STAFF RECOMMENDATION: Approve the proclamations. FINANCIAL IMPACT: None. DESCRIPTION: The City Council will present the following proclamations for June 2020: National Gun Violence Awareness Month National Gun Violence Awareness asks everyone who believes we can do more to save American lives from gun violence to do one simple thing: Wear Ora nge. Originating in hunting culture, Wear Orange acknowledges that America has a proud heritage of responsible gun ownership and reflects the value of human life. The goals of Gun Violence Awareness Month are: • To promote greater awareness about gun viole nce and gun safety; • To concentrate heightened attention to gun violence during the summer months, when gun violence typically increases; and • To bring citizens and community leaders together to discuss ways to make our communities healthier. Juneteenth Page 2 of 2 Juneteenth is the oldest nationally celebrated commemoration of the ending of slavery in the United States. Dating back to 1865, it was on June 19th that the Union soldiers, led by Major General Gordon Granger, landed at Galveston, Texas with news that the war had ended and that the enslaved were now free. This was two years after the Emancipation Proclamation was signed by President Lincoln. Juneteenth today, celebrates African American freedom and achievement, while encouraging continuous self-development and respect for all cultures. STRATEGIC PLAN INITIATIVE: None. Juneteenth Proclamation A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “National Gun Violence Awareness Month” WHEREAS, every day, 100 Americans are killed by gun violence and on average there are nearly 13,000 gun homicides every year. Americans are 25 times more likely to be killed with guns than people in other high -income countries; and WHEREAS, gun violence touches every segment of our society. It increases the probability of deaths in incidents of domestic violence, raises the likelihood of fatalities by those who intend to injure others and among those who attempt suicide, place s children and young people at special risk, and disproportionately affects communities of color; and WHEREAS, protecting public safety in the communities they serve is an integral part of public safety in our communities; and WHEREAS, to commemorate the lives of victims of gun violence, people wear the color orange —the color orange because hunters wear it to announce themselves to other hunters when out in the woods and orange is a color that symbolizes the value of human life. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim June as National Gun Violence Awareness Month and encourages citizens in the City of Dublin to join in honoring the 30,000 Americans whose lives are cut short each year by gun violence, and the countless survivors whose lives are forever altered by shootings. Haubert Vice Mayor Arun Goel __________ Councilmember Melissa Hernandez Councilmember Jean Josey Councilmember Shawn Kumagai A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA “Juneteenth” WHEREAS, President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863, declaring the slaves in the Confederate territory free, paving the way for the passing of the 13th Amendment which formally abolished slavery in the United States of America; and WHEREAS, word about the signing of the Emancipation Proclamation was delayed some two and one half years, to June 19, 1865, in reaching Texas when Union General Gordon Granger arrived in Galveston Bay with Union troops. It was on June 19, 1865, that he announced: “The people of Texas are informed that, in accordance with a Proclamation from the Executive of the United States, all slaves are free”; and WHEREAS, Emancipation Day observations are held on different days in different states in the South and Southwest, and in other parts of the nation; and WHEREAS, celebration of the end of slavery, which became known as Juneteenth, is the oldest known public celebration of the end of slavery in the United States; and WHEREAS, Juneteenth commemorates African American freedom and celebrates the successes gained through education and greater opportunity; and WHEREAS, on a larger scale, the celebration of Juneteenth reminds each of us of the precious promises of freedom, equality , and opportunity which are at the core of the American Dream; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim June 19, 2020, as Juneteenth in the City of Dublin and encourages all citizens to become more aware of the significance of this celebration in African- American history and in the heritage of our nation and City.
