4.1. Standard Proclamations for the City Council
The City Council received the report.
Faith Rynda provided public comment.
Hannah Keihl provided public comment.
The City Council unanimously accepted the list of proclamations from the National
Registry as the City of Dublin’s official list and directed Staff to continue to handle
ad-hoc requests in the manner they are currently handled. The Councilmembers
added Global Diversity Awareness Month in October to the list.
4.2. Informational Report on Short-Term Rentals
The City Council received the report and opted to make no further changes to
short term rentals in the City of Dublin at this time.
5. Other Business
Brief information only reports from City Council and/or Staff, including committee
reports and reports by City Council related to meetings attended at City expense
(AB1234).
By consensus, the City Council directed Staff to add National Gun Violence
Prevention Month and Juneteenth Proclamations to the June 16th City Council
Agenda.

The Councilmembers agreed to schedule a Study Session to discuss topics such
as police staffing levels, diversity of the workforce, management of complaints,
general statistics on policing, addressing mental health in the community, and
identifying opportunities to increase the transparent efforts of how the City will offer
these services to the community. The Study Session will be held after June 16,
2020, and before the July 21, 2020 City Council meeting.

The meeting was adjourned at 9:49 p.m. in honor of Sean Diamond, and all our
fallen troops.

4.2. Agreement with Alameda County for Fiscal Year 2020-21 Additional Library
Services
The City Council discussed the agreement with the Alameda County Library to provide
23 hours of library services per week at the Dublin Public Library for Fiscal Year 2020 -
21, in addition to the County’s base service level of 28 hours per week.
By consensus, the City Council directed Staff follow up with the Alameda County
Library regarding the quarterly payment for unused services that were not provided
during the COVID-19 closure.

4.10. City of Dublin Discretionary Grant Policy
The City Council discussed the new Discretionary Grants Program, which is
administered on an annual basis by the City Manager’s Office.
By consensus, the City Council directed Staff to split the availability of funding into two
timeframes; one half of the funding would be available beginning July 1, 2020, and the
other half, and any remaining from the July through December period, beginning on
January 1, 2021.

vote the City Council adopted

6. Public Hearing
After seeking advice from the City Attorney, John Bakker, the City Council decided to
discuss Item 4.9 Amendment to the Collection Service Agreement Between the City
of Dublin and Amador Valley Industries, LLC, concurrently with Item 6.1 Adoption of
Rates for Garbage Collection, Disposal, and Recycling Services Provided by Amador
Valley Industries and Establishing the 2020-21 Annual Assessment for transparency
purposes.
4.9. Sixth Amendment to the Collection Service Agreement
The City Council received the presentation and provided their feedback.
On motion of Councilmember Josey, seconded by Mayor Haubert, and by unanimous
vote the City Council adopted

unanimous vote the City Council adjourned the meeting due to system-wide
technical difficulties and service interruptions, and continued the meeting to June
22, 2020 at 6:00 p.m., via Zoom Video Communications.

The City Council discussed the proposed project and provided their feedback.
A motion was made by Councilmember Kumagai and seconded by
Councilmember Hernandez to deny the At Dublin project. Councilmember
Kumagai later withdrew his motion after further discussion.
On motion of Councilmember Hernandez, and seconded by Vice Mayor Goel, and
by a four to one roll call vote, the City Council denied the At Dublin project with
prejudice.
RESULT: MOTION PASSED AND PROJECT DENIED WITH PREJUDICE
[4-1 VOTE]

Linda Smith, City Manager, asked the Mayor and Councilmembers if they would
be interested in conducting an in-person meeting on July 21, 2020, based on
feedback received previously. Due to the late hour, the City Council requested that
Staff seek their interest after the upcoming Alameda County Health Department
releases the updated order regarding COVID-19 Shelter in Place protocols.
7. Adjournment
The meeting was adjourned at 1:09 a.m. in honor of Sean Diamond, all our fallen
troops.
