A Special Joint Meeting of the Parks & Community Services Commission and Heritage
& Cultural Arts Commission was held on Monday, January 28, 2019, in the Civic
Center Regional Meeting Room. The meeting was called to order at 7:30 PM, by
Commissioner Michelle Smith McDonald.

7.1. Dublin Sports Grounds All-Abilities Playground Concept Design
Presentation
Ms. La Shawn Butler, Parks and Community Services Director, presented the
specifics of the item as outlined in the Staff Report.
Ms. Butler invited Melonie O'Sullivan of Gates & Associates and David Yosso of
Spec to the podium.
Ms. O'Sullivan provided details regarding the guiding principles in designing the
Dublin Sports Grounds All-Abilities Playground and the various types of
community outreach done to gather input about the theme, types of amenities,
and other playground elements the community would like to incorporate into the
playground design. Ms. O'Sullivan then presented three design concepts, option
A - "Angles," option B - "Winding," option C - "Circles," along with another design
concept, "Preferred Concept B," which integrated all aspects that scored highest
with community members.
Mr. Yosso provided detailed information regarding specific play equipment
detailed in the "Preferred Concept B" playground design. This information
included the playground areas with net climbers, hammocks, a music zone, a big
structure with ramps and slides, free-standing rockers, a swing zone, a sand play
zone, age specific zones, a climbing dome, and fitness equipment.
Chair Smith McDonald thanked the presenters and opened the floor for
Commissioners' questions.
The Commissioners asked various questions related to safety, equipment
durability, size of playground, foot traffic flow, restroom accessibility, and
equipment for older adults.
Ms. O'Sullivan and Mr. Yosso responded to each of the Commissioner's
questions.

Chair Smith McDonald invited Tegan McLane, Heritage and Cultural Arts
Manager, to present the specifics of the art piece included with the Dublin Sports
Grounds All-Abilities Playground design.
Ms. McLane provided the specifics of the art piece, "Conversation," by Barbara
Grygutis.
Chair Smith McDonald opened the floor for Commissioners' questions.
The Commissioners asked various questions related to design, materials used,
durability, safety, the possibilities for misuse, and maintenance.
Ms. McLane responded to each of the Commissioner's questions.
Chair Smith McDonald called on Ms. O'Sullivan and Mr. Yosso to go over the
color scheme options for the Dublin Sports Ground All-Abilities Playground.
Ms. O'Sullivan and Mr. Yosso presented two color scheme options. Option A
consisted of green and blue colors, while option B consisted of blue, yellow and
brown colors.
Chair Smith McDonald opened the floor for the Commission to discuss the color
scheme options for the Dublin Sports Grounds All-Abilities Playground and make
a motion for recommendation to City Council.
The Commission discussed the different color scheme aspects offered in option
A and option B.
Action:
On a motion by Cm. Bennett, seconded by Cm. Rudy, with Cm. Gabriell absent,
and by a vote of 12-0-0, the Heritage and Cultural Arts Commission and Parks
and Community Services Commission voted to recommend to City Council color
scheme option B for the Dublin Sports Grounds All-Abilities Playground.
Chair Smith McDonald opened the floor for the Commission to discuss the
"Preferred Concept B" design of the Dublin Sports Grounds All-Abilities
Playground and make a motion for recommendation to City Council.
The Commission discussed the various playground amenities and elements
offered in the "Preferred Concept B" design.
Action:

On a motion by Cm. Rudy, seconded by Cm. Lau, with Cm. Gabriell absent, and
by a vote of 12-0-0, the Heritage and Cultural Arts Commission and Parks and
Community Services Commission voted to recommend to City Council the
"Preferred Concept B" design for the Dublin Sports Grounds All-Abilities
Playground.
Chair Smith McDonald opened the floor for the Commission to discuss the art
piece, "Conversation," for the Dublin Sports Grounds All-Abilities Playground and
make a motion for recommendation to City Council.
The Commission discussed certain features of the art piece.
Action:
On a motion by Cm. Rudy, seconded by Cm. Hakim, with Cm. Gabriell absent,
and by a vote of 12-0-0, the Heritage and Cultural Arts Commission and Parks
and Community Services Commission voted to recommend to City Council the
art piece, "Conversation," by Barbara Grygutis for the Dublin Sports Grounds All-
Abilities Playground.
7.2. Public Art Bi-Annual Update
Ms. McLane provided the specifics of the item as outlined in the Staff Report.
Ms. McLane gave the Commissioners an update on current public art projects.
Chair Smith McDonald opened the floor for Commissioner comments.
Cm. Minniear asked about the status of a past art project, "Dubliner."
Ms. McLane stated that a maintenance is in the process of being scheduled.
Seeing no other comments, Chair Smith McDonald closed the floor to comments.

Brief information only reports from City Council and/or Staff, including committee
reports and reports by City Council related to meetings attended at City expense
(AB1234).
Commissioners and staff did not have anything to report.
