Annual Update to the Master Fee Schedule

EXECUTIVE SUMMARY:
The City Council will consider adopting an annual update to the Master Fee Schedule
as prescribed by the City’s User Fee Cost Recovery Policy.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting an Annual Update to the Master Fee Schedule for
Services Provided by the City.
FINANCIAL IMPACT:
The financial impact will be based on the activity levels after the fee updates are
adopted and in place. The annual increase of 2.2% is calculated based on changes in
the December Consumer Price Index (Bureau of Labor Statistics, San Francisco-
Oakland Urban Wage Earners and Clerical Workers) The recommendations do not
establish all fees at 100% recovery and the City would continue to subsidize some
services in accordance with the adopted User Fee Cost Recovery Policy.
DESCRIPTION:
In September 2012 the City Council adopted a User Fee Cost Recovery Policy (Fee
Policy) that calls for an update to the Master Fee Schedule annually to keep pace with
increases in the City’s costs for providing services (Resolution 160-12). The Fee Policy
also states that changes to fees should be calculated based on changes in the
preceding December Consumer Price Index (Bureau of Labor Statistics, San Francisco -
Oakland Urban Wage Earners and Clerical Workers). The Consumer Price Index (CPI)
for December 2019 increased by 2.2%.
Based on the Fee Policy all fees that are updated annually are increased by the CPI to
create the base fee, except where specifically stated otherwise in the City’s Master Fee
Schedule. The base fees are then rounded down to the nearest dollar and are listed on
the Master Fee Schedule. In subsequent years, the prior year’s base fee is multiplied by
the CPI to create the new year’s base fee, which is rounded down to the nearest dollar.

Additionally, the Fee Policy allows, as necessary, for new fees to be added to the City’s
Master Fee Schedule. This process is continued until a new fee study is completed. The
current fee study was presented and adopted by City Council on June 19, 2018
(Resolution 85-18).
New Items for This Update
Staff is recommending the addition of Environmental Program administrative fees,
which would cover the cost of staff time to manage and process Self -Haul Permits in
accordance with the amendments to Chapter 5.32 of the Dublin Munici pal Code
regarding solid waste management. These amendments were adopted by Ordinance
16-19, on December 17, 2019.
Two fees are recommended for the self-haul permit program. The initial annual self-haul
permit fee reflects staff time to set up, manage, and review documentation of a new
self-hauler. Once a self-hauler is set up, the annual renewal fee reflects staff time to
review and process the required documentation of a continuing self -hauler. The
following table illustrates the proposed fees, and describes the methodology used in
setting them:

Parks and Recreation Program Fees
The Parks and Recreation Program Fees are set based on the Parks and Community
Services Pricing Policy (the Pricing Policy) which was adopted by the City Council on
September 21, 2010, and revised on June 21, 2016. The revised and simplified Pricing
Policy allows the fees to be set annually as part of the Master Fee Schedule; provides a
certain level of authority to the Parks and Community Services Director to increase
rates during the year (up to 20%), provided that these fees are then documented in the
upcoming Master Fee Schedule; allows the Director to establish rates during the fiscal
year should new classes be added during that period; and allows for the City Council to
adopt fees associated with current facility use policies as part of the Master Fee
Schedule.
Below is a summary of the proposed adjustments for Fiscal Year 2020 -21, which were
presented to the Parks and Community Services Commission on June 8, 2020. It
should be noted that some of the adjustments are to fees for activities that are currently
suspended due to the COVIC-19 pandemic and local shelter-in-place order. These
adjustments are recommended in order to keep the Master Fee Schedule up to date, in
anticipation of an eventual resumption of City programming.

Facility Rentals, The Wave at Emerald Glen Park, Heritage & Cultural Arts
Senior Center Rentals for Meeting Room and Classrooms A, B, C/D
Staff is proposing an opportunity to allow standalone rental of the smaller rooms at the
Senior Center. These changes will allow more rental availability of varying sized rooms,
allow for multiple rentals simultaneously, and better align Senior Center smaller room
rentals with similar rooms at other Dublin facilities as well as in neighboring cities.
Currently the rental of these rooms is either not allowed , or only allowed in conjunction
with the rental of the Senior Center Ballroom.
The rental of the Meeting Room by non -profits will continue in conjunction with rental of
the Senior Center Ballroom or standalone during normal Senior Center business hours ,
which provides an additional standalone rental opportunity.
The non-profit fundraising rental fee for Classroom A has been reduced by 18% to
better align with rental rates for similarly sized rooms.
With the allowance for these smaller rooms to be rent ed separately, Staff also proposes
establishing a refundable security deposit fee for these rooms. Security deposit fees are
standard practice for Dublin rental facilities.

Heritage Park and Museums Lawn Area Rental Fee
Staff is proposing rental fees to rent the lawn area between the Sunday School Barn
and the Hay Barn. Currently this lawn area is not a reservable space. The addition of
this area provides an opportunity to rent outdoor event space in addition to the picnic
area. Staff anticipates this will attract new rental groups desiring outdoor venue spa ce.

Staff is proposing increasing the fee for competitive stroke class towards being more in -
line with the value of the advanced level of instruction this class offers. Few neighboring

The Wave Sports Pool Per Lane Rental Fee
Staff is proposing to establish per lane rental rates for the Sports Pool during regu lar
operating hours. Currently the entire pool is available for rental when it does not
interfere with City programming. This new fee would allow outside users to rent
individual lanes that are unused at a reduced rate while the facility has other
programming in progress.

Hands on History
Staff is proposing to change the implementation of this program from a free drop -in
program to an activity that requires advanced registration at a nominal fee. Adding a

participant commitment to attend, and allow staff to plan for a registered number of
participants.

Dublin Cemetery Memorial Program
At the October 1, 2019 meeting, the City Council approved a memorial program at the
Dublin Cemetery that includes the option to pu rchase a memorial bench, boulder, tree,
or brick to be installed at the Cemetery. This is a new program that would be
implemented beginning July 2020.

Heritage Park and Museums Student Tours
The Heritage Park and Museums Student Tours, a program for eleme ntary school
children, has existed for many years. The program has an optional add -on Pioneer
Activity fee that can be purchased to participate in additional activities associated with
the Tour. Staff is proposing a slight increase to the Student Tour fee to help cover the
increasing cost of the program. A fee change is not being proposed for the optional add -
on Pioneer Activity Fee. Though this program/fee has been in existence, it was
previously not listed in the Master Fee Schedule.

ADOPTING AN ANNUAL UPDATE TO THE MASTER FEE SCHEDULE FOR SERVICES
PROVIDED BY THE CITY
WHEREAS, the California Constitution authorizes local government to recover the
reasonable costs of providing services; and
WHEREAS, the City processes various permits, applications, and licenses, and offers
various recreational program and facility rental opportunities; and
WHEREAS, on September 4, 2012, the City Council approved Resolution 160 -12
Establishing a User Fee Cost Recover Policy (Fee Policy) that specifies annual adjustments to
fees for services provided by the City; and
WHEREAS, on June 18, 2019, the City Council adopted the comprehensive updated
Master Fee Schedule; and
WHEREAS, the Fee Policy, allows new fees to be added to the City’s Master Fee
Schedule, when necessary, before the next comprehensive fee study in undertaken; and
WHEREAS, the new fees have been added to the Master Fee Schedule set forth in
Exhibit A; and
WHEREAS, fees and charges for recreation programs set forth in Exhibit A were reviewed
by the Parks and Community Services Commission on April 15, 2018, prior to being presented to
the City Council for consideration; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
adopts the Master Fee Schedule attached as Exhibit A.
BE IT FURTHER RESOLVED, that the updated fees identified in said Master Fee
Schedule, shall be effective beginning July 1, 2020. For those items billed as “time and
materials,” the fees and overhead rates shown in Exhibit A shall be applicable to services
provided beginning July 1, 2020.
BE IT FURTHER RESOLVED, that except as otherwise designed in Exhibit A, the
fees therein shall be automatically adjusted annually using the adjustment methodology in
Resolution No. 160-12 Establishing a User Fee Cost Recovery Policy adopted by the City
Council on September 4, 2012.
