Tuesday, October 73, 2020
A Regular Meeting of the Dublin Planning Commission was held on Tuesday, October
13, 2020. In keeping with the guidelines provided by the State of California and Alameda
County in response to the Coronavirus (COVID-19) Outbreak, the meeting was held as
an online virtual meeting hosted by Zoom Video Communications. The meeting was
called to order at 7:00 PM by Commission Chairperson Thalblum,

Amy Million, Principal Planner, made a presentation and responded to questions posed
by the Commission.

Commission Chairperson Thalblum opened and closed the public hearing.
Jordyn Bishop, City Attorney, responded to questions posed by the Commission.
On a motion by Commissioner Wright, seconded by Commissioner Kothari, the Planning
Commission approved staff's recommendation and adopted:
RESOLUTION NO. 20-14
RECOMMENDING CITY COUNCIL APPROVAL OF AMENDMENTS TO DUBLIN
ZONING ORDINANCE CHAPTERS 8.08 (DEFINITIONS), 8.12 (ZONING DISTRICTS
and PERMITTED USES OF LAND), 8.16 (AGRICULTURAL ZONING DISTRICT), 8.20
(RESIDENTIAL ZONING DISTRICTS), 8.24 (COMMERCIAL ZONING DISTRICTS),
8.36 (DEVELOPMENT REGULATIONS), 8.40 (ACCESSORY STRUCTURES AND
USES REGULATIONS), 8.65 (COTTAGE FOOD OPERATIONS), 8.76 (OFF-STREET
PARKING AND LOADING REGULATIONS) AND 8.80 (SECOND UNITS
REGULATIONS) REGARDING THE CREATION OF ACCESSORY DWELLING UNITS
AND JUNIOR ACCESSORY DWELLING UNITS EFFECTIVE CITY-WIDE

7.1 Downtown Dublin Streetscape Plan (PLPA-2017-00012)
Amy Million, Principal Planner, and Nathan Lozier, representing RHAA, made a
presentation and responded to questions posed by the Commission.
Commission Chairperson Thalblum opened and closed the public hearing.
On a motion by Commissioner Wright, seconded by Commissioner Benson, the Planning
Commission approved staffs recommendation with the added recommendation to
consider public facilities such as restrooms and bicycle stations in the Downtown Dublin
Preferred Vision area, and adopted:

Kristie Wheeler, Assistant Community Development Director, informed the Commission
that the next Planning Commission meeting is scheduled for Tuesday, October 27, 2020,
but there are no scheduled agenda items, and will likely be cancelled. She also
mentioned that there were currently no items scheduled for the November 10, 2020
meeting but the Sign Ordinance Update is tentatively scheduled for the November 24,
2020 meeting.
Kristie Wheeler, Assistant Community Development Director, responded to questions
regarding the rules relating to political signs being posted in Dublin.

The meeting was adjourned by Commission Chairperson Thalblum at 8:38 p.m.
