A Regular Meeting of the Dublin Heritage & Cultural Arts Commission was held on
Thursday, August 8, 2019, in the Council Chamber. The meeting was called to order at
7:00 PM, by Chairperson Kathy Blackburn.

2.1. Public Comment
Vanessa Thomas of the Dublin Art Collective spoke about the, "Paint on the Patio,"
event and shared information regarding the Collective's participation in the
upcoming Splatter Festival. She also commented on donated art display racks.
Cm. Blackburn thanked Ms. Thomas for her time and efforts.

6.1. Temporary Art Program
La Shawn Butler, Parks and Community Services Director, presented the specifics
of the item as outlined in the staff report.
Cm. Blackburn opened the floor for questions.
Cm. Blackburn opened the floor for discussion on the program timeline.
The Commissioners discussed the time it would take for potential artists to go
through the process and complete the artwork. They also talked about a timeline
ending in March before the St. Patrick's Festival so the chairs could be displayed.
ACTION:
On a motion by Cm. Blackburn, seconded by Cm. Bennett, and by a vote of 6-0-0,
with alternate Cm. Wolski voting, the Commission voted to recommend the display
timeline to begin with launch date coinciding with the St. Patrick's Festival.

Cm. Blackburn opened the floor for discussion on possible locations to display the
chairs.
ACTION:
On a motion by Cm. Blackburn, seconded by alternate Cm. Wolski, and by a vote
of 6-0-0, with alternate Cm. Wolski voting, the Commission voted to recommend
displaying the chairs in public places, business areas, and surprising/interesting
places after the St. Patrick's Festival.

Cm. Blackburn opened the floor for discussion on stipends.
The Commissioners discussed the stipend amount for artists. Cm. Minniear
suggested $1,000 which is a similar amount paid for the Utility Box Art Program.
ACTION:
On a motion by Cm. Minniear, seconded by Cm. Iharosi, and by a vote of 6-0-0,
with alternate Cm. Wolski voting, the Commission voted to recommend a stipend
amount of$1,000 for artists selected for the Temporary Art Program.

7. New Business
7.1. Sean Diamond Park Art Selection
Rich Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report and then invited Saori Ide and Jonathan Russell from
Ride Art Studio to the podium to present their proposal.
Ms. Ide and Mr. Russell presented the specifics of their proposed public artwork
for Sean Diamond Park.
Cm. Blackburn opened the floor for questions.
The Commissioners asked about lighting, the longevity of the colors used on the
artwork, potential obstruction from trees overtime, and issue with sound from the
wind generated rotating pieces.
The artists responded to questions and Cm. Blackburn thanked Ms. Ide and Mr.
Russell for their presentation.
Mr. Jochner then invited Yoshio Taylor to the podium to present his proposal.

Mr. Taylor presented the specifics of his proposed public artwork for Sean
Diamond Park.
Cm. Blackburn opened the floor for questions.
The Commissioners asked about the maintenance required, the seating area, and
the height of the sculpture's lowest point.
Mr. Taylor responded to questions and Cm. Blackburn thanked Mr. Taylor for his
presentation and then opened the floor for discussion.
The Commissioners discussed the designs of both art pieces. Cm. Bennett stated
his concern about the height of Mr. Taylor's proposal.
ACTION:
On a motion by Cm. Minniear, seconded by Cm. Bennett, and by a vote of 5-1-0
with alternate Cm. Wolski voting, the Commission voted to recommend the public
artwork proposed by Saori Ide and Jonathan Russell of Ride Art Studio for City
Council approval.

7.2. Butterfly Knoll Park Art Selection
Rich Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report and then invited Joey Rose to the podium to present his
proposal.
Mr. Rose presented the specifics of his proposed public artwork for Butterfly Knoll
Park.
Cm. Blackburn opened the floor for questions.
The Commissioners asked about the paint used for the mural, how the artwork
connects to the outside wall, painting on the steps, and the detail or crispness of
the actual design.
Mr. Rose responded to questions and Cm. Blackburn thanked Mr. Rose for his
presentation and then opened the floor for public comment.
Vanessa Thomas of the Dublin Art Collective commented.

Cm. Blackburn closed the floor for public comment and then opened the floor for
discussion.
The Commissioners discussed their enthusiasm for the proposal, specifically, the
connection to nature, the community involvement component, and the
appropriateness of the design.
ACTION:
On a motion by Cm. Minniear, seconded by Cm. Iharosi, and by vote of 6-0-0 with
alternate Cm. Wolski voting, the Commission voted to recommend the public
artwork proposed by Joey Rose for City Council approval.

7.3. Election of Chairperson
Cm. Blackburn presented the specifics of the item as outlined in the Staff Report.
Cm. Blackburn asked for nominations for Chairperson.
ACTION:
On a motion by alternate Cm. Wolski, seconded by Cm. Minniear, and by a vote
of 5-0-1 with alternate Cm. Wolski voting and Cm. Blackburn abstaining, the
Commission voted to elect Cm. Blackburn as Chairperson of the Heritage and
Cultural Arts Commission.
RESULT: ADOPTED [UNANIMOUS]

6-0-0 with alternate Cm. Wolski voting, the Commission voted to elect Cm.
Minniear Vice Chairperson of the Heritage and Cultural Arts Commission.

8. Other Business
Commissioner Sawsan provided brief informational reports about a meeting with the
Mayor regarding the Cultural Arts Center, the Dublin Art Collective's "Paint on the Patio"
fundraising event, and the murals in Athens, Greece. The Commissioners asked
questions about the Cultural Arts Center, the community survey regarding the arts center,
available space for storing art exhibit materials, a brochure highlighting the utility boxes,
the status of the Dubliner art piece.
Ms. Butler responded.
9. Adjournment
There being no further business, the meeting was adjourned by Cm. Blackburn at 9:18
PM.
