
WHEREAS, in women ages 35-74, ovarian cancer is the fifth leading cause of cancer-related deaths; and
WHEREAS, every woman is at risk for ovarian cancer, regardless of age, heritage, or medical history; and
WHEREAS, diagnosis of ovarian cancer often does not occur until it has reached an advanced stage, making it the deadliest of all gynecological
cancers; and
WHEREAS, an estimated 21,750 women in the United States will be diagnosed this year with ovarian cancer and an estimated 13,940 women with the
disease will die; and
WHEREAS, ovarian cancer is treatable when detected early. More than 92 percent of women survive longer than five years if the disease is detected
and treated properly before it has spread; and
WHEREAS, women’s lives will be saved by raising public awareness about ovarian cancer and educating women about the symptoms of the disease.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim September 2020 as National Ovarian Cancer Awareness
Month in the City of Dublin and encourage all citizens to become more educated about the signs and symptoms.

A PROCLAMATION OF THE CITY COUNCIL
CITY OF DUBLIN, CALIFORNIA
“National Childhood Obesity Awareness Month”
WHEREAS, with childhood obesity presenting a significant threat to child health, the American Academy of Pediatrics (AAP) is recognizing National
Childhood Obesity Awareness Month during the month of September; and
WHEREAS, the percentage of children with obesity in the United States has more than tripled since the 1970’s; today, about one in five school-age
children (6-19) are considered obese; and
WHEREAS, obese children have an 80% chance of being obese adults and are more at risk for associated adult chronic diseases, including high blood
pressure, heart disease, type 2 diabetes and stroke; and
WHEREAS, the City of Dublin, along with Dublin Unified School District, works to prioritize the health and wellbeing of Dublin’s children by
supporting programs such as Healthy Dublin, Healthy Dublin Kids, and Dublin Unified School District Health Center, and works in conjunction with
youth sports leagues to provide space for physical activities and team sports in the community; and
WHEREAS, participating in physical activity is important for children and teens as it can have beneficial effects, not only on body weight, but also on
blood pressure, bone strength and mental wellbeing; and
WHEREAS, proper nutrition is important to youth as it impacts their physical and mental health, body weight, and is important in the prevention of
chronic diseases; and
WHEREAS, childhood obesity is preventable, yet does not appear to be declining.
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim the month of September, 2020 as National Childhood
Obesity Awareness Month and urge all residents to educate themselves and others of the programs and services that are available in Alameda County
and in the City of Dublin.

CITY OF DUBLIN, CALIFORNIA
“National Alcohol and Drug Addiction Recovery Month”
WHEREAS, every September, the Substance Abuse and Mental Health Services Administration (SAMHSA) sponsors Recovery Month to increase
awareness and understanding of mental and substance use disorders and celebrates the gains made by those in recovery; and
WHEREAS, treatment and recovery improve the community’s welfare and provide a renewed outlook on life for those who struggle with substance use
disorders and for their family and friends; and
WHEREAS, alcohol and drug prevention, intervention, and treatment service providers have a proud history of service, innovation, and dedication to
the recovery process; and
WHEREAS, over 20 million people age 12 or older in the United States need treatment every year for substance use disorder; and
WHEREAS, National Recovery Month celebrates the achievements of those individuals who have undergone successful addiction treatment and
recognizes the professionals in the field of addiction treatment; and
WHEREAS, the 2020 National Recovery Month provides an opportunity to educate the public, community organizations, public officials, and civic
leaders about the societal and economic effectiveness of treatment, and offers support and guidance to those on the path to recovery; and
WHEREAS, to help achieve these goals, the Council on Alcoholism and Drug Abuse and other community providers invite all residents of Dublin to
participate in National Alcohol and Drug Addiction Recovery Month (September).
NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby proclaim September 2020 as National Alcohol and Drug Addiction
Recovery Month and call upon the residents of Dublin to observe this month with appropriate programs, activities, and ceremonies supporting recovery
in our community.
