A Regular Meeting of the Dublin Parks & Community Services Commission was held on
Monday, August 19, 2019, in the Council Chamber. The meeting was called to order at
7:00 PM, by Chairperson Michelle Smith McDonald.

Cm. McDonald led introductions of Commissioners for the new Student Representative,
Sid Phaneendra, and new alternate Commissioner, Vimal Pannala.
Alternate Cm. Pannala gave a brief introduction.
Student Rep. Phaneendra gave a brief introduction.
Cm. McDonald asked Student Rep. Phaneendra to lead the Pledge of Allegiance.
2. Oral Communications
2.1. Brief Informational Only Reports from the Youth Advisory and Senior
Center Advisory Committees
Student Rep. Phaneendra stated that the Youth Advisory Committee will have
the first meeting of the school year on August 28, 2019.
Senior Center Advisory Committee Member, Susan Miller, gave an update on the
August 1, 2019 meeting. She stated that a Parks and Community Services
Commissioner attended the meeting and reported on the current activities of the
Parks and Community Services Commission. Ms. Miller also stated that the
Committee received the information on Fall/Winter activities scheduled at the
Senior Center.

7.1. Jordan Ranch Neighborhood Park Art Selection
Rich Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report.
Cm. McDonald opened the floor for questions.
The Commissioners asked about the other seat walls not being included in the
proposal, the side of the benches that will be decorated, the project timeline, the
modified proposal with diminished design, the materials used for the bottom

portion of the artwork, the potential damage due to weather, and the cost of
adding another seat wall to the proposal.
Mr. Jochner responded to questions and Cm. McDonald thanked Mr. Jochner
and then opened the floor to discussion.
Cm. Speck stated that she was part of the sub-committee process and loved this
proposal.
ACTION:
On a motion by Cm. Hakim, seconded by Cm. Speck, and by a vote of 6-0-0, the
Commission voted to recommend the public artwork proposed by Yoshio Taylor
for City Council approval.
RESULT: ADOPTED [UNANIMOUS]

7.2. Butterfly Knoll Park Art Selection
Mr. Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report.
Cm. McDonald opened the floor for questions.
Cm. McDonald asked when the mural will be painted.
Mr. Jochner responded to the question and Cm. McDonald thanked Mr. Jochner
and then opened the floor for discussion.
The Commissioners discussed how they liked the previous proposal submitted
by the artist, how the mural connects to the outer wall facing the street, the
brightness of the colors used, and the opportunity for great photos.
ACTION:
On a motion by Cm. Washington, seconded by Cm. Giller, and by a vote of 6-0-0,
the Commission voted to recommend the public artwork proposed by Joey Rose
for City Council approval.

7.3. Sean Diamond Park Art Selection
Mr. Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the staff report.
Cm. McDonald opened the floor for questions.
The Commissioners asked about maintenance costs, the potential for noise due
to the wind generated rotating pieces, lighting element, the height of the artwork,
and the probability of people climbing the structure.
Mr. Jochner responded to questions and Cm. McDonald thanked Mr. Jochner for
his presentation and then opened the floor for discussion.
Seeing no comments from the Commission, Cm. McDonald asked for a motion.
ACTION:
On a motion by Cm. Washington, seconded by Cm. Speck, and by a vote of 6-0-
0, the Commission voted to recommend the public artwork proposed by Saori Ide
and Jonathan Russell from Ride Art Studio for City Council approval.

8. Other Business
The Commissioners shared brief informational reports regarding a Pleasanton to Dublin
community bike ride, the Farmers' Market at Emerald Glen Park, the public art selection
sub-committee meetings, visiting city parks, and the Senior Center Advisory Committee
meeting on August 1. The Commissioners also asked questions about statistical data
on classes, The Wave pricing for a monthly lap swim pass, the ground-breaking date for
Imagine Playground, and the Holiday Decorating Contest.
Ms. Butler responded to questions and shared brief informational reports on programs
and events.
