November 3, 2020 Regular City Council Meeting Minutes MINUTES OF THE CITY COUNCIL OF THE CITY OF DUBLIN Regular Meeting: November 3, 2020 DUBLIN CITY COUNCIL MINUTES 1 REGULAR MEETING NOVEMBER 3, 2020 Regular Meeting A Regular Meeting of the Dublin City Council was held on Tuesday, November 3, 2020, in the City Council Chamber and remotely via Zoom Video Communications. The meeting was called to order at 5:30 PM, by Mayor Haubert. 1. Consent Calendar 4.1. Approved the October 20, 2020 Regular City Council Meeting Minutes. DUBLIN CITY COUNCIL MINUTES 2 REGULAR MEETING NOVEMBER 3, 2020 4.3. Adopted RESOLUTION NO. 111 – 20 ADOPTING THE CITY OF DUBLIN PERSONNEL RULES 4.4. Received the financial report on the fourth quarter of Fiscal year 2019-20 and confirmed the General Fund reserve designations as of June 30, 2020. 4.5. Received the financial report through the first quarter for Fiscal Year 2020-21 and approved amendments to the Fiscal year 2020-21 Budget via a budget change. 4.6 Adopted RESOLUTION NO. 112-20 APPROVING THE IMPROVEMENT AGREEMENT FOR THE DON BIDDLE COMMUNITY PARK RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Shawn Kumagai, Councilmember AYES: Josey, Kumagai, Haubert, Hernandez ABSENT: Goel Vice Mayor Goel arrived at 5:37 p.m. 5. Public Hearing 6.1 Accessory Dwelling Unit Ordinance Update (PLPA-2020-00035) and Proposed Changes to the City’s Impact Fee Schedule The City Council received a presentation on Staff-initiated amendments to the Zoning Ordinance to comply with recent changes in State law addressing barriers to development of accessory dwelling units (ADUs) and junior ADUs (JADUs) and to facilitate the production of ADUs. On motion of Councilmember Josey, seconded by, Councilmember Kumagai and by unanimous vote, the City Council waived the reading and INTRODUCED an Ordinance Approving Amendments to Dublin Zoning Ordinance Chapters 8.08, 8.12, 8.16, 8.20, 8.24, 8.36, 8.40, 8.65, 8.76, and 8.80 Regarding the Creation of Accessory Dwelling Units and Junior Accessory Dwelling Units Effective City-wide with the following amendment to Section 8.80.030 paragraph H: H. Balconies/Decks. Accessory dwelling units shall not have balconies on an elevation directly facing the side lot line. Allowed balconies shall be located a minimum of 10’ from side and rear property lines. Accessory dwelling units shall not contain rooftop terraces/rooftop decks; and Adopted: RESOLUTION NO. 113-20 REVISING THE IMPACT FEES FOR ACCESSORY DWELLING UNITS WITHIN THE CITY OF DUBLIN RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Shawn Kumagai, Councilmember AYES: Josey, Kumagai, Haubert, Hernandez, Goel 7. Unfinished Business – None. DUBLIN CITY COUNCIL MINUTES 4 REGULAR MEETING NOVEMBER 3, 2020 8. New Business 8.1. Public Art Display to Honor Community Efforts for Racial Justice and Equality The City Council received a presentation on the creation of a temporary City-curated installation of public art at the Civic Center to honor the community’s fight for racial justice and equality. On motion of Councilmember Josey, seconded by, Councilmember Kumagai and by unanimous vote, the City Council appointed Mayor Haubert to curate the public art display and adopted: RESOLUTION NO. 114-20 AUTHORIZING A TEMPORARY CITY-CURATED PUBLIC ART INSTALLATION AT THE DUBLIN CIVIC CENTER HONORING THE COMMUNITY’S FIGHT FOR RACIAL JUSTICE AND EQUALITY RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Shawn Kumagai, Councilmember AYES: Josey, Kumagai, Goel, Haubert, Hernandez 8.2 Overview of Mental Health Resources in the Tri-Valley The City Council received a report on the mental health resources available to Dublin residents including potential ways to augment existing services. By consensus, the City Council supported moving forward with discussions around a regional collaboration and receiving a concrete proposal in the future. 9. Other Business Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234).
