The meeting was called to order at 6:03 PM, by Mayor Haubert. 1. Pledge of Allegiance The pledge of allegiance was recited by the City Council and Staff. 3. Public Hearing 3.1. Proposed Budget, Fiscal Year 2020-21 and Fiscal Year 2021-22 Mayor Haubert opened the public hearing. James Morehead provided public comment. Visesha Kakarla provided public comment. Sabrina Gomez provided public comment. Presley Shum provided public comment. Kayley Huff provided public comment. Shawn Costello provided public comment. DUBLIN CITY COUNCIL MINUTES 2 REGULAR MEETING JUNE 9, 2020 Jessica Sher provided public comment. Mayor Haubert closed the public hearing. The City Council discussed the proposed budget and provided their feedback. On motion of Vice Mayor Goel, seconded by, Councilmember Hernandez, and by unanimous vote, the City Council adopted RESOLUTION NO. 51 - 20 ADOPTING A BUDGET FOR THE CITY OF DUBLIN FOR FISCAL YEAR 2020-21 RESOLUTION NO. 52 - 20 ESTABLISHING A SALARY PLAN FOR FULL-TIME PERSONNEL IN ACCORDANCE WITH THE PERSONNEL RULES RESOLUTION NO. 53 - 20 ESTABLISHING A SALARY PLAN FOR MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE RESULT: ADOPTED [UNANIMOUS] MOVED BY: Arun Goel, Vice Mayor SECOND: Melissa Hernandez, Councilmember AYES: Josey, Kumagai, Goel, Haubert, Hernandez 3.2 Adopting the Five-Year Capital Improvement Program 2020-2025 The City Council received the presentation and provided their feedback. On motion of Mayor Haubert, seconded by, Councilmember Hernandez, and by unanimous vote, the City Council adopted RESOLUTION NO. 54 - 20 ADOPTING THE FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM 2020 – 2025 DUBLIN CITY COUNCIL MINUTES 3 REGULAR MEETING JUNE 9, 2020 RESULT: ADOPTED [UNANIMOUS] MOVED BY: David Haubert, Mayor SECOND: Melissa Hernandez, Councilmember AYES: Josey, Kumagai, Goel, Haubert, Hernandez Mayor Haubert called for a 5-minute recess at 8:37 p.m. The meeting resumed at 8:48 p.m. 4. New Business 4.1. Standard Proclamations for the City Council The City Council received the report. Faith Rynda provided public comment. Hannah Keihl provided public comment. The City Council unanimously accepted the list of proclamations from the National Registry as the City of Dublin’s official list and directed Staff to continue to handle ad-hoc requests in the manner they are currently handled. The Councilmembers added Global Diversity Awareness Month in October to the list. 4.2. Informational Report on Short-Term Rentals The City Council received the report and opted to make no further changes to short term rentals in the City of Dublin at this time. 5. Other Business Brief information only reports from City Council and/or Staff, including committee reports and reports by City Council related to meetings attended at City expense (AB1234). By consensus, the City Council directed Staff to add National Gun Violence Prevention Month and Juneteenth Proclamations to the June 16th City Council Agenda. DUBLIN CITY COUNCIL MINUTES 4 REGULAR MEETING JUNE 9, 2020 The Councilmembers agreed to schedule a Study Session to discuss topics such as police staffing levels, diversity of the workforce, management of complaints, general statistics on policing, addressing mental health in the community, and identifying opportunities to increase the transparent efforts of how the City will offer these services to the community. The Study Session will be held after June 16, 2020, and before the July 21, 2020 City Council meeting. 6.
