HomeMy WebLinkAboutItem 8.4 - 3457 Vice Mayor Selection Page 1 of 2 STAFF REPORT CITY COUNCIL DATE: December 15, 2020 TO: Honorable Mayor and City Councilmembers FROM: Linda Smith, City Manager SUBJECT: Selection of Vice Mayor Prepared by: Marsha Moore, MMC, City Clerk EXECUTIVE SUMMARY: The City Council’s policy is to select, in December of each year, a member of the City Council to serve as Vice Mayor for a period of one year. In the absence of the Mayor, the Vice Mayor would become Mayor Pro Tempore and would assume the temporary responsibilities of the Mayor. STAFF RECOMMENDATION: Determine who shall serve as Vice Mayor for a one-year period. FINANCIAL IMPACT: None. DESCRIPTION: Since 1996, the City Council's policy has been to select, in December of each year, a member of the City Council to serve as Vice Mayor for a period of one year (Attachment 1). In the absence of the Mayor, the Vice Mayor would become Mayor Pro Tempore and would assume the temporary responsibilities of the Mayor. STRATEGIC PLAN INITIATIVE None. No. 120-20, Item 4.12, Adopted 11/17/20 Page 1 of 2 RESOLUTION NO. 120 - 20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ESTABLISHING RULES FOR THE SELECTION OF VICE MAYOR AND REPEALING RESOLUTION NO. 5-96 WHEREAS, the City consolidates its general municipal election with the statewide general election held in November of even-numbered years; and WHEREAS, Section 36801 of the California Government Code provides for the selection by the Council of one of its members as Vice Mayor; and WHEREAS, Resolution No. 5-96 sets the time for the selection of the Vice Mayor as at the City Council’s first meeting in December, following certification of the results of the general municipal election in even-numbered years; and WHEREAS, due to changes in state law, the certification of the general municipal election is not always completed by the first Tuesday in December, which is the date of the City Council’s first meeting in December; and WHEREAS, the City Council desires to amend Resolution No. 5-96 to ensure that the rules continue to ensure that the Vice Mayor is selected after the new City Council members are seated following an election. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby amends the following section of the rules for the selection of Vice Mayor: I. ELECTION OF VICE MAYOR a. Time. At its first regular meeting in December, the City Council shall select one of its members as vice mayor. Notwithstanding the foregoing, in even years this selection shall occur at the City Council meeting at which the declaration of election results is made. b. Term. The vice mayor shall serve in such capacity for a 1-year period, or until a successor is selected. c. Rules. The procedure for selection of vice mayor shall be in accordance with the current edition of “Roberts Rules of Order.” BE IT FURTHER RESOLVED that Resolution No. 5-96 is hereby rescinded in its entirety.
